Summary: The committee approved the minutes and then took up several election, family court, and criminal justice bills. SB 1425, the “big bill,” would move Arizona’s 2026 primary election date earlier and adjust related election administration timelines; the chair’s amendment moved the primary to July 21 and removed the shortened curing/ID deadlines. County officials testified in support, explaining the timing changes and the need to align dates, and the committee adopted the amendment and gave the bill a do-pass recommendation. SB 1289, dealing with certifications for entities providing money or resources for election administration and foreign funding disclosures, also received a do-pass recommendation after testimony from supporters arguing it would block foreign influence in election administration and ballot issue spending. The committee later heard SCR 1013, a related resolution that would more directly prohibit foreign-source money for election administration and ballot measures; the sponsor and supporters said it was similar to SB 1289 but broader, and testimony focused on foreign money flowing through nonprofit networks. The committee then considered SB 1326, which would allow courts to award attorney fees and costs to victims when a party violates or worsens a victim’s rights. A victim’s attorney testified that the bill would provide needed accountability and guidance, while opponents argued the term “exacerbates” was vague and that existing remedies already exist. The committee approved SB 1326 on a 4-3 vote. SB 1402, requiring courts to impose a fee on certain probationers to cover electronic monitoring costs, drew support from the sponsor and advocates who said offenders should pay for monitoring, and opposition from defense attorneys who warned it could burden indigent probationers and divert money from treatment; it also received a 4-3 do-pass recommendation. The most extensive debate was on SB 1330, which would allow a parent in certain custody cases to request a jury trial on parenting time or legal decision-making. Supporters, including several parents, described costly and traumatic family court experiences and argued a jury would provide a neutral check on judges and court-appointed professionals. County and court representatives opposed the bill, saying family cases require specialized judicial expertise, jury trials would delay urgent matters, increase costs, and risk confidentiality. Despite those concerns, the committee adopted the bill on a 4-3 vote. The committee also approved SB 1328, which declares state policy favoring parental rights and a child’s equal access to both co-parents, after adopting an amendment adding legislative intent language. Finally, SB 1329, which would let parents sue court-appointed professionals who deviate from professional ethics or standards in custody matters, passed 4-3 after testimony from parents and advocates who said court appointees lack accountability, while opponents said existing malpractice and licensing remedies already address misconduct.

The Senate also signed a number of bills and resolutions and adopted Senate Resolution 533 recognizing the Texas Legislative Internship Program class, with multiple senators highlighting individual interns and the program’s role in developing future public servants. The floor then took up and passed several bills, often by suspending the regular order and the three-day rule. These included HB 1639 on a study of cancer incidence among female firefighters; HB 102 granting early registration for students in military-related programs; HB 4325 increasing civil penalties for barratry; HB 5342 creating a 988 Suicide and Crisis Lifeline trust fund and related funding study; HB 3370 allowing late timberland appraisal applications after an owner’s death; HB 3376 requiring certain guardians to complete dementia/Alzheimer’s training; HB 132 extending confidentiality protections to information about hostile acts by foreign adversaries; and HB 1978, which sought to restrict ERCOT interconnections, but its motion to pass to engrossment failed on a 20-11 vote. Additional measures passed included HB 511 on unsolicited voter registration mailings, HB 2187 on nurse staffing, retaliation, and overtime protections, HB 2510 creating offenses for unlicensed assisted living operations, HB 694 on DFPS notification timelines, HB 1893 making license plates in law-enforcement video nonconfidential for public information requests, HB 2733 updating barratry and solicitation laws for digital communications, HB 4506 allowing opt-in electronic zoning notices, HB 3751 transferring a TxDOT property to DPS, HB 3033 creating a grant program for nonprofits supporting injured or killed DPS employees, HB 4273 on Medicaid fraud prevention and eligibility verification, HB 3211 on vision care benefits, HB 4529 exempting certain DoD-certified child care facilities from state licensure, HB 2522 easing fingerprinting requirements for certain vehicle dealers, HB 4219 tightening public information request response requirements, and HB 4783 requiring a report on opioid antagonist programs. The Senate also received a House message noting passage of SB 9, and a nominations committee report was announced for future consideration.

Summary: The Rules Committee considered several bills and resolutions for whether they were constitutional and in proper form. House Bill 2076, concerning school safety and concealed firearms carried by school employees, drew a constitutional concern because its civil-liability immunity language would also cover private school employees and potentially violate the anti-abrogation clause; staff recommended limiting that immunity to public school employees. House Bill 2136, creating crimes for civil terrorism and subversion, raised due process vagueness concerns because “subvert” was undefined, and members also discussed possible First Amendment overbreadth. House Bills 2158 and 2159, both involving Mexican wolves, were flagged for federal preemption under the Endangered Species Act because the bills would authorize conduct conflicting with federal protections; sponsors were said to be considering amendments. House Bill 2497, on hunting and wildlife regulation, raised legislative entrenchment concerns because it would restrict future legislatures, with members also discussing but not resolving a possible dormant Voter Protection Act theory. House Bill 2755, allowing renewal of certain state trust land mineral leases without auction, was flagged for a possible conflict with the constitutional 20-year lease limit, and House Bill 4030 and HCR 2052, dealing with a tax and fee moratorium/referral, prompted debate over Article 9, Section 19 and whether the moratorium could reach constitutionally excluded taxes. Each of those individual measures was ultimately recommended as constitutional and in proper form by a 5-2 vote, with one member absent on each roll call. The committee also noted that House Bill 2956 was held. At the end of the meeting, the committee took a mass motion covering many additional bills, memorials, and resolutions; the Rules Attorney stated they had been reviewed and were constitutional and in proper form, and the committee approved the mass motion by a 7-0 vote with one absent.
