Summary:
The House convened with a quorum, offered an invocation, pledges, and a series of recognitions and guest introductions, including a memorial honoring J.B. White, a young Santa Fe basketball player killed by gun violence, and presentations for Disability Rights Awareness Day, Down syndrome advocacy, adult education and literacy, and Western New Mexico University’s 133rd birthday. Members also welcomed students, legislative fellows, and other guests, and several speakers used the announcements period to highlight community work, family milestones, and advocacy efforts.
The chamber then received and referred several executive and Senate messages. Governor-authorized bills included HB 282 on school attendance enforcement and juvenile probation coordination, HB 292 creating the New Mexico Prison Rape Elimination Act, and HB 149 involving charter school facility financing; these were referred to the Judiciary or Appropriations and Finance Committees as applicable. The House also received Senate-passed bills and committee substitutes, which were referred to the appropriate House committees. In committee reports, multiple bills and memorials were adopted, including HB 4, HB 7, HB 65, HB 66, HB 80, HB 88, HB 96, HB 270, HB 280, HB 275, HB 285, HB 20, HB 166, HB 295, HM 46, HM 54, and SJR 1.
On third reading, HB 38 on wheelchair insurance coverage was announced as being remanded back to the House Health and Human Services Committee for a simple amendment before returning to the floor. The main floor debate centered on HB 120, which addresses restraint and seclusion in schools. Sponsors said the bill is intended to improve student safety, clarify when intervention is allowed, require de-escalation and behavior-support training, improve documentation and parent notification, and prevent harmful or punitive practices. An amendment was adopted to replace the term “punishment” with “disciplinary action” and to add reporting to a legislative study committee. The bill then drew extended questioning about definitions, school resource officers, PBIS references, training requirements, data collection, and possible costs and liability, with sponsors emphasizing that the measure clarifies existing practice rather than imposing a specific curriculum or program.

Summary:
The House convened with a quorum, received the invocation and pledges, and heard several announcements and recognitions before moving into floor action. Members honored the University of Texas Rio Grande Valley chess team for winning a share of the 2025 President’s Cup, recognized educator Jessica Lopez, and paid memorial tribute to Jennifer Maddenly, along with recognitions for Jeanette Valdez Duran’s food pantry work, TAMACC’s 50th anniversary, and Bernardine Steptoe’s retirement from WFAA. The House also granted permission for committees to meet while the House was in session, set a local consent calendar, and suspended posting rules for a Public Health Committee hearing on SB 2721.
The chamber then considered a long series of Senate and House bills, with many passing on record votes. Measures addressed local law enforcement authority (SB 906), veterans highway designation (SB 1229), foster care medical billing (SB 855), massage therapy trafficking safeguards (SB 703), tax ballot language (SB 1025), occupational licensing for people with convictions (SB 1080), lien deadlines (SB 929), liquor sales complaints (SB 1355), higher education application fee waivers (SB 2231), utility data access (SB 1877), pediatric preceptorships (SB 1998), and several House bills on bond forfeiture notice, health workforce coordination, indigent civil commitment representation, consumer transaction cancellations, bird dispersal rules, theft venue for digital property, military grant applications, AI cancer-detection grants, cybersecurity contract language, in-state tuition for military-related programs, utility capital recovery, energy waste advisory oversight, gas utility rate recovery, psychedelic therapy study, teacher retirement funding transparency, pension changes, tax payment plans, and voter registration security. Some measures drew notable debate or amendments, including HB 5247, where a ratepayer-credit amendment failed, and HB 2298, HB 4014, HB 510, HB 561, HB 1128, HB 1904, HB 30, HB 200, HB 3045, and HB 5111, which all passed after recorded votes with varying margins.
A major point of contention was SB 2420, the app store age-verification bill, which prompted extended debate over whether the bill should also require app developers to verify users’ ages. Representative Bryant offered an amendment to preserve developer verification obligations, arguing the bill would otherwise shift responsibility away from app makers; the author opposed it, saying the bill’s approach was more workable and raised concerns about First Amendment issues. Multiple points of order were raised and withdrawn during the debate, and the amendment discussion remained unresolved in the excerpt. The House also postponed further consideration of SB 17, SB 552, and SB 2420 at different points, and recessed for lunch after completing a large block of third-reading votes.

Summary:
The Senate Economic Development, Workforce and Tourism Committee met for its first meeting of the session and reviewed several bills related to infrastructure planning, tourism, housing, workforce data, and event incentives. The chair also announced committee procedures, including a request that amendments be submitted 24 hours in advance and a decision to lay over Senate Bill 264. Senator Mann presented SB 260, creating the Oklahoma Infrastructure Long Range Planning Commission within the Department of Commerce to coordinate long-term infrastructure planning across state, local, tribal, and utility stakeholders; it passed 8-1. Senator Frix presented SB 1525, allowing the Department of Tourism and Recreation to contract with private entities for an annual statewide tourism and recreation conference up to $75,000; it passed 9-0. Senator Kirt presented SB 1332, aimed at helping cities address housing growth and infrastructure needs through a one-time pot of low- or no-interest loans for water, sewer, and storm sewer projects; it passed 8-1.
Senator Coleman presented SB 1998, which would expand the Quality Events Act so smaller communities can define qualifying events and use program funds for items such as equipment; members discussed whether the bill would support existing or new events, and it passed 9-0. Chairwoman Thompson presented SB 1771, authorizing the Oklahoma Workforce Commission to collect workforce development funding and expenditure metrics from agencies and to hire outside counsel when needed because of data-collection workload; it passed 9-0. She also presented SB 1378, creating the Olympics and Oklahoma revolving fund, with discussion that funding requests would later go through the budget process; it passed 9-0.
Thompson then presented SB 1919, increasing the cumulative inducement limit in the Oklahoma Tourism Development Act from $30 million to $60 million. She said the current cap is being reached and that the program supports projects that generate sales tax revenue and visible community development, while members asked for more detail on prior uses and program outcomes; it passed 9-0. Finally, SB 2018 was laid over because amendments were not ready in time. The committee adjourned after noting the meeting moved quickly.
