Opponents, including Kansas City and Springfield-Greene County health officials, argued the bill would preempt local control, shift regulatory authority to the state, and create enforcement and fiscal concerns. Committee members raised questions about local inspection authority, fees, and a possible committee substitute, but no final action was taken in the hearing.
