Committee: House Public Health
Summary: The meeting of the public health committee focused on the pressing issue of opioid addiction in Texas, with a particular emphasis on House Bill 3717. Chairman Harris detailed the bill's intent to fund a grant program for Ibogaine clinical trials, framing it as a critical response to the ongoing opioid crisis. He shared poignant testimonies highlighting the struggles of families and veterans battling addiction and mental health issues. The conversation underscored the necessity of innovative treatments, like Ibogaine, which showed promising results in studies for reducing symptoms of withdrawal and PTSD.

Summary: The House convened, the clerk called the roll, and a quorum was declared present. Members recited the Pledge of Allegiance, and Pastor Kayla Garza of Stone Church in Yakima offered the opening prayer, asking for wisdom, patience, humility, and cooperation in public service. The Speaker approved the prior day’s minutes by consent and recognized guests in the chamber, including Roger Jacob and students and faculty from Wapato School District, who had been honored in House Resolution 4679, as well as a fourth-grade class from Log Church Christian School in Brewster. The Democratic caucus was announced immediately, and the Republican caucus was scheduled for five minutes later, with the House briefly at ease. Under the fourth order of business, the House agreed by consent to treat bills, memorials, and resolutions on the introduction sheet as first reading items and refer them to the designated committees. Under the eighth order, Senate Bill 6132 was re-referred from the Transportation Committee to the Rules Committee. No objections were raised to these actions. The House then adjourned by consent until 9:55 a.m. on Friday, February 27, the 47th legislative day.

Senate Bill 1570 would create a Department of Child Safety and Well-Being by consolidating DHS Child Welfare Services and the Office of Juvenile Affairs, with a phased implementation timeline and a future board and interim commissioner; members discussed protecting ongoing cases and adding lived-experience representation on the board. The bill passed 12-0. Senate Bill 1796 shortened the period for informal foster care arrangements from seven days to 72 hours and added guardrails for temporary foster care placements; the author said it was intended to prevent harm when children are left with unvetted caregivers, and it also passed 12-0. Summary: The House met on March 26, 2026, established a quorum, opened with prayer and the Pledge of Allegiance, and then moved through a large number of introductions, resolutions, and committee reports. The chamber recognized Women of the Storm on its 20th anniversary, honored Saint-Amant FFA for winning a national coastal restoration championship, and later recognized Elevate Louisiana. The House also received Senate bills on topics including freshwater fishing limits, bridge preservation, emergency medical services, ambulance reimbursement, eye care coverage, and other matters, and introduced numerous House resolutions and bills covering education, ethics, transportation, elections, public records, criminal law, and appropriations. Several measures were referred to committees or were allowed to lie over, while some resolutions were adopted without objection. The House then considered and passed a series of bills, many by wide margins. Criminal justice and public safety measures included HB 53, adding illegal gambling as a RICO predicate offense; HB 57, allowing courts to consider criminal histories when issuing temporary restraining orders; HB 64, authorizing magistrates to recall arrest warrants; HB 102, creating second-degree cruelty to the elderly and persons with infirmities; HB 106, requiring written parental consent before melatonin is administered to children; HB 137, strengthening penalties and school notification procedures for terroristic threats against schools; HB 152, updating controlled dangerous substances schedules; HB 155, restricting drone use near the Capitol; HB 177, allowing retired court reporters to return on contract; and HB 727, allowing burning of certain untreated construction lumber and wood mats. Members also approved HB 11, adding associate degrees to sentence-diminution eligibility, and HB 726, increasing penalties for abandoning vessels, with discussion noting the need for future funding to remove derelict boats. Education and workforce-related bills also advanced, including HB 238, easing ethics restrictions so former school board members who are certified teachers or school psychologists can return to work sooner; HB 256, clarifying mandatory reporter training for school employees; HB 363, allowing virtual-school students to participate in extracurricular activities and athletics at their resident public school; HB 386, allowing locally authorized charter schools to operate as their own LEA under local rules; HB 434, giving superintendents more authority over probationary school bus employees; HB 557, defining long-term care pharmacies; and HB 584, ending the practice of giving foster children trash bags for belongings and providing proper luggage instead. The House also passed HB 661, expanding nepotism exceptions for certain lower-paid school positions such as paraprofessionals, custodians, cafeteria workers, and bus drivers, and HB 697, recreating the Department of Environmental Quality through 2030. Most bills passed unanimously or with strong bipartisan support, though HB 137 on school threats drew significant debate over parental liability and juvenile intervention before passing 71-26.

Summary: The Civil Justice and Claims Subcommittee considered one bill, HB 603, which would repeal section 768.21(8), the Florida medical negligence wrongful death exception often referred to by supporters as the “Free Kill” law. The sponsor argued the current statute unfairly bars certain families—especially adult children or parents of unmarried adults without minor children—from recovering non-economic damages when a loved one dies from medical negligence, while such damages are available in other wrongful death cases. Supporters, including family members, AARP, and some legal advocates, testified that the law is discriminatory and denies equal access to justice for grieving families and vulnerable adults. Opponents, including physicians, hospital and insurer representatives, and business groups, argued that repeal would increase malpractice exposure, raise premiums, worsen access to care, and accelerate physician retirements or departures from Florida. Several urged that if the bill moves forward, it should be paired with caps on non-economic damages to balance the impact on the health care system. Supporters countered that negligence must still be proven, that the law creates unequal treatment, and that existing tort reforms have not lowered premiums. The sponsor closed by rejecting claims that the bill is “jackpot justice” and emphasizing that families deserve court access and accountability. After debate, the committee voted on HB 603 and passed it 16-2. The meeting then adjourned.
