The committee first took up an update from the Kentucky County Clerks Association on the transition to electronic recording and land records modernization. Testimony explained that legislation from the 2021 task force created funding and deadlines for counties to provide online search portals and complete a 30-year property record search, with a later move to a 60-year standard. The clerks’ representatives also raised related issues, including deed fraud, the county document storage fee, and KDLA digitization grants. They said online recording can make deed fraud easier to attempt, so they expect to seek legislation next session to address it. They described an existing notification service available in many counties that alerts property owners when a document is recorded, which can help detect suspicious activity quickly. They also said the storage fee and separate county account structure has generally worked well, but that two recent KDLA grant cycles have not released money for clerks, limiting support for digitization work. Another topic was whether, once records are fully digitized and verified, some permanent records should remain publicly accessible or be moved to a safer archive under KDLA control.
Members asked about the balance in the KDLA fund, what the General Assembly could do to help lagging counties, and how much of the $25 million modernization funding had been spent. Witnesses said they did not have the current fund balance but would try to get it, that the main obstacle now appears to be staffing rather than additional money, and that the funds have been awarded but not fully expended because work is still ongoing. They emphasized that counties are helping one another and asked members to alert association leadership if any county is struggling. The committee then heard a presentation from Dan London, executive director of the Lincoln Trail Area Development District, who described area development districts as regional staff extensions and technical resources for cities and counties, and highlighted their role in coordinating regional services and partnerships across county lines.

However, the motion to order a special election failed 26-20, so the measure did not advance to a special election call. Senators also rejected House amendments to Senate Bill 2 and Senate Bill 215 and requested conference on both.
The Senate passed Senate Bill 1290 unanimously as an emergency measure, and advanced or passed several House bills dealing with ARPA and funding reallocations: HB 4028, HB 4029, HB 4073, HB 4074, HB 4075, HB 4076, HB 4077, and HB 4078. Other approved measures included HB 1250 creating a Public Safety Technology Revolving Fund for local law enforcement grants, HB 2951 renaming Red Rock Prison as the Chief James Smith Correctional Center, HB 2961 creating a Gold Star Survivor tuition benefit, HB 3151 extending the school year to 173 days, and HB 3581 increasing penalties for riot-related offenses. The Senate also took up HB 3705, which would raise the Parental Choice tax credit cap from $250 million to $275 million, but the transcript cuts off during questioning on that bill.

Several measures dealing with water and taxes were passed: Committee Substitute for SB 1413 on procedures for amending or revoking certificates of public convenience and necessity for certain water utilities; SB 1583 on groundwater conservation district management plans, amended by Blanco; SB 23 and SJR 85 to increase the school district homestead exemption for elderly and disabled homeowners, both passing with one nay; SB 2774 to classify industrial uniform and linen rental businesses as retail trade for franchise tax purposes; and SCR 29 designating El Paso as the official boot capital of Texas for 10 years. Members also adopted SCR 49 recognizing Austin Oaks Church’s 100th anniversary and SR 424 recognizing Balch Springs Day.
The Senate also advanced a package of insurance and regulatory bills. Committee Substitute for SB 1643 would require prior approval from the Texas Department of Insurance for certain property and casualty rate changes over 10%, and Committee Substitute for SB 1642 would restructure TDI from a single commissioner to a three-commissioner model; both passed after debate about rising insurance costs, inflation, labor, reinsurance, and litigation. Committee Substitute for SB 1883, on land use assumptions, capital improvement plans, and impact fees, passed after discussion of transparency and local development costs. SB 826, enhancing penalties for DWI in an active school zone, passed with strong support.
Two other controversial measures were also advanced: Committee Substitute for SB 1257, requiring health plan coverage for complications, reversals, and related care tied to gender transition procedures, passed to engrossment but was held there after a 20-11 vote; and Committee Substitute for SB 2024, banning disguised vape pens and, by amendment, hemp vape pens and other intoxicating-substance vape pens, passed. The final item shown was Committee Substitute for SB 240, the Texas Women’s Privacy Act, which was laid out by Senator Middleton and described as restricting access to sex-specific private spaces in public facilities based on biological sex, with civil penalties for violations; the transcript cuts off during the presentation of that bill.
