Summary:
The House convened with a quorum, opened with prayer and the pledge, and then spent much of the day on personal privileges and resolutions recognizing groups and individuals. Members honored Physical Therapy Day at the Capitol, Tulane Day at the Capitol, and Landscape Architecture Month/Day, and also recognized the Liftoff Louisiana team for its work on an FAA advanced air mobility pilot program. The chamber also observed a moment of silence for former Representative Gene Durgey and adopted several condolence resolutions.
The House then took up a long series of introductions and committee reports on bills, with many measures referred to committees and several resolutions adopted without objection. Among the more notable floor actions, the House adopted resolutions for Tulane University, physical therapy, landscape architecture, and the Liftoff Louisiana team, while other resolutions expressing condolences or commending individuals were either adopted or laid over. The chamber also received a large number of House and Senate bills on second reading for referral, covering topics such as education, health care, insurance, transportation, criminal justice, natural resources, taxation, and government administration.
During floor consideration of bills, the House passed a number of measures, including a government clean-up bill removing inactive boards and commissions, an oyster tagging measure for alternative cultivation, a naloxone immunity bill, and a Secretary of State fee bill that drew some opposition but passed. Other bills approved included legislation on auto glass insurance practices, reckless driving at speeds over 100 mph, retirement system changes and cost-of-living adjustments, and several local crime prevention or improvement district measures. Some bills were amended or temporarily returned to the calendar for correction, including a firefighter retirement board governance bill, while most final passages were accompanied by motions to table reconsideration and, in some cases, requests for co-authors.

Summary:
The Senate opened with roll call, a prayer by campus pastor Anthony Brown, and the Pledge of Allegiance. After the journal was read, the chamber took up a series of resolutions and bills, beginning with measures directing studies on mineral servitudes, student non-enrollment determinations, autism services, school nurse orientation, declining school enrollment, behavioral health and homelessness, floodplain map updates, opioid treatment in correctional facilities, oversized vehicle permits, rural economic development, hunting education in schools, and fraud prevention for seniors. Several local and commemorative resolutions were also adopted, including Tangipahoa Parish Fair Day, recognition of Lane Frenchy Boudreau’s military service, and a memorial resolution honoring Bob Bowman. Personal privilege remarks also recognized festival royalty, the Westlake High School baseball team, Dr. E. Joseph Savoy, and 101-year-old Thelma Smith Williams.
The Senate concurred in or adopted numerous House concurrent resolutions, often after brief explanations and, in some cases, amendments. These included measures on criminal history background checks for ambulance personnel, autism support services, school nurse orientation, acute care access for individuals with developmental disabilities, child abuse reporting training, physical therapy student loan eligibility, migratory waterfowl research, and a task force on senior fraud prevention. The chamber also adopted resolutions related to seafood competitiveness, bridge backup motors, I-12 improvements, and a Louisiana Energy Protection Act-style climate litigation measure, along with a resolution supporting Preeclampsia Day and a new Woman’s Hospital initiative.
The Senate then moved through a long calendar of House bills on third reading and final passage. Bills passed included measures on Safe Haven Law postings in schools, official journal pricing, the Governor’s Task Force on Impaired Driving, the Bayou Growth Opportunity Workforce Program, sexual assault survivor rights, intercollegiate athletics revenue-sharing records, renewable energy recycling, school emergency operations plans, the Louisiana FIRST data system, oilfield site restoration fees, inmate programming, automatic reinstatement of suspended driver’s licenses, special vehicle permits, climate-change damages, the Louisiana Center for State Schools, the Sexual Assault Survivor Empowerment Task Force, fire limits, police chief appointment in Folsom, digitized credentials, Sewage and Water Board procurement, behavioral health crisis insurance coverage, the Louisiana Talent Accelerator Office, indigent defender fee thresholds, prestige license plates, public license tag agent fees, highway naming, public defender terminology cleanup, an improvement district in Orleans Parish, a Democratic Party license plate, DWI-related substance definitions, commercial driver’s license rules, and a Shreveport demolition/local property bill. Several measures drew debate, especially HB 608 on athletics revenue-sharing transparency, which passed 32-13 after concerns about public records and taxpayer transparency. The final bill mentioned, HB 1059 on TOPS math requirements, was introduced at the end of the transcript but its disposition was not shown.

Summary:
The Senate met with a quorum, received a Memorial Day guest minister introduction and prayer, and then moved through journal and legislative bureau matters. The chamber adopted or advanced several Senate resolutions, including SR 149 directing DOTD to study hazards from increased Norfolk Southern rail activity at the Alabo Street Wharf, SR 153 commending a Miss St. Tammany Parish Fair Queen, SR 154 asking LDH to study the in-home skilled nursing market, and SR 145 recreating the task force on protecting Louisiana critical infrastructure from foreign adversaries. It also adopted SCR 78 designating Bonfuca Museum and Research Center Day at the Capitol, and later adopted SCR 54 and SCR 59 memorializing Congress on the Mississippi River Basin Fishery Commission and Comite River Diversion Canal flood-risk map review, respectively.
The Senate also considered a large number of House bills and Senate bills on concurrence or final passage, with most passing overwhelmingly. Topics included education and school policy, health care, criminal justice, natural resources, transportation, insurance, and local government. Among the measures discussed were bills on adolescent literacy, vocational training in graduation plans, special education due process, school crisis plans, autism therapy accommodations during the school day, Medicaid dental coverage, workers’ compensation procedures, prior authorization for certain generic drugs, boiler inspection authority, money transmission licensing, and alternative power sources for nursing facilities. Several bills drew brief explanations from sponsors about technical corrections or policy clarifications, while a few were returned to the calendar or recommitted to committee.
A few measures prompted more substantial debate. Senate Bill 456 on workers’ compensation generated extended discussion over whether employers should be allowed to file actions to investigate questionable claims without first cutting off benefits; supporters framed it as a transparency measure, while opponents argued it would increase litigation and disadvantage injured workers. The bill ultimately passed 20-17. Senate Bill 401 on the Prescription Drug Affordability Board had House amendments rejected, and Senate Bill 487 on charitable gaming premises rental agreements also had House amendments rejected. Other bills, including SB 393, SB 415, SB 426, SB 435, SB 488, SB 523, and SB 163, had House amendments concurred in, while HB 1095, HB 1103, HB 1129, HB 1166, HB 1195, HB 220, HB 316, HB 511, HB 799, HB 12, HB 66, HB 145, HB 167, HB 196, HB 213, HB 218, HB 222, HB 256, HB 291, HB 326, HB 352, HB 430, HB 433, HB 434, HB 448, HB 456, and HB 1039 were among the House bills finally passed, many by wide margins.
