The chamber also received Senate messages, enrolled and introduced resolutions, and referred a number of Senate bills to committee.
The House then took up a long series of bills, many of them local or technical measures, with most passing by wide margins. Among the bills adopted were measures on municipal and teachers’ retirement systems, retired clerk insurance funds, fire and police civil service, a local Cameron Parish insurance program, specialty courts, jury bond filing by paper check, non-compete limits for interns and apprentices, a memorial bridge naming for Lance Cpl. Justin D. McLeese, veteran points in civil service exams, provisional fire/police appointments, special masters in complex litigation, judicial and court-cost funding measures, aerial applicator safety rules, cell-cultured food labeling, wine and spirits container standards, nonprofit eligibility to appoint economic development commissioners, a homeless diversion pilot program in Orleans, animal shelter standards, a Fort Oge police chief appointment change, retirement benefit calculations for divorced firefighters, an alcohol-permit moratorium in Shreveport, waste-collection contract renewal authority, and a backdrop retirement option for certain judges.
There was one notable defeat: House Bill 444, which would have added legislative seats to the East Baton Rouge Recreation and Park Commission, failed on a 37-49 vote after debate over whether legislators should appoint themselves to the board and whether the proposal had adequate stakeholder support. House Bill 284 on expropriation also failed earlier by a 48-47 vote and was returned to the calendar. Several other measures were temporarily returned to the calendar or held over, and some bills were referred or received amendments before final passage. Most final votes were unanimous or near-unanimous, and the House repeatedly adopted titles and motions to table after passage.

Opponents, including breeders, pet retailers, aviculture representatives, and rescue operators, said the bill would harm small businesses, reduce consumer access and transparency, and push sales to unregulated markets without improving welfare. Several speakers said the bill should instead focus on stronger standards and enforcement rather than banning sales.
A separate bill, S. 310, designating the Marion Stoddard River Walk, was also briefly discussed in testimony supporting Marion Stoddard’s environmental work. The hearing ended after the committee finished taking testimony and adjourned; no roll-call votes or formal actions were taken in the transcript.

Topics included education and school policy, health care, criminal justice, natural resources, transportation, insurance, and local government. Among the measures discussed were bills on adolescent literacy, vocational training in graduation plans, special education due process, school crisis plans, autism therapy accommodations during the school day, Medicaid dental coverage, workers’ compensation procedures, prior authorization for certain generic drugs, boiler inspection authority, money transmission licensing, and alternative power sources for nursing facilities. Several bills drew brief explanations from sponsors about technical corrections or policy clarifications, while a few were returned to the calendar or recommitted to committee.
A few measures prompted more substantial debate. Senate Bill 456 on workers’ compensation generated extended discussion over whether employers should be allowed to file actions to investigate questionable claims without first cutting off benefits; supporters framed it as a transparency measure, while opponents argued it would increase litigation and disadvantage injured workers. The bill ultimately passed 20-17. Senate Bill 401 on the Prescription Drug Affordability Board had House amendments rejected, and Senate Bill 487 on charitable gaming premises rental agreements also had House amendments rejected. Other bills, including SB 393, SB 415, SB 426, SB 435, SB 488, SB 523, and SB 163, had House amendments concurred in, while HB 1095, HB 1103, HB 1129, HB 1166, HB 1195, HB 220, HB 316, HB 511, HB 799, HB 12, HB 66, HB 145, HB 167, HB 196, HB 213, HB 218, HB 222, HB 256, HB 291, HB 326, HB 352, HB 430, HB 433, HB 434, HB 448, HB 456, and HB 1039 were among the House bills finally passed, many by wide margins.
