HB 1851 HD1, also related to hearing aids, received support from the Department of Labor and Industrial Relations, while the Tax Foundation argued the program would be better funded directly rather than through the tax system, citing overhead costs and blank provisions that should be filled in before passage.
On HB 2546, the research activities tax credit, HCDC said the credit supports long-term R&D and should be converted from a first-come, first-served system to proration so more applicants receive some benefit; the agency described the credit as helping companies move from idea to commercialization and noted the state is leaving potential jobs and federal dollars on the table. HB 2028 HD1, relating to Labor Day for construction workers, drew support from labor representatives who said it recognizes construction workers and helps offset cost-of-living pressures, while the Tax Foundation opposed it as an industry-specific subsidy and flagged technical issues with undefined terms and blank credit amounts.
The committee also heard HB 2583, HB 2490, HB 2545, HB 2114, and HB 1859 HD1. HB 2490, concerning coastal erosion at Mokuhiki Bay, received strong support from a temple representative who described severe shoreline loss, years of temporary emergency work, and the need for a long-term, nature-based solution in coordination with state agencies. The Senate also adopted House amendments to Senate Bill 1847, described as a compassion bill that would have saved the state money, and passed it 35-11 before later approving it as an emergency measure with 43 ayes.
The chamber next adopted House amendments to Senate Bill 1778, a major literacy bill adding early intervention, teacher training, and optional early ELA testing for second graders, along with good-cause exemptions; it passed 43-2 and then as an emergency measure. The Senate also passed House Joint Resolution 1086, approving rules from several agencies, by 42-4. Finally, the Senate advanced and passed a series of sunset-extension bills for boards and councils, including the Child Death Review Board, county government training commission, Board of Chiropractic Examiners, Board of Examiners in Optometry, Oklahoma Climatological Survey, several environmental advisory councils, and the Board of Tests for Alcohol and Drug Influence, with most later receiving emergency passage. The Senate concluded with announcements of upcoming committee meetings and adjourned until April 25, 2026 at 1:30 p.m.

One resolution on rent stabilization failed, and another on pregnancy-related emergency medication was returned to the calendar after questions about its implications.
The chamber also concurred in or rejected several Senate amendments to House bills. Concurrences included bills on arrest warrant recall procedures, disturbing the peace near places of worship, rape and sex offense provisions, bridge naming, holiday rules, victim confidentiality, and the classic black license plate. The House rejected Senate amendments to HB 258 on dual office holding and dual employment. The most contentious item was HB 102, which would create second-degree cruelty to the elderly and persons with infirmities but was amended in the Senate to add broader first-degree murder provisions tied to firearms and public shootings; members raised concerns about self-defense, overcharging, capital punishment exposure, and fiscal impact on the public defender system. Despite those objections, supporters argued the changes would deter violent crime and protect the public, and the bill was ultimately supported in floor debate as amended.

The committee first took up appointments, recommending confirmation of James Patrick Grambling and Brian J. Aungst on a single favorable vote. The committee spent substantial time on CS/CS/SB 1510, the DEP package, which reorganizes environmental rulemaking and land acquisition authority, expands septic-to-sewer and nutrient-reduction requirements in sensitive areas, updates stormwater and resilience provisions, and revises related permitting and grant programs. Two amendments were adopted, including one adding solar-energy and stormwater-related provisions and another removing septic disclosure reporting language. Testimony included support from DEP and concerns from environmental advocates about septic timelines and implementation. The bill was ultimately reported favorably.
The committee also considered CS/CS/SB 1566 on local government budget transparency, requiring counties and municipalities to post budgets and related materials online for extended periods in a standardized format. The League of Cities opposed the bill as an unfunded mandate, while the sponsor argued it would improve taxpayer access and accountability; the bill was reported favorably. Finally, the committee heard SB 7034, a rule ratification for minimum flows and levels for the lower Santa Fe and Ichetucknee rivers and priority springs, with testimony focused on the proposed Water First restoration strategy, conservation measures, and concerns about water quality, funding, and local opposition.
