Summary: The committee received an update from the Kentucky Transportation Cabinet on the FY 2025 road fund. Officials reported road fund revenues came in $38.5 million above the enacted estimate, but were down about $11 million from FY 2024, largely because a motor fuels tax rate reduction took effect at the start of FY 2025. Motor vehicle usage tax receipts were stronger than expected, and the cabinet said the road fund ended the year with a $61.6 million surplus, which the budget bill directs to state highway construction. Members also discussed how the motor fuels decline affects formula distributions to cities, counties, and rural/secondary roads, with officials saying about $122.8 million had been planned for revenue sharing but was not distributed because receipts were lower than forecast. Members asked about broader revenue trends, including fuel efficiency, electric vehicles, and the removal of a hybrid fee. Cabinet officials said improved fuel efficiency and CAFE standards reduce gasoline consumption and therefore fuel tax receipts, while EVs and plug-in hybrids are subject to a user fee. They also said toll revenues from the Louisville bridges are covering bills and commitments, though they did not have detailed figures at hand. On project delivery, officials said delays are often caused by right-of-way acquisition, utility relocation, and the large volume of projects in the highway plan, and that much of the work happens behind the scenes before construction begins. The committee also reviewed the cabinet’s cash management approach, which was adopted after 2000 to avoid setting aside full project costs all at once and to keep the road fund cash balance above a required minimum. Officials said the balance typically rises in winter and falls in summer as project bills come due, and that the current balance was about $166 million. They also reported that project awards for the year were nearing $998 million and expected to exceed last year’s total. No formal votes or legislative actions were taken beyond approving the prior meeting minutes.

Bills: S0382, S0628, S0654, S0696, S0880
Summary: The Appropriations Committee on Transportation, Tourism, and Economic Development met with a quorum and considered five bills, all of which were reported favorably. First, SB 628 designated a portion of South Navy Boulevard in Pensacola as “Warrior Sacrifice Way” to honor Ensign Joshua Watson, Petty Officer Muhammad Hatham, and Cameron Walters, who were killed in the 2019 Naval Air Station Pensacola attack. Senators spoke in support, emphasizing remembrance and support for the families. The committee then heard CS/SB 382 on electric bicycles and scooters. The bill would require riders on shared pathways to yield to pedestrians, sound an audible signal before passing, and limit speed near pedestrians, while creating an e-bike safety task force and reporting requirements. Law enforcement, local officials, and school board representatives supported the bill and described safety concerns and data gaps, while several senators raised questions about enforcement and asked that e-scooters be addressed more explicitly. The bill was reported favorably. Members also approved SB 880, creating a Miami Northwestern Alumni Association specialty license plate to fund scholarships and school programs, and SB 696, which allows online trademark registration applications and updates Florida’s trademark classification and verification procedures. Finally, the committee took up CS/CS/SB 654 on traffic infraction enforcement cameras for red light, school zone speeding, and school bus violations. The bill and an amendment added guardrails on data use, hearings, reporting, signage, and contract limits; senators raised concerns about privacy, surveillance, and school zone enforcement, and a Hillsborough County sheriff’s representative testified that all-day school zone enforcement has improved safety. All measures were reported favorably, and the committee adjourned after recording additional affirmative votes on SB 628 from Senators Martin and Smith.

Summary: The Assembly Local Government Committee heard a long agenda of housing, water, and local finance bills, with the chair repeatedly reminding attendees about hearing rules and noting that several measures were being heard without a quorum at first. Early items included AB 407, which would broaden eligibility for state-run loan and financing programs to help small businesses fund environmental, seismic, and ADA upgrades, and AB 93, which would require data centers to estimate and report water use and follow state best practices. AB 93 drew support from water advocates and local government groups, while the Data Center Coalition opposed it, arguing the bill could be overly restrictive, difficult to retrofit, and raise trade secret or security concerns. The committee also heard AB 650 on housing element review, AB 1044 on creating a new Tulare County groundwater sustainability agency, and AB 523 on allowing proxy voting for single-representative member agencies on the Metropolitan Water District board; all drew broad support from local agencies and related stakeholders and no recorded opposition in the room. Several housing bills were presented as part of a broader fast-track housing package. AB 507 would streamline adaptive reuse of office buildings into housing, especially in downtowns with high vacancy; supporters said it would revive urban cores and help meet housing and climate goals, while the League of California Cities and a few cities opposed it unless amended, citing concerns about one-size-fits-all by-right approval and fee limitations. AB 1294 would create a universal housing application and limit early application requirements; it drew strong support from housing and business groups, with the American Planning Association and League of California Cities seeking more flexibility and input. AB 610 would require local governments to disclose housing constraints in their housing elements and limit new constraints after certification for three years unless disclosed; supporters said it would improve transparency and certainty, while opponents warned it could chill legitimate local policy choices and inclusionary housing requirements. Both AB 610 and AB 698, which would require analysis of the housing and property tax impacts of proposed transfer taxes, were moved out of committee on 7-0 votes after discussion and amendments. The committee also heard AB 1112, which would repeal an outdated Riverside County property tax provision affecting Rancho Mirage; the city argued it was the only qualifying no-low property tax city not receiving the standard minimum and sought equal treatment. After quorum was established, the bill was passed 6-0 with amendments and sent to Appropriations. AB 1021, heard later, would make it easier for school districts and other local education agencies to build employee housing, with the author citing teacher recruitment and retention problems and support from education stakeholders. Throughout the hearing, members and witnesses repeatedly emphasized the need to balance housing production, local fiscal tools, and infrastructure needs, and several authors accepted committee amendments and committed to continued negotiations with opponents.

Summary: The meeting featured presentations from the Department of Administrative Services and the Treasury Department on state revenue reporting and unclaimed property. State Comptroller Dana Call explained DAS’s role in compiling statewide revenue reports, including the annual revenue plan set through the budget process and the monthly revenue focus reports that track cash receipts. She noted that unrestricted general fund revenue is about $2 billion annually, while miscellaneous other revenue is a much smaller and less predictable category, averaging roughly $30 million to $32 million a year. She also described two more material internal revenue lines: statewide indirect cost recoveries and post-retirement benefit recoveries, which are billed to agencies and often tied to federal reimbursement rules. Members asked about the interest line in the revenue charts and about how the figures were presented, and Call clarified that the totals were in millions and that the interest item would be explained by the Treasurer. She also explained that the indirect cost and post-retirement recoveries are internal cost allocations that flow back into the unrestricted revenue pool and are reflected in agency budgets as interagency costs. Treasurer Monica Meissner then outlined Treasury Department functions, including bank deposits, statewide disbursements, banking relationships, investments, debt management, compliance, the FONA College Savings Program, the ABLE Plan, scholarship programs, and the abandoned property program. In discussing unclaimed property, she said holders report property after a five-year dormancy period, the state uses automated systems and outreach to locate owners, and claim activity has increased. In fiscal year 2024, the state returned about $12.2 million to citizens through roughly 12,000 claims; over the last 10 years, about $72.6 million has been returned. She also said the state escheated $19.9 million to the general fund and $1.8 million to counties last year, and explained that securities-related proceeds are harder to estimate because they depend on market conditions. No votes or formal actions were taken.

Summary: The Senate met on March 11, 2026, with prayer, the Pledge of Allegiance, journal approval, and numerous guest and page introductions, including school groups, prayer caucus visitors, and advocates for Home Family Education Day and Women in Blue Day. The chamber then took up committee reports and a large number of House bills, most of them on third reading, along with several resolutions and referrals. Senate Resolution 62, designating March 12, 2026, as West Virginia Athletic Trainers Day, was adopted after remarks emphasizing the value of athletic trainers in preventing injuries and tragedies in school sports. Several other resolutions and concurrent resolutions were referred to the Committee on Rules or laid over under the rules. The Senate passed a wide range of bills addressing economic development, public safety, health, licensing, and state administration. Measures approved included bills on the West Virginia Collaboratory at Marshall University, the Business Ready Sites program, volunteer fire company spending authority, the Load Forecast Accountability Act, funeral service licensure, work zone fines, biennial business reporting, correctional officer retirement law, the Right to Try Act, quick claim deed tax exemptions, an ibogaine drug-development grant program, aggravated vehicular homicide sentencing, 529 savings plan definitions, opportunity zones, barber apprenticeship, municipal and county hotel occupancy fund uses, criminal-record licensing standards, intimate image disclosure remedies, executor training materials, contempt penalties, PEIA treatment flexibility, PANS/PANDAS information, the Respiratory Care Interstate Compact, capitation rate review expansions, convention and visitors bureau board membership, peer support services, cosmetology licensure compacts, natural resource police retirement, DNR fee indexing, ALS care services, the Neighborhood Investment Program, oil and gas well plugging and carbon capture-related provisions, DUI technical changes, abuse intervention program terminology, and a youth summer employment and career readiness program. Most bills passed overwhelmingly, with a few closer votes, including the Load Forecast Accountability Act and the DNR fee-indexing bill. Several bills were amended on the floor, including title amendments and strike-and-insert changes. The Senate also debated the work zone penalty bill, with supporters citing worker safety and fatalities and opponents arguing the bill increased fines too much without requiring removal of outdated work-zone signs. On the energy-related load forecast bill, senators discussed the inclusion of provisions from Senate Bill 420 and concerns about coal plant utilization and utility impacts. After debate, the Senate adopted amendments and passed the bill. In most cases, after passage the Senate ordered the bills communicated to the House, and for a few measures it also adopted title amendments or made bills effective from passage or on a specified date.
