Summary: The committee first took up CS/SB 1730, a Live Local Act bill on affordable housing. The sponsor described it as a set of technical and policy adjustments to strengthen implementation, including changes to zoning, height, parking, moratoriums, attorney fees, and related land-use rules. An amendment by Senator Claudio was adopted, adding provisions such as a 10-story height limit near single-family neighborhoods, exclusions for certain protected areas, and changes to fee and use definitions. The committee then reported the bill favorably. Members next considered CS/SB 1674 on unrated bonds for Israel bonds, with a clarifying amendment adopted to make clear the bill applied only to Israel bonds. CS/SB 140 on charter schools was also approved after debate over parent-led conversion of public schools, municipal job-engine charter schools, and surplus school property; opponents warned about local control and impacts on teachers and communities, while the sponsor said the bill preserved district authority and created new school-choice and economic-development options. The committee also passed SB 96, a claims bill for Jacob Rogers, and CS/SB 954 on recovery residences, after strike-all amendments that addressed zoning, ADA concerns, bed caps, staffing ratios, and limits on operation in certain multifamily settings. Senators expressed support for expanding treatment housing but also raised neighborhood and staffing concerns. The committee then approved CS/SB 1714 on local housing assistance plans, which would allow SHIP funds for limited lot-rental assistance for mobile-home owners and require local plans to address mobile-home park closures. SB 658 on standardized construction lien release forms was reported favorably despite testimony from contractors and lawyers warning about possible effects on lien rights and the separate House proposal. The committee also reconsidered and then approved CS/SB 482 after a late-filed amendment addressing local government art fees and a key issue over defining “extraordinary circumstances,” with counties and cities saying more work remained. Finally, the committee passed SB 24 and CS/SB 4, both local claims bills, CS/SB 712 on synthetic turf and related construction rules, SB 952 repealing the emergency firearms/ammunition restriction, CS/SB 1164 allowing email notice delivery in landlord-tenant matters with opt-in safeguards, and SB 202 on municipal water and sewer rates, which drew extensive opposition from North Miami Beach and Miami Gardens officials over utility surcharges and revenue impacts. The meeting ended with SB 202 still under heavy questioning and testimony about the fairness and financial consequences of the surcharge structure.

Summary: The Senate met with 23 members present, opened with prayer and the pledge, and then took up a long calendar of resolutions and House bills. Early action included adopting numerous Senate resolutions, such as studies on the Upper Pontchartrain Basin, economic development boards, remote notarization, retirement system investments in China, and several commendations. The chamber also concurred in House Concurrent Resolutions on the Louisiana Maneuvers museum/trail study, roundabout education, plumbing code review, and economic ties with Taiwan, with most of these adopted unanimously or near-unanimously. A special recognition was also held for 2025-26 Teachers of the Year from Senate District 15. On the bill calendar, the Senate advanced a wide range of measures. Several bills dealt with education, public safety, and local government, including allowing virtual school students to participate in school activities, requiring mayoral training, updating rules for justice of the peace jurisdiction, and increasing penalties or fees in certain local matters. Other measures addressed health and human services, such as suicide prevention signage and 988 hotline placement on school IDs, Medicaid and provider payment rules, medical records fees for veterans, mental health protective custody procedures, and housing support for trafficking survivors. The chamber also passed bills on insurance, insurance-related venue rules, prompt payment to contractors, hazardous waste cleanup funding, and motor vehicle insurance requirements for out-of-state vehicles. The Senate also approved several criminal justice and public safety measures, including school threat penalties, autopsy photographs as evidence, impaired driving-related provisions, and restrictions on cell-cultured food products and labeling. Additional bills covered economic development and business regulation, such as wood pellet and brick manufacturing incentives, digital asset custody, CPA licensure pathways, and licensing for motor vehicle/recreational product dealers. Most bills were passed by wide margins, though a few drew notable opposition, including the constitutional and policy measures on gender/sex terminology, child custody arbitration, and the out-of-state vehicle insurance bill. Many bills were amended on the floor before final passage, and motions to reconsider were routinely laid on the table.

Summary: The Special Joint Committee on Initiative Petitions held a public hearing on Initiative Petition 25-03, House Bill 5000, which would allow single-family homes on small lots in areas with adequate infrastructure. Committee chairs outlined the Article 48 process and the hearing format, then heard first from two subject-matter experts. Under Secretary Chris Clutchman of Housing and Livable Communities explained that the proposal would amend Chapter 40A’s Section 3 (the Dover Amendment) to require most municipalities, except Boston, to allow single-family homes on residentially zoned lots of at least 5,000 square feet with 50 feet of frontage and access to public water and sewer, while still allowing reasonable local regulations on setbacks, height, bulk, and short-term rentals. He distinguished the proposal from Chapter 40Y starter-home zoning, said implementation would likely require regulations to address issues such as wetlands, infrastructure capacity, and nonconforming lots, and answered committee questions about lot subdivision, MBTA Communities, and the relationship to existing zoning tools. Attorney Susan Murphy testified that the petition would significantly override local zoning and could create conflicts with existing statutes, including Chapter 40A Section 6 protections for certain nonconforming lots, subdivision control law, and other residential zoning districts. She raised concerns about how “access” to water and sewer would be defined, whether the measure could apply in business or industrial districts where residential uses are allowed, and whether the proposal could allow large homes on small lots without any affordability limits. She also warned that the measure could have significant infrastructure impacts and argued that the Legislature should consider broader, more comprehensive housing legislation rather than expanding exceptions to the zoning framework. Committee members asked both experts about frontage, lot size, infrastructure capacity, and how the proposal would interact with 40Y and MBTA Communities. The proponents, led by Andrew McCulla of the Legalized Starter Homes Coalition, argued that Massachusetts faces a severe housing shortage and affordability crisis, citing high home prices, high rents, declining listings, and outmigration of younger residents. They said the measure would legalize modest single-family homes on smaller lots, increase housing supply, and help first-time buyers and downsizing seniors, while leaving most other local rules in place. Other proponents, including representatives from Abundant Housing Massachusetts, the Charles River Regional Chamber, and individual residents, emphasized workforce retention, the need for more starter homes, and the view that large minimum lot sizes are a major barrier to production. Committee members pressed the panel on the lack of any home-size or affordability requirement, possible effects on 40B compliance, the number of new lots and homes that might result, and the fact that the ballot initiative would not be amendable by the Legislature. The hearing then turned to opponents from the Massachusetts Municipal Association, who urged the committee to take no action. MMA leaders said zoning should remain a local decision made by residents and elected local officials, and argued that the proposal would preempt local control with a one-size-fits-all mandate. They also said the measure is impractical because many communities with water and sewer are already at or near capacity, so infrastructure availability does not necessarily mean development capacity. The hearing ended during the MMA’s testimony, with no vote or final committee action taken.

  • Instead, we must empower states and local governments to adopt policies encouraging responsible development
  • Now keep in mind, government itself is not an effective housing developer.
  • We've cut permitting times, streamlined zoning, and worked with private developers to increase housing

Summary: The committee meeting focused on addressing the significant issue of affordable housing in America. Members expressed concern over the persistent barriers faced in the housing sector, despite substantial government investment aimed at alleviating these issues. It was highlighted that government interference plays a critical role in complicating the housing landscape, and discussions revolved around potential legislative approaches to mitigate these challenges. Several witnesses provided testimony, contributing to a thorough exploration of the topic.

Summary: The House convened with a quorum, approved the corrected journal, and heard several announcements about upcoming committee meetings, events at the Capitol, and recognitions, including Music Therapy Day, Black History Month activities, adoptable puppies, and a Colorado Agricultural Forum. Members also celebrated Representative Story’s birthday and recognized the Scientific and Cultural Facilities District (SCFD) for its long-running support of arts, culture, science access, and economic impact in Colorado. The House adopted Senate Joint Resolution 12, designating February 20, 2026, as Colorado FFA Day, by a vote of 64-1 with one excused. The chamber then moved to special orders for several bills. The first major bill considered was House Bill 1017, which would prohibit insurers from receiving criminal restitution unless they are direct victims. Sponsors argued the bill prioritizes human victims, prevents restitution from becoming an unpayable burden on low-income defendants, and clarifies the law in response to court concerns and stakeholder feedback. Opponents argued it would shift costs to taxpayers and policyholders and could increase civil litigation and insurance premiums. An amendment, L005, was adopted to clarify the bill’s scope, and the bill then passed as amended. The House also took up House Bill 114, concerning minimum lot size and local land-use rules. An amendment, L002, was offered to prohibit certain local lot frontage, setback, open-space, or coverage requirements that would effectively prevent construction of a single-family home on a 2,000-square-foot residential lot. Supporters framed the measure as protecting housing access, while opponents argued it would override local land-use decision-making and public hearing processes. The transcript ends during debate on a substitute motion related to the amendment, before final action on House Bill 114 is shown.

Summary: The Kentucky Housing Task Force met and heard first from the Kentucky Chamber of Commerce, which presented findings from a housing study done with the Home Builders Association. The chamber said housing is now a major economic-development issue, citing survey results that 90% of community leaders said their region could not absorb a major job announcement and 66% said housing is holding back Kentucky’s economy. The chamber described Kentucky’s housing shortage, rising home prices, declining permits since 2008, and the need for more production to support growth. It urged policy changes including zoning and land-use reform, tax incentives, regional approaches, and especially a residential infrastructure fund modeled on Indiana’s low-interest loan program to help communities finance roads and other infrastructure needed for new housing. Members asked about the severity of the problem, workforce shortages in permitting and construction, the loan interest rate, repayment, and whether Kentucky could replicate Indiana’s results; the witness said the issue is a crisis and that the program would be a revolving public-private partnership, likely around 3% interest, with implementation details still to be worked out. The Kentucky Bankers Association then testified that the housing gap is especially acute for households at 80% of area median income and below, which it said represents about 70% of Kentucky’s housing need. It emphasized that the shortage affects both urban and rural counties and pointed to examples such as Rowan County, where workers at major employers must commute long distances because local housing is unavailable or unaffordable. The bankers said high interest rates remain a major barrier and proposed a $20 million bank commitment for a revolving fund tied to tax credits to finance new housing, not refinances. They cited Hope of the Midwest as an example of a successful tax-credit housing model with a long track record and no defaults, and said the proposal would leverage public-private partnerships to create new units. Committee members questioned how the proposed fund would compare with industrial revenue bonds and whether it could be structured like Kentucky’s tobacco settlement fund, with seed money, a review board, scoring criteria, and possible population thresholds to ensure smaller communities benefit. The bankers said the proposal would be another tool for cities and counties, specifically tied to residential infrastructure, and that larger cities should not be able to capture all of the resources. No formal votes or actions were taken during this portion of the meeting.
