Summary:
The committee first laid over Senate Bill 1268, then heard a series of bills, many of them request bills from state agencies. Senate Bill 1771, from the Workforce Commission, would expand the agency’s authority to collect data on workforce development funds, expenditures, and performance data; an amendment removed language allowing contract attorneys, and the bill passed 8-6. Senate Bill 1805, from the Office of Juvenile Affairs, would prohibit juvenile detention facilities, group homes, and post-adjudication treatment facilities from using temporary staffing services; members discussed open records concerns, and it passed 13-1. Senate Bill 1916 would move the Office of Receivership under the Oklahoma Insurance Department, and it passed 9-5. Senate Bill 1525, a Tourism and Recreation Department request bill, would allow contracts up to $75,000 for the statewide tourism conference and permit fees to help cover costs; it passed 9-5. Senate Bill 1491 would require a replacement presidential elector to take the same oath as other electors, and it passed 10-4. Senate Bill 1810 would allow expert testimony to help juries understand human trafficking and update victim-service statutes, passing 13-0. Senate Bill 2118 would let sheriffs use abandoned surplus funds from commissary accounts for sheriff expenses, and it passed 13-0. Senate Bill 1884 would give statewide teacher associations equal access to teachers and clarify opt-out language for payroll deductions or bank drafts; members debated whether it limited local control and vendor access, and it passed narrowly 8-7. Later, Senate Bill 1265, extending the deadline for municipalities to publish ordinances from 15 to 30 days, passed 8-0, and Senate Bill 2154, requiring cities to notify lienholders as well as property owners about outstanding maintenance balances, passed 13-0. Senate Bill 2174, as amended, recreated the Fire Marshal Commission and changed some membership slots to include representatives of firefighters, the restaurant industry, and business owners; it passed 15-0. Finally, Senate Bill 1775, described as a local-control measure related to speed traps and costs in rural areas, passed 16-0. The chair announced more bills remained and that the committee expected to meet again the next day, with the possibility of continuing into Thursday if needed.

Summary:
The committee first considered SB 1434 on infill redevelopment. A late-filed strike-all amendment narrowed eligibility criteria, including environmental and adjacency requirements, density and intensity limits, and exclusions for certain lands and military areas. The amendment was adopted without opposition, and the bill then passed favorably on an 8-0 vote, with testimony both for and against from advocacy groups.
Members then heard several bills related to criminal justice, land use, and local government operations. SB 212 on sexual offenders and sexual predators was amended to add public swimming pools and related restricted-location provisions; the committee heard extensive opposition testimony arguing the bill lacked empirical support and could worsen homelessness and burden families, while supporters said it would reduce temptation and improve safety. The amended bill passed 8-1. SB 686 on agricultural enclaves also received a strike-all amendment clarifying development allowances near interstates and protected-area non-preemption; after opposition from a county Republican committee and support from housing and business groups, it passed 10-0. SB 554 updating nonprofit corporation law, SB 1338 on charitable giving and endowment restrictions, SB 532 on court fee retention by clerks, and SB 218 on land use regulations after hurricanes all passed favorably, each with little or no opposition.
The committee also approved SB 692 on cybersecurity standards and liability after debate over whether the bill created enough compliance incentives and whether its liability presumption should apply retroactively; supporters said it would encourage adoption of cybersecurity frameworks, while opponents warned it could weaken local standards and create litigation issues. The bill passed 9-2. SB 1138 on qualified contractors was amended to preserve local government authority while allowing licensed professionals to conduct limited pre-application reviews, and it passed 11-0. Finally, SJR 1104 on religious expression in public schools passed 8-3 after extensive public testimony and debate, with supporters saying it would enshrine existing protections in the Constitution and opponents warning it would favor majority religions and increase bullying and litigation. The committee then took up SB 1106 on requiring state agencies and instructional materials to use “Judea and Samaria” instead of “West Bank,” with the sponsor arguing it reflected historical truth and opponents saying it erased Palestinian identity and inserted the state into an international naming dispute; the transcript ends during public testimony on that bill before any vote is shown.

- It keeps seniors living in their homes and communities, not in institutions.
- But that being the case, those actions can also take place in smaller communities.
- The legislators don't live in those communities.
- Think about what you would want your police officers doing in your community to keep you safe.
- You're prioritizing and you're micromanaging the police in a community for this.

Summary:
The Senate began with a quorum call, gallery introductions, and extended farewell remarks from Senator Jett, who reflected on his six years in the Legislature, his focus on representing constituents, protecting families, and holding government accountable. Several senators responded with personal tributes, praising his conviction, faith, family involvement, and willingness to ask difficult questions. No votes were taken during the farewell portion.
The chamber then considered House Bill 2268, a PACE appropriation to support comprehensive care for low-income seniors and expand services in rural Oklahoma. The bill was amended to restore the title, advanced, and passed 34-9, then passed as an emergency measure 36-7. House Bill 3000, a cosmetology and barbering measure, made multiple changes including board reorganization, adding a human trafficking specialist and massage therapist, shifting some licensing functions to Service Oklahoma, and eliminating the massage therapy advisory board. It drew significant debate over process and policy, especially from senators concerned about late changes, lack of board input, and the human trafficking rationale; it passed 25-19 and then as an emergency 33-11.
The Senate also passed House Bill 3043, allowing the Oklahoma Department of Veterans Affairs to hire prorated seasonal staff for veterans homes, 37-6; House Bill 3066, creating a revolving fund for federal workforce training money for behavioral health recruitment and retention, 38-6 and as an emergency; and House Bill 3078, allowing donation options on state payment forms for the ODVA revolving fund, 45-0 and as an emergency. Additional measures passed included House Bill 3143, extending the moratorium on new medical marijuana business licenses to 2028, 39-7; House Bill 3144, capping medical marijuana commercial grower licenses at 2,550 after amendment, 34-12; House Bill 3244 on identity theft, 46-0; House Bill 3298 on child interview procedures in court cases, 46-0 and as an emergency; House Bill 3320, replacing the traditional sunset process with more immediate legislative review of agencies, 33-13 and as an emergency; House Bill 3321, requiring county data collection and reporting related to court costs and financial obligations, 45-0 and as an emergency; House Bill 3329, a trailer bill adding a repealer and a sunset for the Board of Psychological Examiners, 33-10 and as an emergency; House Bill 3431, expanding restrictions on foreign entities owning or leasing land and critical minerals, 43-0; House Bill 3464, setting safety and training requirements for certain projects involving fire code compliance and decommissioning, 43-0 and as an emergency; and House Bill 3499, expanding special judges’ authority over vehicle title orders, which was presented and advanced as the transcript ended.

Summary:
The committee opened with prayer and then heard a long series of Senate bills, many of them agency request or cleanup measures. Early bills included SB 1983, directing DHS to provide foster care data to resource family partners to better identify foster family needs; SB 444, allowing hospice personnel to control or destroy controlled substances after a patient’s death; and SB 1503, a PCS related to pregnancy resource center outreach and in-state referrals, which drew discussion about virtual versus face-to-face support and was reported out after members agreed to continue working on the language. Other measures advanced included SB 1561 on progressive discipline for certain M.T.M.S. personnel, SB 592 and SB 1946 on alcohol-related licensing/sales issues, SB 1501 and SB 1567 as cleanup or implementation bills, and SB 1833 codifying a SNAP waiver barring candy and soft drinks purchases.
The committee also considered several health and human services bills. SB 2026 expanded access to military discharge papers to grandchildren; SB 904 addressed public funds and state facilities, with members raising concerns about legislative interference in medical decision-making and liability; SB 2178 modified alcohol licensing insurance requirements; SB 1651 updated Oklahoma Medical Board license language; SB 1558 clarified the definition of a child for level E group homes; SB 1565 promoted Food is Medicine efforts to improve maternal and infant outcomes; and SB 1553 required psychologist review of appealed adverse determinations involving mental health claims. SB 1257, with a policy recommendation, expanded THC/controlled substance language to align with federal guidelines, and SB 1749 made a cleanup change related to food trailers and LP gas inspections.
Later in the meeting, the committee advanced SB 65 with a policy amendment adding fentanyl and xylazine test strips; SB 1242, which included OMMA education and abandoned grow cleanup provisions; SB 1642, allowing shorter acute prescriptions to help reduce addiction risk; SB 640, treating abandoned grow facilities as public nuisances so local governments can abate them; SB 667, clarifying accreditation language for chiropractic programs; SB 1436, requiring hospitals to provide information on obtaining records after stillbirth or miscarriage; SB 1484, codifying medical examiner practices in infant or child deaths; SB 1562, addressing hospice patient solicitation; SB 1794, creating a mental health bed-availability database; SB 1644, seeking data on alpha-gal syndrome to support federal research funding; SB 1533, ensuring burial assistance for Oklahoma veterans who die out of state; SB 933, creating a right-to-try pathway for individualized treatments; and SB 1555, aligning the definition of intellectual disability with federal law. Most bills were reported out do pass, with recorded votes ranging from unanimous to a few nays on some measures. SB 1304 was laid over, and the committee adjourned at the end of the meeting.

Summary:
The Senate convened with a quorum, opened with prayer and pledges, and recognized several guests and Senate family members, including the psychologist and nurse of the day. Members then moved to the agenda, laying over items 1 and 4 before taking up several bills. Senate Bill 1395, a recommendation from the Incentive Evaluation Commission, would eliminate the tax credit portion of the investment and new jobs tax credit incentive and limit carry-forward of the investment portion to seven years; it passed 48-0.
Senate Bill 1456, as amended, extended the sunset of the Board of Tests for Alcohol and Drug Influence, with the amendment changing the sunset date to 2031; it passed 48-0 and was also approved as an emergency measure. Senate Bill 1562, requested by the Oklahoma Hospice and Palliative Care Association, was described as protecting terminally ill patients and families from aggressive hospice marketing practices; it passed 48-0. Senate Bill 1613, requested by the Oklahoma Liquefied Gas Association, was revised to remove language the governor had previously objected to regarding vehicle ownership and leasing outside OMES; it passed 48-0.
Senate Bill 1983 directed the Department of Human Services to provide de-identified foster care data to resource family partners, including information on children without placement, demographic and geographic trends, areas of high need and low availability, placement disruptions, sibling separations, and distance from original homes. After a question from Senator Deevers about the scope of the data, the bill advanced and passed 48-0. The Senate then heard announcements about committee meeting times and adopted a motion to adjourn until Tuesday, February 17, 2026, at 1:30 p.m.
