McLeese, veteran points in civil service exams, provisional fire/police appointments, special masters in complex litigation, judicial and court-cost funding measures, aerial applicator safety rules, cell-cultured food labeling, wine and spirits container standards, nonprofit eligibility to appoint economic development commissioners, a homeless diversion pilot program in Orleans, animal shelter standards, a Fort Oge police chief appointment change, retirement benefit calculations for divorced firefighters, an alcohol-permit moratorium in Shreveport, waste-collection contract renewal authority, and a backdrop retirement option for certain judges. There was one notable defeat: House Bill 444, which would have added legislative seats to the East Baton Rouge Recreation and Park Commission, failed on a 37-49 vote after debate over whether legislators should appoint themselves to the board and whether the proposal had adequate stakeholder support. House Bill 284 on expropriation also failed earlier by a 48-47 vote and was returned to the calendar. Several other measures were temporarily returned to the calendar or held over, and some bills were referred or received amendments before final passage. Most final votes were unanimous or near-unanimous, and the House repeatedly adopted titles and motions to table after passage.

The House then considered Senate Bill 259, which authorizes an online application process for civil protection orders and restraining orders for domestic violence victims; it passed 93-0. Senate Bill 312, dealing with public-sector labor organizations and dues/withdrawal procedures, prompted extended debate focused on whether the bill unfairly singled out teachers’ unions and whether teachers already have the ability to opt out; the bill ultimately passed 60-38. Senate Bill 348, allowing the City of St. George to contract for administrative assistance in motor-vehicle crash response, passed 84-9 after questions about citations, reports, and the role of third parties. Senate Bill 485, concerning St. George’s municipal fiscal authority and insurance premium taxes, passed 91-0 after an amendment removed new public facility charge authority. The House also debated Senate Bill 197, which would reduce the number of judges on the Fourth Circuit Court of Appeal from 12 to 10 based on a workload and population study by the National Center for State Courts. Opponents questioned the bill’s vagueness, the mandatory minimum sentence, the distinction between misdemeanor and felony treatment, and whether existing law already covered the conduct. Among those approved were measures on local security districts, budget review authority, school activity access for virtual students, electronic bid forms, brake equipment and trailer safety, construction management at risk contracts, temporary registration plates, the Louisiana Maritime Academy name change, OMV fee and ID issues, ferry operations, group purchasing for local governments, the Green Envelope Program for drivers with disabilities, OMV field office fees, LED fee updates, port development priorities, workforce instructor capacity, and a campus disciplinary process bill tied to hazing prevention. Some House bills were passed after amendments, while others were passed over or rejected for later conference, including bills on virtual school participation, historic preservation, civil service, suicide prevention, local government training, and economic development districts. The Senate also rejected House amendments on SB 78 and SB 208, and rejected amendments on SB 387, sending those matters toward further negotiation.
