Bills: S7010
Summary: The Senate Committee on Appropriations met to take up SB 7010 by Senator Mayfield, which would authorize Roth post-tax contribution options in state and local deferred compensation plans. The bill was briefly explained, received one appearance in support, had no debate, and was reported favorably by roll call vote. The committee then heard a lengthy presentation from the Governor’s Office of Policy and Budget on the governor’s recommended $117.4 billion “Floridians’ First Budget.” The presentation highlighted major spending areas including education, health care, public safety, transportation, environmental restoration, and economic development. Key proposals included increased FEFP funding for K-12 schools, teacher salary funding, higher education support, Everglades and water quality funding, emergency preparedness reserves, corrections staffing and pay increases, law enforcement recruitment bonuses, cybersecurity, and affordable housing and infrastructure investments. Members asked extensive questions about property tax reserve planning, litigation funding, emergency response fund balances and expenditures, the use of federal reimbursement for the Everglades detention facilities, the animal abuse hotline, Hope Florida, corrections staffing, and the proposed reduction in ADAP eligibility for HIV/AIDS medication assistance. A member of the public also testified at length about concerns that the ADAP changes would harm access to life-saving medications and alleged improper shifting of program funds. Committee members and the presenter acknowledged follow-up questions on several items, but no additional votes or formal actions were taken beyond the favorable report on SB 7010 and adjournment.

Summary: The meeting opened with prayer and the Pledge of Allegiance, then moved into committee and floor reports. Several measures received favorable committee reports and were ordered to first reading and placed on the calendar, including Current Resolution 9, Senate Joint Resolution 23, House Bill 145, House Bill 567, and House Bill 506 with House Committee Substitute 1. The chamber also noted that House Bills 500 and 504 had already received two readings and were sent to the Rules Committee before House Bill 500 was brought up for final consideration. Most of the discussion focused on House Bill 500, the executive branch budget bill. Members described it as a “good first draft” and emphasized a budget process they said was more transparent than in prior years. The bill was presented as a restrained two-year operating budget with spending growth kept at a little under 2% annually, while setting aside about 2% of projected revenues, or roughly $614 million, in the Budget Reserve Trust Fund for future needs. The budget also used base reductions in some areas while exempting others such as Medicaid benefits, SEEK, corrections, behavioral health, and veterans programs. Subcommittee chairs then outlined major spending areas. Education provisions included a 2% annual increase in base SEEK funding, transportation funding held flat, equalization for recallable nickel funding, continued retirement contributions, and major support for postsecondary access, dual credit, asset preservation, and workforce training. Health and family services provisions held Medicaid steady while adding waiver slots, behavioral health and substance use support, public health investments, and funding for rural health and laboratory capacity. Other sections covered personnel and pensions, veterans services, infrastructure, public safety, economic development, tourism, and environmental projects. The only recorded action on the floor was adoption of House Committee Substitute 1 to House Bill 500, followed by a motion for final passage of the bill as amended. The transcript ends as discussion on final passage begins, before any final vote is shown.

Summary: The committee was called to order, a quorum was established, and the minutes from the prior meeting were approved. The first major presentation came from Montana Public Employees Retirement System executive director William Hollahan, who gave an overview of Montana’s Volunteer Firefighters’ Compensation Act plan. He explained that the plan covers volunteer firefighters in unincorporated areas, is funded by 5% of state fire insurance premium taxes, and currently serves 228 departments with about 2,936 active members and 1,242 retirees. He described eligibility rules, annual training and reporting requirements, benefit levels for partial and full pensions, disability, death, medical, and funeral benefits, and said the plan is actuarially sound with roughly $60 million in assets and a funded ratio slightly above 100%. Committee members asked about prior-service credit, whether EMS personnel are included, the effect on recruitment and retention, and whether expanding coverage would require a funding analysis; Hollahan said prior service is not credited, EMS is not currently included, and any expansion would need financial review. Tim Walleen of Workforce Safety and Insurance then presented a draft North Dakota workers’ compensation solution for volunteer firefighters and volunteer EMS personnel. He explained that volunteer responders are already covered by workers’ comp for medical and wage-loss benefits, but the proposal would set a minimum annual wage of $30,000 for calculating wage-loss benefits for qualifying volunteers, with the benefit paid at two-thirds of that amount. Representative Porter suggested tying the volunteer definition to existing code rather than a fixed dollar amount, and Walleen agreed. Questions focused on whether search and rescue or other volunteer emergency services could be included, whether departments would face new paperwork, and whether volunteer organizations can already elect coverage; Walleen said there would be no additional paperwork and that volunteer coverage is already available. The committee also heard from volunteer fire service representatives and the state fire marshal. An Oakes-area firefighter, Mr. Olson, testified that small departments are struggling with retention, communication, and administrative burdens, especially around separate bookkeeping and funding rules for donated or fundraising money, and he said departments need clearer guidance from the state. State Fire Marshal Dr. Matthew Clark introduced himself and outlined a broader effort to improve education, support, and coordination for fire departments, including a planned 10% audit of certificates of existence beginning in 2027, more outreach through his office, and better assistance with training, reporting, and grant access. He said his office is authorized under current law to provide these services, but the role has been vague and underused. Finally, Arnagard Rural Fire District Chief Rick Schreiber testified in favor of new recruitment and retention ideas, including retirement-style benefits, health insurance, tax incentives, scholarships, grants, and more remote or regional training. He said volunteer departments are losing members, that local tax and donation funds are already stretched, and that any new retirement or incentive program should be sustainable and likely involve a mix of state and local support.

Summary: The committee heard several public safety and appropriations-related bills. SB 1452 would create a cargo theft task force in the Attorney General’s Office to coordinate with federal, state, and local law enforcement on cargo and freight theft; the sponsor and trucking industry supporters described cargo theft as a rapidly growing, organized crime problem, and the bill received a 7-0 do pass recommendation. SB 1048 would appropriate $36 million to Coconino County for a new juvenile court services facility and conversion of the existing detention center into a detox/sobriety/crisis recovery center; some members objected to directing a large sum to one county, but it passed 4-3. SB 1092 would prohibit early termination of probation or earned-time/work-time credit for people convicted of dangerous crimes against children, including retroactive application to current lifetime probationers; the sponsor argued it would prevent offenders from being released from supervision, while opponents raised concerns about judicial discretion and overbreadth, and it passed 4-3. The committee also approved SB 1391, which directs AZ POST to create a pilot law enforcement stress management and mental wellness training program with a $950,000 appropriation and a sunset date in 2029. Supporters, including law enforcement trainers and family members, said the program would address cumulative stress, suicide prevention, and resiliency before crises occur; it passed 7-0. SB 1401, a special license plate bill creating a golf tournament charity plate and fund to support youth athletic programs in Tucson, also passed unanimously after testimony from the Tucson Conquistadors. SB 1314 sought unspecified appropriations for salary increases for probation officers, corrections staff, juvenile corrections officers, and DPS employees. Supporters from the Fraternal Order of Police and agency representatives argued that pay raises were needed to address vacancies, turnover, and retention, while some members expressed concern about the open-ended cost and broader budget pressures; it passed 5-1 with one not voting. The committee then took up SB 1071, which would repeal the Arizona Rangers’ statutory framework; testimony sharply divided over accountability, transparency, training, and the organization’s public service role. Rather than vote, the chair held the bill for further discussion and possible amendment. Finally, the committee heard SB 1400, which would allow law enforcement agencies to establish confidential wellness and peer support counseling programs for employees exposed to trauma; supporters said confidentiality is needed to encourage officers to seek help, and the bill was presented for further consideration.

Summary: The Financial Services Committee heard testimony on several insurance, transportation, and labor-related bills. Senator Edwards supported bills addressing app-based delivery workers, arguing that food-delivery drivers should be treated as employees with protections and mileage reimbursement, and that a small surcharge on app-based deliveries could raise revenue for the Commonwealth and localities. Kevin Brousseau of the Massachusetts AFL-CIO also backed the delivery-worker bill, saying it would preserve employee status, add data transparency, and create a process for challenging deactivations. MAPC supported a bill to change transportation network company fees from a flat per-ride charge to a percentage-based assessment, saying the current fee is outdated and that a higher fee could raise more transportation revenue and help address congestion and emissions. A large portion of the hearing focused on auto insurance and collision repair issues. Insurance industry witnesses supported a bill to limit attorney’s fees in PIP cases by giving insurers 30 days after a complaint is served to pay amounts due without fee exposure, arguing that PIP litigation has surged, is clogging courts, and is being driven by out-of-state firms. They also opposed auto body labor-rate bills, saying the market is already adjusting and that a statutory floor is unnecessary. In contrast, auto body shop representatives and the Alliance of Automotive Service Providers of Massachusetts urged favorable action on bills to raise and regularly update collision repair labor rates, saying current reimbursement levels are far below market, have not kept pace with inflation or vehicle technology, and are making it hard to retain workers and keep small shops open. One witness also supported a bill to limit insurance surcharge points for low-damage accidents or minor moving violations. Committee members asked questions about deactivation rights for delivery workers, the mechanics of the PIP litigation issue, and the gap between body-shop and mechanical labor rates. Testimony emphasized that current auto body reimbursement rates are around the mid-$40s per hour, while mechanical work can be reimbursed at much higher rates, and that advisory-board discussions have produced only limited progress. At the end of the hearing, the chairs asked if anyone else wished to testify, then moved to close the hearing; the motion was seconded and approved unanimously.

Summary: The Assembly Health Committee heard several bills on June 9. SB 1023 by Senator Laird would require insurers that cover injectable HIV PrEP under the medical benefit to also cover it through the pharmacy benefit, with supporters saying the change would reduce reimbursement delays and expand access, while health plans opposed it as an unnecessary mandate that interferes with benefit design. SB 964 by Senator Smallwood-Quivas would limit prior authorization for certain dose or frequency adjustments to covered medications, especially for chronic complex conditions; medical supporters said it would prevent harmful delays in care, while insurers argued it weakens safety and utilization controls. SB 1323 by Senator Rubio, as amended, would strengthen protections for people in immigration custody receiving medical care by requiring hospitals and facilities to inform staff how to respond to requests and allowing patients to notify family members of their location; it passed with one no vote. SB 1099 by Senator Reyes would clarify local governments’ authority to provide state and local public benefits to all residents under federal PRWORA rules, with supporters saying it would reduce legal uncertainty for safety-net services; it passed, though one member later changed a vote to no on the add-on roll call. The committee also took up SB 895 by Senator Wiener, a proposed $12 billion science research bond for the November ballot that would create a California scientific research funding institute. Supporters from UC, UAW, hospitals, and advocacy groups said the measure would help offset federal cuts, protect research jobs, and sustain California’s leadership in biomedical and other research; there was no opposition, and the bill passed on a party-line style vote with two no votes. SB 944, also by Senator Wiener, would stabilize Medi-Cal coverage for acupuncture, which supporters described as a cost-effective, non-pharmacological treatment for pain and other conditions that has repeatedly been threatened in the budget process; it passed unanimously. The committee also approved consent items SB 918 and SB 1202, and later cleared the remaining measures on call after roll votes and add-on votes were taken.

Summary: The meeting reviewed critical issues surrounding the rising costs and accessibility of homeowners insurance across the United States, particularly in light of increasing natural disasters linked to climate change. Members engaged in extensive discussions regarding the implications for families and the economy, citing significant increases in premiums and decreasing availability of policies in high-risk areas. Supervisor Peysko highlighted the direct impact of federal policies on local communities, emphasizing the growing burden on homeowners as they face skyrocketing insurance costs amidst a backdrop of environmental challenges and regulatory constraints. The committee expressed a unified call to action for bipartisan solutions, focusing on improving building codes and enhancing disaster preparedness measures.
