Summary: The Senate opened with ceremonial items, then moved through gubernatorial appointments and a series of floor votes. It confirmed Acacia E. Ingram to the Evergreen State College Board of Trustees, Ashland J. Tibbet and David S. Frockt to the Western Washington University Board of Trustees, and Christine Rolfes to the Olympic College Board of Trustees. Members spoke in support of the appointees’ public service and ties to higher education. The chamber also heard a personal privilege statement honoring a Colfax basketball coach who died of pancreatic cancer, followed by a caucus break. The Senate then considered several bills, passing measures on derelict vessels (SHB 2199), radiologic technologist supervision (HB 2113), nitrous oxide retail sales (ESHB 2532), ambulance transport fund alignment (HB 2531), EMT recertification (HB 2540), affordable housing on religious property (2SHB 1859), factory-built housing standards (SHB 2151), social housing public development authorities (EHB 1687), the Washington Voting Rights Act and voter suppression claims (ESSHB 1750), privacy and data protection reporting and AI use (HB 2606), military family school stability (ESHB 2534), coal-fired utility treatment (HB 2367), and school access to albuterol (SHB 2360). Most passed on strong bipartisan roll calls, though the voting-rights bill and coal-utility bill drew the most debate and partisan division. Several bills were amended on the floor. The Senate adopted changes to the nitrous oxide bill, the factory-built housing bill, the social housing bill, the albuterol bill, and the 3D-printer/firearm-manufacturing bill (ESHB 2320), while rejecting some proposed amendments on the voting-rights and 3D-printer bills. Debate centered on whether the voting-rights bill set too low a threshold for lawsuits and whether the coal-utility bill gave improper treatment to coal generation; supporters framed both as needed protections or transition measures, while opponents warned about litigation and policy overreach. The chamber also discussed tribal consultation in energy siting (SHB 2496), ultimately passing it after a close vote, and later returned to the 3D-printer bill, which advanced after amendments narrowed exemptions for gunsmiths and dealers and clarified the bill’s focus on digital files used to manufacture firearms.

Summary: The House convened with prayer, the pledge, leave granted for one member, and several ceremonial recognitions, including Women Shaping Industry Day, Louisiana Agriculture Week, and CODOFIL Day at the Capitol. The chamber also received Senate messages concurring in several House concurrent resolutions and adopting SCRs 14 and 15, which designated Flood Awareness Month and recognized the bond between Quebec and Louisiana. The House adopted several resolutions without objection, including commendations for Thrive Academy, Bishop Lonnie Welder, Pastor Aaron Holloway, World Down Syndrome Day, and others. Members also heard committee reports on a wide range of bills, with many reported favorably or with amendments. In morning hour, the House discharged and withdrew two bills from committee, and later returned some bills to the calendar with notice to call them on later dates. The chamber then took up a series of floor bills, passing HB 474 to create an income tax checkoff for the Grambling State University National Alumni Association, HB 487 on penalties for unsafe red-light passing maneuvers, HB 503 on utility terrain vehicles in Golden Meadow, HB 606 on personal delivery devices, HB 633 on estimated income tax filing timing, HB 707 on the Liquefied Petroleum Gas Commission Advisory Board, HB 970 on tacit dedication of public roadways, HB 728 on out-of-state tow truck requirements, HB 846 on license plate coverings, HB 852 on a domestic violence donation checkoff, HB 856 on DOTD indefinite delivery/indefinite quantity construction contracts, HB 221 naming the proposed Mississippi River bridge the President Donald J. Summary: The Senate began with several ceremonial recognitions, including citations for the Destiny Christian School girls volleyball team and football team for state championships, and for Delta Sigma Theta Sorority, Incorporated, in connection with Delta Day at the Capitol and Women’s History Month. Members and guests were welcomed to speak briefly before the chamber returned to its agenda. The chamber then considered a series of bills. SB 444, dealing with hospice handling and disposal of controlled dangerous substances left after a patient’s death, passed 39-0. SB 1327, restoring the Tourism and Recreation Commission’s authority and adding general commission-member requirements, passed 27-12. SB 1061, a mortgage broker fee cleanup bill, passed 38-0. SB 1425, repealing an obsolete health care workforce board, passed 40-0. SB 1455, extending the sunset for the Board of Governors of the Architects, Landscape Architects, and Licensed Interior Designers, passed 28-11 and then also passed the emergency with 38-1. SB 1458, an Attorney General-request bill to align grand jury witness confidentiality statutes, failed 24-14. The Senate also passed SB 1460, which increases penalties for repeat peeping Tom and clandestine recording offenses and makes second or subsequent offenses sex offenses, by a vote of 38-3. SB 1480, creating a youth apprenticeship pilot program, passed 42-0 and then passed the emergency. SB 1530, updating the Oklahoma Research Development Rebate Program and encouraging private partnerships with higher education, passed 36-4. SB 1543, allowing multiple DUI charges within one year to be prosecuted as a single felony case and making related cleanup changes, passed 37-6 after extended debate about diversion, due process, and testing issues. SB 1555, aligning the state definition of intellectual disability with federal standards, passed 42-0, with a later correction noting the final vote as 42-1. SB 1593, updating outdated OSU-Tulsa trustee language, passed 43-0 and then passed the emergency. SB 1730, requiring law enforcement to copy OSBI on sexual offense reports, passed 37-6. SB 1209, which would have excluded Sundays and federal holidays from the eviction filing-to-hearing timeline, failed on a 21-21 tie after debate over landlord rights, service timing, and court delays.

  • It's just a public school requirement at this point. But are charter schools public schools?
  • There's a perfectly good public education, public elementary school, middle school, whatever.
  • That applies to charter schools.
  • If you have a charter school, which I have numerous charter schools that are under $5,000.
  • That's not a requirement on public schools. We're not applying that to public schools.
