Summary: The Committee on Military Veterans Affairs, Space, and Domestic Security met to consider SB 96, which originally proposed a new veterans dental care program but was amended to expand the existing Veterans Dental Care Grant Program. The amendment raised eligibility from 300% to 400% of the federal poverty level and added a recurring $500,000 general revenue appropriation. Members discussed whether expanding eligibility without guaranteed additional funding could dilute services for veterans already being served, while supporters argued it would help veterans currently turned away for dental care. The committee adopted the amendment and then reported CS/SB 96 favorably by roll call vote, with Chair Wright voting no. The committee also approved two committee bills continuing public records exemptions: SPB 7000, covering the address and telephone number of people staying in public emergency shelters during storms or catastrophic events, and SPB 7002, covering certain Department of Military Affairs records stored in or transmitted through Department of Defense systems or related to military cyber operations. Both were moved as committee bills without objection and were favorably reported. Members then received presentations from Dr. Pia Woodley of the Florida Veterans Foundation and Joe Marino of Veterans Florida. Dr. Woodley outlined the foundation’s dental initiatives, emergency assistance, transportation support, benefits guide distribution, new programs for state veterans’ homes and community grants, and recent audits with no findings. Marino described Veterans Florida’s SkillBridge, entrepreneur, and workforce programs, including outreach and federal partnerships, and noted legislative priorities to allow stipends for training at UF IFAS AGVets facilities and to rename a program in statute for clarity. The meeting concluded with no further business and adjournment.

Summary: The committee met on March 30 and first took up House Resolution 1, which approves the Coastal Protection and Restoration Authority’s annual State Integrated Coastal Protection Plan for fiscal years 2026-2027. CPRA leaders described the plan as a roughly $1.54 billion coastal investment, with most funds directed to construction and project implementation. They outlined funding sources including GOMESA, BP settlement dollars, state surplus, and new coastal sediment revenues, and reviewed major work across the coast such as marsh creation, barrier island restoration, levees, pump stations, shoreline protection, and nonstructural flood mitigation. Members asked about specific regional concerns, including the Sabine River area, the Chafalaya Basin, Bayou Sorrel, and tidal flooding in inland parishes. The committee heard public support cards and then reported H.R. 1 favorably without objection. The committee then considered House Bill 838, as substituted, dealing with vehicle inspection stickers and related inspection requirements. The bill would repeal inspection requirements for assembled vehicles, adjust inspection rules for commercial and student transportation vehicles, allow out-of-state inspections in some cases, and move toward a QR-code-based system tied to the vehicle identification number. OMV officials said the QR code would contain only the VIN and would be used by law enforcement through existing or upgraded ticketing systems, with the change taking effect January 1, 2027. Members asked about privacy, local law enforcement compatibility, unsafe vehicles, and the annual fee structure. The committee adopted the substitute and reported the bill favorably via substitute. Next, the committee heard House Bill 888, also with amendments, on temporary dealer plates and temporary registration plates. Supporters said the bill cleans up last session’s temporary tag law, increases security features for print-on-demand plates, clarifies placement rules for dealer tags, extends certain temporary tag periods from five to ten days, and delays fee changes until the electronic issuance system is implemented. A question was raised about whether the new plates would be readable by license plate recognition cameras, and the sponsor said that would be checked with State Police. The committee adopted the amendment set and reported the bill favorably as amended. The committee also advanced House Bill 885, which authorizes electronic titles, electronic lien recordation, and electronic signatures for motor vehicle transactions. The sponsor and industry witnesses said the bill is intended to modernize vehicle sales, reduce duplicate paper signatures, and make the process more secure and efficient, while preserving anti-fraud protections and allowing the OMV to set rules. Members asked whether the process would be mandatory, how fraud would be handled, and how identity would be verified; the sponsor said the system would become mandatory for participating commercial entities once implemented, with security standards and good-faith protections. The committee reported the bill favorably via substitute. Finally, the committee approved House Bill 723, as amended, allowing certain two- and three-wheeled motorcycles and mopeds to proceed through a red light when sensors fail to detect them. The sponsor framed it as a safety measure to avoid riders being stranded at malfunctioning signals and to reduce rear-end collision risk. The committee also took up House Bill 882 on outdoor advertising, which would increase spacing between billboards on state highways from 150 feet to 1,000 feet, with an amendment preserving certain nonconforming signs rebuilt after acts of God. Supporters said the change would reduce billboard clutter and improve aesthetics, while opponents argued it would hurt smaller billboard owners, shift power to larger companies, and override local control. The committee adopted the amendments and continued debate on the bill, with testimony focused on its economic and local-government impacts.

Summary: The Committee on Fiscal Policy heard and advanced a series of bills covering transportation, unemployment benefits, public records, education, law enforcement, and health. Senator Massullo’s SB 488, the DHSMV agency package, would update fuel tax and motor carrier definitions, raise the crash-reporting damage threshold from $500 to $2,000, expand email use for certain DHSMV transactions, and align tank vehicle definitions with federal rules; SB 490 would create a related public records exemption for certain email records. Both bills were reported favorably. The committee also approved SB 892, revising enhanced sentencing procedures for repeat offenders, and SB 124, which cleans up and clarifies Florida Virtual School statutes without changing day-to-day operations. The most debated measure was SB 216, which would tighten reemployment assistance eligibility by adding work-search and interview requirements, requiring more frequent identity and eligibility verification, and expanding fraud reporting and information sharing. Supporters said the bill targets fraud and improves program integrity; opponents, including labor advocates and several senators, argued it would create burdens for legitimate claimants, especially rural residents, seniors, and workers facing layoffs, and could sharply reduce access to benefits. Despite those concerns, the bill was reported favorably. The committee also approved CS/SB 382 on e-bike safety, requiring riders to yield to pedestrians, sound an audible signal before passing, and limit speed near pedestrians, while creating a task force to study broader regulation. Testimony from a parent who lost her son in an e-scooter crash prompted discussion about whether scooters should be included in the bill. Additional bills advanced included SB 584, strengthening oversight of commercial driving schools and giving DHSMV and county tax collectors more enforcement tools; CS/SB 656, formally codifying the Internet Crimes Against Children Task Force within FDLE and renaming the related grant program; and SB 816, establishing the University of Florida Diabetes Institute in statute to support research, treatment, education, and outreach. All were reported favorably with support from law enforcement, advocacy groups, and institutional representatives. At the end of the meeting, senators requested to be recorded on specific bills, and the committee adjourned without further business.

Recognitions included the Zachary High School girls’ and boys’ basketball teams for back-to-back state championships, Zeta Phi Beta Sorority and Phi Beta Sigma Fraternity for Blue and White Day, visitors from Natchitoches Parish, the Louisiana Community and Technical College System, the Parish Presidents Association, Crime Stoppers of Greater New Orleans, student parents pursuing higher education, and a delegation from Alexandria honoring the late Dr. Joe S. Green. The House also adopted or laid over several condolence and commendation resolutions, including tributes to former Northwestern State football coach Sam Goodwin, Michael B. Jordan, Richard Williams, and others. The chamber received a large batch of Senate bills and House bills for referral, covering topics such as retirement systems, highway memorial designations, criminal justice, education, health and welfare, municipal governance, insurance, natural resources, and tax policy. Committee reports were read across multiple committees, with many bills reported favorably or with amendments, and several measures advanced to third reading or were recommitted to other committees. Among the actions taken, the House adopted resolutions honoring community figures and organizations, concurred in several Senate resolutions, and moved a number of bills forward, including measures on criminal penalties, school policy, environmental regulation, insurance, and public retirement. Near the end of the session, the Speaker outlined plans for the next day’s floor debate, noting 54 bills scheduled and explaining that questions on bills would send them to the bottom of the list rather than removing them. The House then recessed until 3:30 p.m., with members instructed to return for regular order and continued debate on the calendar.
