Joint Committee on Transportation Oversight

- Like, you know, people hit a deer in their car. A car is completely damaged.
- And where I'm from, we've got plenty of deer on the road.
Summary:
The House Committee on Transportation met on Senate Bill 1408, which would allow Missouri to raise the maximum speed limit on rural interstates from 70 to 75 miles per hour. Senator Berger, the bill sponsor, argued the change would better match neighboring states, improve traffic flow, and reflect modern vehicle safety technology. Several members supported the idea as a practical adjustment, while others questioned whether the time savings were worth the safety tradeoff, raised concerns about driver behavior, truck speed governors, road design, fuel use, and the possibility that higher posted limits would lead to even faster driving.
Testimony was sharply divided. Supporters, including a motorist advocate and some committee members, said 75 mph is common in surrounding states and worldwide, that most crashes are caused by inattention rather than speed alone, and that MoDOT should be able to set limits based on engineering and traffic conditions. Opponents included a Hazelwood police lieutenant, AAA, the Missouri Insurance Coalition, and MoDOT Director Ed Hassinger. They argued that higher speeds increase crash severity and fatalities, that Missouri’s roads and traffic volumes differ from flatter neighboring states, and that the bill could disproportionately affect young and older drivers as well as roadside workers. MoDOT said its data shows speed is a major factor in fatal crashes and cited fatality increases in Arkansas and Kansas after those states raised rural interstate limits.
Committee members also debated whether the bill actually mandates 75 mph or merely authorizes MoDOT to set it where appropriate. MoDOT and AAA said any increase should be tied to engineering studies and roadway-specific analysis, while supporters argued the department already has that discretion and that the bill simply removes an outdated cap. No vote was taken in the excerpt. After closing the hearing on SB 1408, the committee moved on to House Bill 3447, a towing and recovery bill that would require more insurance for large commercial vehicles, improve notice and dispute procedures, and address abandoned vehicles; testimony on that bill began with the sponsor and representatives from the towing and trucking industries.

Summary:
The House convened with prayer, the Pledge of Allegiance, quorum call, and adoption of the special order report for the day. Members observed a moment of silence for several service members killed in the Middle East conflict, and the chamber also recognized visiting students, law enforcement, and later several guests in the gallery during farewell remarks. The House then moved through the special order calendar, taking up a series of bills on third reading.
The first major measure was CS for CS for HB 981 on tributaries of the St. Johns River, which sponsors described as a community-driven plan to restore the Ocklawaha River while balancing conservation, recreation, and economic concerns. Representative Sapp opposed the bill, arguing it would harm rural communities, Rodman Reservoir interests, freshwater resources, property values, and local jobs without adequate funding or certainty. Representative Cross supported the restoration effort and its long-term environmental and community benefits. The House adopted an amendment updating planning references and expanding the advisory council, then passed the bill 107-3. The chamber next passed CS for CSHB 1389 on affordable housing and the Live Local Act after debate over state preemption of local authority, accessory dwelling units, and the removal of local opt-out provisions; supporters emphasized the statewide housing shortage and the need for more housing supply, while opponents argued the bill further limited local control. The bill passed 70-29.
The House also passed CS for CSHB 1085, codifying the local government cybersecurity grant program and giving preference to fiscally constrained counties, by a unanimous 109-0 vote. CS for HB 273 on special districts passed after extensive questioning about downtown development districts, rural areas of opportunity, budget approval, and administrative caps; an amendment to remove the downtown district provisions failed, and the bill ultimately passed 88-? yeas as announced on the floor. CS for HB 989 on motor vehicle manufacturers and franchise dealers passed 109-1 after sponsor testimony that it would prevent manufacturers from concentrating new vehicle inventory with one dealer group and protect competition and small businesses. CS/CS for HB 1329 on local government spending and budget transparency passed 82-28 after a lengthy debate over whether the bill would impose costs on local governments; a Cheney amendment to provide hardship assistance for smaller governments was adopted, and supporters framed the bill as improving public access to local budget information while opponents argued it duplicated existing transparency and could require new software or staff. The House then began consideration of CS/CS/CS/CS HB 1417, the Department of Environmental Protection package, with the sponsor outlining provisions on environmental regulation, septic systems, solar facility stormwater controls, coastal resiliency partnerships, and air-pollution permit timing.

Summary:
The committee met with a large docket and adopted the April 29 minutes. Several bills were heard and advanced, mostly on education, workforce, literacy, early childhood, charter schools, and student mental health. Testimony was generally supportive, with many witnesses waiving in favor; a few bills drew questions about implementation, student awareness, and whether proposals were sufficiently broad or specific.
House Bill 406, requiring the Department of Education to study the direction and regulation of interscholastic high school athletics and report back by March 1, 2027, was reported favorably after testimony from a retired principal who urged an open-minded study and discussion from the bill author about compliance and the bill’s purpose. House Bill 380, creating a pilot program between community and technical colleges and local school systems to expand awareness of CDL, entry-level driver training, and related programs, was also reported favorably. House Bill 807, creating a workforce and structure capacity investment program and fund to help industry partner with colleges to train instructors, was reported favorably after support from higher education and industry witnesses; senators raised interest in adding a stronger health care component and in reaching students earlier, but the author said he would work on amendments.
The committee also advanced House Bill 316 on adolescent literacy and high-dose tutoring, with amendments clarifying teacher training timing, existing statutory bans on outdated literacy practices, and charter school participation; House Bill 1146, consolidating early childhood governance into a commission; House Bill 28, creating an appeal path for denied teacher certification applicants through BESE; and House Bill 992, assigning early childhood education identification numbers to support data collection on outcomes. House Concurrent Resolution 26, urging BESE to add the science of human growth and development to science and health standards and provide approved instructional resources, was amended and reported favorably. House Bill 386, allowing local districts to let locally authorized charter schools operate as their own LEA under district rules, was amended and reported favorably. House Bill 392, expanding suicide prevention information requirements on school websites, ID cards, handbooks, and signage, was reported favorably as well.
