House Bill 3026, allowing children of U.S. military allies to start kindergarten according to their home-country timelines, passed 97-0 and its emergency clause also passed 97-0. House Bill 3297, creating a regulatory framework for highway remediation services, passed 87-0. House Bill 2981, requiring school boards to post approved meeting minutes within two weeks and within two clicks, passed 93-0. House Bill 4144, clarifying that arrest and incident reports are open records, passed 97-0. House Bill 1818, updating social work licensing terminology, also passed 97-0. House Bill 3767, updating controlled dangerous substance scheduling to match federal law and DEA watch lists, passed later in the day.
The most extended debate centered on House Bill 3194, which would protect pregnancy resource centers from being singled out for regulation or lawsuits. Supporters argued the bill would shield private nonprofit centers from post-Dobbs legal attacks and let them focus on helping pregnant women and families. Opponents raised concerns about transparency, oversight of private nonprofits receiving state funds, the bill’s abortion definition, and whether it could create liability or reduce accountability. After lengthy debate, the House passed the bill 79-18. House Bill 3342, relating to Medicaid audits, passed 67-25 after discussion about making audits corrective rather than punitive. House Bill 3344, a foster care bill based on an interim study, was extensively debated over kinship placement standards, income thresholds, sleeping arrangements, transportation, tribal placement issues, and whether codifying DHS rules would improve accountability; the transcript cuts off before a final vote is shown.

The committee heard testimony on HB 1604, which would create an agricultural workforce housing group within the Department of Agriculture and Biosecurity to address shortages of farmworker housing. HHFDC, the School Facilities Authority, Grassroot Institute of Hawaii, and others supported the measure, arguing it would reduce administrative burden and remove barriers to housing. Members questioned whether the bill should instead repeal the school impact fee entirely; supporters said they also favored full repeal but viewed this bill as a more feasible step. The School Facilities Authority also explained that about $28 million in school impact fees had been collected across four districts and none had yet been spent, and discussed how recent nexus requirements limit how the funds can be used.
HB 1722, relating to residential condominiums, drew extensive testimony and questioning. HCDA supported the bill and explained that it amends the 99-year leasehold pilot program created by Act 97 of 2023 by reducing owner-occupancy restrictions from 100% of units to 60%, allowing some rental or subleasing flexibility for the owner-occupied units, and permitting up to 40% of units to be sold to qualified residents after being on the market for more than 60 days. HCDA said the original restrictions, combined with rising construction costs, higher interest rates, and competition from nearby projects, made the pilot project difficult to market and finance; it said the changes are needed to make the project feasible and competitive. Supporters including AP Hawaii, Kila LLC, and project representatives said the amendments would help make the demonstration project in Kakaʻako viable. Some members raised concerns that the changes could weaken long-term affordability and questioned why certain ownership language was being deleted if rentals would still be restricted. No votes or final committee actions were taken in the portion of the hearing provided.

Committee Substitute Senate Bill 1536, requiring dementia and Alzheimer’s training for certain guardians, passed with broad support, and Senate Bill 922, addressing delayed electronic disclosure of sensitive medical test results so physicians can discuss them first, was taken up and passed to engrossment as the chamber continued through its calendar.

Finally, the committee began hearing HB 207, which would expand the important agricultural land qualified agricultural tax credit to include certain Hawaiian homelands and additional agricultural costs such as orchards, fruit crops, and clearing former sugar and pineapple lands. The Department of Taxation and DAB stood on written comments, while the Department of Hawaiian Homelands strongly supported the bill, calling it a potential game-changer for developing agricultural lands and offsetting infrastructure costs; the department also asked that the credit be broadened beyond agriculture alone.
