Summary: The Senate considered and passed several House bills. Substitute House Bill 2152, known as Ryan’s Law, would allow limited medical cannabis use for qualifying end-of-life patients in hospitals, nursing homes, and hospice facilities; supporters said it would improve quality of life, and it passed 46-2. Engrossed Substitute House Bill 1604, dealing with search procedures for transgender and intersex individuals confined in local jails and codifying federal Prison Rape Elimination Act-related standards, drew debate over whether amendments were needed and whether the bill would burden or protect staff and inmates; two amendments were rejected, and the bill passed 30-19. Second Substitute House Bill 1906, as amended, increased transparency and consumer protections for water system rates, especially for older or smaller systems, and passed unanimously 49-0. Engrossed Substitute House Bill 1916 tightened voter registration challenge procedures and gave county auditors more discretion in handling challenges; an amendment to broaden who could challenge voters statewide was rejected, and the bill passed 49-0. Engrossed Substitute House Bill 2110, as amended, allowed registered nurses without EMT certification to staff certain inter-facility ambulance transports under specified conditions to reduce delays, and it also passed 49-0. The Senate also passed Second Substitute House Bill 2429, which extends and updates the Children and Youth Behavioral Health Work Group and aligns agency planning with the Washington Thriving Strategic Plan; a committee striker was adopted despite concerns about added government structure, and the bill passed 49-0. Second Substitute House Bill 2384, increasing oversight of continuing care retirement communities through actuarial review and Office of Insurance Commissioner oversight, passed 37-12 after the chamber rejected the committee striker and adopted a revised striking amendment. The session ended with a point of personal privilege from Senator Lovick and an adjournment motion, and the Senate adjourned until March 4, 2026.

Summary: The Committee on Fiscal Policy met and reported a series of bills favorably, covering health care, public safety, insurance, coastal resilience, juvenile justice, drowning prevention, transportation designations, and beach management. Senator Harrell presented CS/SB 68, requiring hospitals with emergency departments to adopt pediatric emergency care policies, training, designated pediatric readiness personnel, and participation in a national readiness assessment; it passed. Harrell also presented CS/SB 340, requiring nursing students to complete two hours of human trafficking identification training before licensure; it also passed. Senator Sharif’s CS/SB 32 and SB 210, creating a new injunction for protection against serious violence by a known person and the related public records bill, were both reported favorably. Senator Garcia’s CS/CS/SB 302 on nature-based coastal resiliency, Senator Jones’s SB 418 on law enforcement interaction with individuals with autism and the Blue Envelope Program, and Senator Martin’s CS/SB 1734 updating juvenile probation and detention officer definitions and related cost-share language were also approved. The committee then took up several drowning-prevention measures. CS/SB 606 by Senator Smith would add drowning prevention and safe bathing education to postpartum materials and direct the Department of Health to create standardized materials; an amendment removed a records-retention requirement, and the bill passed. SB 428 by Senator Yarborough would expand the state swim lesson voucher program from children ages 0-4 to ages 1-7; it received strong support from advocates, including a young swim instructor and autism advocates, and passed. The committee also approved CS/SB 246, a specialty license plate bill that was amended to include the UFC plate and a First Responders’ Resiliency Foundation plate, and CS/SB 1028, which revises Citizens Property Insurance and clearinghouse procedures to prioritize admitted carriers and prohibit public funds for the clearinghouse; that bill drew discussion about market competition, Citizens’ exposure, and potential impacts on policyholders. Additional measures reported favorably included SB 628, designating a portion of South Navy Boulevard in Pensacola as Warrior Sacrifice Way to honor the sailors killed in the 2019 Naval Air Station Pensacola attack, and CS/SB 636 on beach management, which would create a proactive pathway for coastal communities to obtain erosion-related designations and align with federal programs. Beach industry testimony supported the bill’s intent but raised concerns about perpetual easements and funding shortfalls. At the end of the meeting, members recorded additional votes on selected bills, and the committee adjourned.

Summary: The committee considered a series of criminal justice bills, many of them focused on penalties for theft, public safety, and offenses involving foreign ownership or riot-related conduct. House Bill 3765, as amended, increased the punishment from two to five years for certain felony conduct involving unlawfully acquired foreign land ownership, and was reported do pass. House Bill 4324, a prosecutor-initiated resentencing bill, was also reported do pass after brief explanation and no opposition. Other bills approved included HB 3678, expanding the definition of public officials to cover municipal and public school board members for purposes of harassment/intimidation protections; HB 417, increasing penalties for theft causing environmental damage from crude oil or gasoline; HB 3495, criminalizing straw purchases of land for foreign nationals; HB 3040, expanding “zone of safety” protections for children by adding places like skating rinks, youth recreation centers, pools, arcades, amusement parks, and water parks; HB 362, extending firearm-carry authority to retired municipal judges; HB 4140, creating a uniform felony penalty for firearm theft and possession of stolen firearms; HB 4106, lowering the grand larceny threshold to $900 and adding penalties for repeat petty larceny; HB 4109, creating a duty to report certain crime-related evidence and circumstances at hospitals and other facilities; and HB 4104, restructuring peeping-tom/voyeurism offenses and sex-offender registration consequences. Several of these bills were amended before passage, including HB 4106 and HB 4104, and HB 3581 was taken up later with a committee substitute and amendment before discussion of its riot-related provisions. The committee also laid over HB 3497 and HB 4142, and adjourned after reporting the remaining bills out with mostly unanimous or near-unanimous votes, typically do pass or do pass as amended.
