Summary: The Committee on Consumer Protection and Commerce met on January 29, 2025, and heard testimony on HB 108, which concerns intoxicating liquor and would expand direct-to-consumer shipping for beer and spirits. Supporters included representatives of Koloa Rum Company, Maui Brewing Company, and Ola Brew, who argued the bill would modernize alcohol laws, help small local producers compete, support jobs and local agriculture, and give consumers more access to Hawaii-made products. They also said Hawaii already has experience regulating direct wine shipments, with age verification and carrier-based delivery systems in place, and that direct shipping could help businesses reach visitors after they return home and diversify beyond tourism. Opposition came from the Hawaii Public Health Institute, whose representative said the bill could increase access for underage drinking, especially because liquor commissions do not currently conduct compliance checks on alcohol shipments and may lack capacity to do so. The group also raised tax-enforcement concerns, saying the existing three-tier system makes excise and sales tax collection easier, while direct shipping would require additional auditing. They urged the committee to oppose the bill or defer it until more research is done, and suggested a common carrier reporting requirement to help reconcile shipments. Committee members questioned both sides about whether current law already allows some alcohol shipments, whether a Kentucky distiller could ship directly to Hawaii, and how reciprocity with other states would work. Supporters said the bill is modeled on wine-shipping language and could be amended to clarify reciprocity, while opponents said the bill lacks a common carrier reporting requirement and would place a burden on county liquor commissions. No vote or final action on HB 108 was taken during the portion of the meeting provided.

Summary: The Assembly Transportation Committee met first as a subcommittee due to the lack of a quorum, then later obtained a quorum and took up several bills. The committee heard SB 1064, which would reduce the frequency of Clean Truck Check testing for low-use heavy-duty vehicles; supporters said it would ease burdens on rural agricultural businesses, while clean air advocates opposed it as weakening an important emissions program. The bill was approved and sent to the Assembly Appropriations Committee. The committee also heard SB 1174, which would give Caltrans bid preferences to construction firms with employee stock ownership plans; supporters argued it would build worker wealth and improve project quality, while contractor groups opposed it as likely to raise costs and reduce competition. That bill was approved and sent to the Assembly Judiciary Committee. The consent calendar items SB 607, SB 962, and SB 990 were also approved. The committee then heard SB 1279, which would allow Long Beach to place additional speed safety cameras on Pacific Coast Highway. Long Beach officials and several safety and advocacy groups supported the bill, citing high fatality rates and repeated pedestrian crashes on that corridor, while some members raised concerns about fines, affordability, and whether cameras would address pedestrian-related collisions. The bill passed as amended to the Assembly Privacy and Consumer Protection Committee. SB 1213, the Clean Truck Transportation Act, would require more price transparency for medium- and heavy-duty zero-emission truck incentives and direct agencies to explore alternative financing tools; supporters said it would improve affordability and competition, while one manufacturer and the trucking association raised implementation concerns. It passed to the Assembly Natural Resources Committee. The committee also heard SB 1013, which would tighten rules for automated license plate reader use by limiting retention to 30 days, requiring audits and training, and restricting access and hot list use. Privacy advocates supported the bill as overdue accountability, while law enforcement groups argued the retention limit would hinder investigations and that some technical definitions needed work. The bill passed to the Assembly Privacy and Consumer Protection Committee. SB 1315, dealing with advanced driver assistance systems, would prevent automakers from disabling a consumer’s ability to drive their own vehicle through software updates and would encourage DMV testing questions about ADAS responsibilities; after amendments, industry opposition softened and the bill passed to the Assembly Judiciary Committee. Finally, SB 1246, on autonomous vehicle emergency response, would require U.S.-based remote drivers, quicker on-scene response, and better coordination with local agencies; first responders and labor groups supported it, while AV industry groups remained opposed unless amended. The bill passed to the Assembly Communications and Conveyance Committee. The transcript ended as the committee began hearing SB 1250, a planning bill to incorporate wildlife connectivity into transportation asset management, with the sponsor and supporters explaining it would improve safety and habitat planning without mandating specific projects.

  • was not maintained for all applicable purchases as required by Arkansas Code.”
Summary: The Legislative Joint Auditing Committee met on June 5 and first adopted prior minutes and several committee reports. The executive committee report noted adoption of its minutes, staff updates on scheduled audits, approval of an annual financial audit for the City of Horseshoe Bend, and an update on the intern program. The Counties and Municipalities report covered delinquent private water and sewer audits, compliance follow-up with towns including Denning, Gum Springs, Omer, Fargo, Jericho, and Haynes, and review of current and deferred reports; the committee filed most current reports but deferred several and referred some matters to prosecutors and the Attorney General. The Educational Institutions report said 103 education audits were reviewed, most with no findings, while several school districts had findings and one Booneville School District finding was referred to law enforcement. The State Agencies report included findings at the Department of Finance and Administration and a deferred Department of Health report, and the committee filed 13 reports. The committee then received lengthy presentations on the State of Arkansas annual comprehensive financial report and the state single audit for fiscal year ended June 30, 2025. Legislative Audit issued unmodified opinions on the state financial statements, but identified two material weaknesses: insufficient internal controls at the Office of State Technology to monitor threats and unauthorized access, and improper methodology changes and documentation issues at the Division of Workforce Services affecting year-end estimates for unemployment-related accounts. The single audit covered $12.4 billion in federal awards across 469 programs, with 16 major programs reviewed. Auditors reported 33 findings overall, including 31 federal findings, $12.9 million in outstanding questioned costs, and qualified opinions for the Summer Electronic Benefit Transfer program, the Coronavirus Capital Projects Fund, and the Child Care Development Fund cluster. Committee members questioned DHS, the broadband office, OST, DFA, Education, and Workforce Services about the findings, corrective actions, cyber protections, federal drawdowns, child care reporting, and accounting methodology changes. Several agencies described corrective steps. DHS said it had changed how it draws Summer EBT funds, addressed provider revalidation and incarceration-related Medicaid issues, and updated internal processes and staffing. The broadband office said the questioned costs reflected invoice documentation disputes rather than missing payments and expected Treasury review to resolve the issue. OST said it was expanding logging, endpoint detection, and enterprise monitoring, and described broader cybersecurity investments, training, and a roadmap. DFA and Workforce Services addressed the workers’ compensation and unemployment accounting issues, with Workforce Services saying it had updated its policy and submitted the methodology to DFA. After discussion, the committee voted to hold the two statewide audit reports over until the August meeting, with members asked to submit specific questions in advance so only needed agencies would return. The final item was a special report on the Hot Spring County Solid Waste Authority for January 1, 2023 through June 30, 2025. The audit reviewed compliance with laws, board procedures, bidding, payroll, permits, inspections, and cash handling. It noted prior private audit findings on segregation of duties, that recent private audit reports had not been obtained for 2023 through 2025, and that the current administrator said prior office staff and bookkeeping contractors resigned when he was hired. The authority’s operations and revenue sources were described, and the report was presented for committee review.

Summary: The House met with a quorum, received a guest minister for prayer, approved the journal, and heard several announcements and recognitions, including NEC Awareness Day, a European Union delegation visit, and the Glenmore Wildcats baseball team’s state championship. Members also received Senate messages, including concurrence on some House measures, the filing of Senate bills, and several Senate resolutions and bills laid over for later consideration. The chamber then took up a long series of resolutions and bills. Among the resolutions adopted were measures on a Louisiana-United Kingdom Trade Commission, support for migratory waterfowl studies, hunting education in schools, SNAP delivery-fee studies, fraud prevention for seniors, subsurface data preservation, boating safety reporting, and visual acuity screening data. Some items were temporarily returned to the calendar, including a sales-tax uniform-base rule resolution and several Senate measures. The House also adopted a resolution creating an agricultural national security task force and another supporting a letter to the U.S. Fish and Wildlife Service. On legislation, the House passed bills on missing-person alerts for people with disabilities (“Brian’s Call”), first responder status for public works employees, planning commission procedures, historic preservation district rules, judges’ supplemental compensation, the Baker Economic Development District, New Orleans downtown development district tax authority, a local crime prevention district, clerks of court records, hotel occupancy taxes in Shreveport-Bossier, firefighter cancer screenings, Shreveport police civil service rules, local ethics entity funding, hemp/alcohol age restrictions, OMV digital signatures, LED recreation, TOPS Tech eligibility for veterans, anatomical gift recordkeeping, crypto kiosk fraud protections, firefighting foam definitions, and consumer data privacy. Several bills failed, including HB 705 on legislative contempt penalties and HB 75 on gaming promotional play. One bill on vehicle insurance reinstatement fees was amended and passed, and a bill on judicial compensation fund adjustments was amended and passed after questions about CPI indexing.

Summary: The Judiciary Committee first considered Governor’s Message 574, confirming Michael Tenoi to continue serving on the Commission to Promote Uniform Legislation through June 30, 2028. Several supporters testified, and Tenoi said he valued working with Hawaii and national commissioners and hoped to focus on emerging issues such as artificial intelligence, cybersecurity, and data security. The committee recommended advise and consent and adopted the measure, with a photo taken afterward. The committee then heard HB 1519 on campaign contributions, which would require disclosure of compensated officers and immediate family members of certain state contractors and grantees. The Campaign Spending Commission and State Procurement Office supported the bill but asked for clarifying amendments; several advocacy groups supported the measure but urged stronger language, including removing branch-of-government limits and narrowing loopholes. The chair proposed amendments to remove monetary thresholds, limit the bill to paid officers, add appropriations for the Campaign Spending Commission and State Procurement Office, define “officer” more broadly, and note that false-name contributions are already felonies. The committee voted to pass HB 1519 with amendments. HB 2250, the claims against the state bill, drew testimony from the Attorney General and multiple departments in support, but members raised extensive questions about why many claims would be paid from the general fund, how corrective action is being pursued, and the handling of several specific claims, including wrongful imprisonment, a cesspool citation, Department of Corrections deaths, a large special education settlement, a charter school lease dispute, and an outdated check. Because of those outstanding questions, the committee postponed decision-making on HB 2250 until Tuesday, March 24, at 10:30 a.m. in Room 016. Later, the committee also considered Governor’s Message 725, confirming Daniel M. Gluck as an associate judge of the Intermediate Court of Appeals; the committee recommended consent and adopted the measure.

Summary: The committee first heard a committee substitute for SB 332, which creates a narrow public meetings and public records exemption for certain pre-suit settlement communications in Bert Harris claims involving local governments and private property rights. The sponsor said the change is intended to allow confidential legal strategy and negotiation during the 90-day pre-suit period while keeping settlements and outcomes public. The strike-all amendment was adopted, supportive testimony was waived in, and the bill was reported favorably. Members then approved several other measures, including SB 464 requiring K-12 schools to formally observe Veterans Day as a school holiday; SB 984 on firefighter cancer benefits and prevention, which was amended to add a statement of important state interest and reported favorably after testimony from firefighters both supporting the bill and urging a longer benefit window; SB 576 on local government cybersecurity, which was amended to route the program through the Florida Digital Service and strengthen state-local coordination; SB 964 clarifying how certain gift and honoraria disclosures are filed with the Commission on Ethics; SB 1612 requiring local governments to accept electronic payments with a delayed effective date; SB 830 creating public records exemptions for certain local government administrators and their families; SB 1096 clarifying the filing deadline for employment discrimination complaints; and SB 1656 designating the SS American Victory as Florida’s official state flagship. All were reported favorably. The committee also considered a slate of appointments, including a separate vote on Jeffrey Aaron to the Public Employees Relations Commission, which was recommended favorably after Senator Polsky objected to the appointment and cited concerns about political ties and prior work. The remaining appointees on tabs 12 through 30 were also recommended favorably. After a recess, the committee took up SB 1296 on the Public Employees Relations Commission, as substituted by a committee PCS. The PCS would change union certification and recertification rules, require stronger showing-of-interest and voting thresholds, limit paid union leave in some cases, require equal access to employer communication spaces, and speed up impasse procedures for state-funded salary increases. The bill drew extensive testimony, with supporters arguing it would improve accountability, transparency, and taxpayer fairness, and opponents—many of them teachers, bus drivers, and other public employees—saying it would weaken collective bargaining, burden workers, and function as union busting. Members raised constitutional concerns about the single-subject rule and collective bargaining protections, and debate was ongoing at the end of the transcript.

Summary: The committee heard a JLARC presentation on the Department of Health’s oversight of hospital inspections, complaints, and reporting. JLARC said DOH was late on 72% of acute care hospital inspections as of December 2024, had not verified that third-party accrediting standards were substantially equivalent to state standards, did not consistently require proof of those inspections, did not review adverse health event corrective plans, and could make hospital data more accessible. JLARC also raised a possible language-access barrier in the complaint system. Members asked about complaint filing by staff, the meaning of adverse health events, inspection outcomes, and whether the audit compared DOH to other agencies. JLARC said it had not reviewed inspection results or cross-agency comparisons, but noted inspectors were dedicated and working long hours. DOH later said it concurred with the recommendations and outlined a strategic plan with target dates for improving timeliness, verifying accreditation standards, expanding language access, reviewing adverse event laws, and improving public data access, with annual reporting to the Legislature expected. The committee then heard a Department of Health presentation on certificate of need modernization. DOH described the current certificate of need process, which reviews need, financial feasibility, quality, and cost containment for certain facility changes and new services, and said the program has not been modernized since the 1980s. DOH proposed 10 statutory modernization recommendations, including clarifying the program’s purpose, creating a planning entity, adding flexibility, reducing legal costs, updating access-to-care standards, expanding oversight to freestanding emergency departments and urgent care, addressing equity, improving cost control coordination, strengthening long-term funding, and using better data systems. Members asked about oversight of freestanding urgent care and EDs, funding sources, and whether the process could be streamlined or made more responsive to complaints or other triggers. A third panel discussed artificial intelligence in health care. Lucy O’Rourke of the Coalition for Health AI described CHAI’s work on responsible AI principles, technical standards, model cards or “nutrition labels,” testing and governance tools, and educational resources for providers. She said the group is focused on trust, transparency, fairness, safety, security, and privacy, and noted Washington’s AI-related policy work as among the more progressive in the country. No questions were asked. The final portion focused on the financial impact of federal and state health care policy changes. The Washington State Hospital Association said hospitals are facing low or negative operating margins, service reductions, layoffs, and closures, and that state cuts and taxes enacted in 2025, combined with federal HR1 changes, will significantly worsen finances. Providence Swedish leaders described staffing reductions, service cuts, delayed capital investments, and pressure from denials, tariffs, and reimbursement changes, while emphasizing that frontline staffing cuts are tied to service reductions rather than nurse-to-patient ratio changes. The Washington Health Benefit Exchange then began a presentation on expiring federal ACA premium tax credits, state Cascade Care Savings assistance, and eligibility changes affecting lawfully present non-citizens, with examples showing large premium increases for customers if federal subsidies expire.

Summary: The Senate Transportation Committee met on October 16, 2025, for a budget and revenue overview, a traffic safety presentation, and a discussion of potential transit and active transportation grant programs. Committee staff reviewed the adopted 2025-27 transportation budget, noting $15.5 billion in expenditures, the large share for WSDOT, and the mix of revenue sources including fuel tax, vehicle-related fees, federal funds, Climate Commitment Act revenue, and new 2025 revenues from SB 5801 and SB 5802. Staff said the 2025 session produced a balanced four-year plan, preserved major project schedules, maintained highway preservation funding, and added money for culverts, local preservation, and other priorities. They also described a September forecast showing lower motor fuel consumption than previously expected, but still enough revenue growth to keep the transportation plan balanced. For the 2026 supplemental, staff said agency requests were relatively modest overall, with most capital requests reflecting reappropriations and timing shifts rather than new projects, while WSDOT’s addendum identified much larger future needs for maintenance, preservation, paving, culverts, and safety work. Senators asked for more detail on how revenues are distributed by fund type and geography, how much of the maintenance and preservation request is actual maintenance versus equipment, whether paving needs could be supported through bonding, and how electric vehicle sales trends might affect forecasts. The committee then heard a remote presentation from Dr. Jessica Chikino of the Insurance Institute for Highway Safety on traffic safety trends and countermeasures. She said U.S. traffic fatalities have risen sharply over the past decade, with especially large increases for pedestrians, bicyclists, and motorcyclists, and argued that the U.S. lags other high-income countries in roadway safety. Her presentation highlighted IIHS’s “30 by 30” goal to reduce fatalities 30% by 2030 through safer speeds, stronger impaired-driving countermeasures, better pedestrian protection, and safer commercial vehicles. She discussed research linking higher speed limits to higher fatality risk, the benefits of lower urban speed limits, speed safety cameras, traffic calming, lighting, pedestrian beacons, and safer intersection design. She also described ongoing work with Bellevue on smart signal technology and pedestrian safety pilots. Committee members thanked her for the presentation and said they would share the materials with others. In the final work session, the committee revisited transit and active transportation grant concepts that had been included in the Senate budget proposal but did not advance in 2025. Barb Chamberlain of WSDOT’s Active Transportation Division explained how grant programs need runway, staff capacity, applicant readiness, and clear criteria, and compared program design to getting a plane off the ground. She discussed the proposed Senior Transportation Emphasis Program and regional trails/cycle highways concepts, noting that some projects could be structured as funding-first programs while others would work better as project-line or project-first models. She said regional trail projects are already eligible under existing programs but often score lower because current criteria emphasize safety and population served. Justin Leighton of the Washington State Transit Association then reviewed transit grant programs and argued that transit safety and security needs remain underfunded, including operator barriers, lighting, shelters, behavioral health coordination, and non-uniformed security staff. He said many transit capital programs are oversubscribed, that operator barrier retrofits alone could cost $20 million to $30 million, and that agencies face uncertainty about how recent sales tax changes apply to security-related contracts. No votes were taken during the meeting.

Summary: The hearing focused on transportation network companies in California, with the chair framing it as an informational hearing on the history, regulation, safety, climate, accessibility, and data issues surrounding Uber, Lyft, and smaller or autonomous TNC services. The CPUC described its decade-long regulatory role, including safety rules, background checks, insurance requirements, reporting obligations, and two major legislative programs from 2018: the Clean Miles Standard and the Access for All program. Members asked about complaint trends, data collection and disclosure, program implementation, and how the CPUC uses annual reports for policymaking, compliance, and program oversight. Uber and Lyft said the statewide framework has supported growth while providing safety and access benefits, but both companies emphasized that insurance is a major cost driver and argued that California’s UM/UIM requirement is unusually high compared with other vehicles. They said the Clean Miles Standard is pushing electrification but faces headwinds from EV affordability and charging infrastructure, while Access for All has expanded wheelchair-accessible service but still needs continued support. They also discussed transit partnerships, wildfire response, and the potential role of autonomous vehicles, with both companies saying human drivers will remain important and that future regulation should account for new technology. The final panel, including the San Francisco County Transportation Authority and UC Berkeley researchers, presented evidence that TNCs have increased congestion and reduced transit ridership, especially in dense urban areas. They described prior research showing TNCs contributed to congestion growth in San Francisco and noted that this work helped spur local taxes on ride-hailing trips to fund safety and transit improvements. The panel also discussed the CPUC’s evolving data-disclosure decisions, arguing that public access to TNC trip data is important for understanding transportation impacts and informing local policy.
