Summary:
The Senate Committee on Veteran Affairs heard several bills focused on veterans’ mental health, criminal justice coordination, cemetery expansion, housing, vehicle registration, and anti-discrimination protections. SB 2926 would transfer administration of veterans’ mental health initiatives from HHSC to the Texas Veterans Commission, create a community-based mental health grant program, require a statewide veteran suicide prevention action plan, and add annual reporting requirements. SB 2938 would require county jails to verify and report veteran status at intake, help veteran inmates apply for federal benefits, and provide access to county veteran services and free visitation with service coordinators. Both bills were described as joint or practical efforts to improve coordination and service delivery for veterans, and both were left pending after no public testimony was offered.
The committee also heard SB 2543, which would give more flexibility to expand the Texas veterans cemetery system, and SB 2545, which would explore using manufactured homes as another affordable housing option for veterans through the Veterans Land Board. SB 2545 drew questions about how manufactured-home loans would work; a Texas Veterans Land Board witness said implementation would likely require closing at a title company rather than through a retail bill of sale, and the Texas Manufactured Housing Association testified in support. Both cemetery and housing bills were left pending.
Members then heard SB 2007, which would let vehicle registration applicants voluntarily designate military status so the DMV could record it and help with benefits and towing/impound issues involving deployed service members. Witnesses from the towing industry and DMV supported the bill, saying the current system lacks enough identifying information to run military-status checks and that the indicator could help prevent vehicles from being sold while owners are deployed. SB 2104 would add military status as a protected class under state anti-discrimination laws for employment, housing, and utilities; the author said it would address ongoing discrimination against service members, veterans, and military families. The Texas VFW supported the bill, citing the Leroy Torres case as an example of why additional state protections are needed. After discussion about overlap with federal law and existing state protections, SB 2104 was also left pending.

Summary:
The committee first took up Senate Bill 8, the Texas Women's Privacy Act, and heard extensive public testimony both for and against the measure. Supporters, including representatives of Texas Values and Texas Values Action, argued the bill was needed to protect women’s privacy and safety in restrooms, locker rooms, showers, prisons, domestic violence shelters, and other government-controlled spaces, and said it would provide clear, sex-based rules. Opponents, including many transgender Texans, civil rights advocates, clergy, business and public safety voices, and others, argued the bill would invite harassment, gender policing, lawsuits, and invasive inspections, while harming trans, intersex, and gender-nonconforming people as well as cisgender women who do not fit stereotypes. Several witnesses said the bill would conflict with federal law or prison standards, worsen safety in shelters and prisons, and hurt Texas’s reputation and economy. The chair repeatedly noted the compressed special-session schedule and said flood relief remained the session’s top priority. Public testimony on SB 8 was eventually closed, and the bill was left pending.
The committee then moved to Senate Bill 6, dealing with consumable hemp product restrictions. Testimony on SB 6 focused on whether the bill went too far in restricting hemp-derived THC products. Opponents argued hemp and THC have medical and economic value, that the bill would criminalize conduct and burden courts, and that regulation—not prohibition—was the better approach. Some witnesses supported tighter rules such as testing, child-resistant packaging, and limits on marketing to children, but still opposed the bill’s broad THC ban, higher fees, and age restrictions. Several speakers emphasized benefits for veterans, chronic pain patients, and small businesses, and warned that prohibition would push consumers toward the illicit market. The committee heard the testimony and then continued with additional witnesses, with no final vote or disposition reported in the excerpt.

Summary:
The Senate Transportation Committee heard testimony and took action on a series of transportation-related bills. Early in the meeting, Senator Hagenbuch presented HB 647, which would let drivers who have had corrective eye surgery update their licenses by submitting physician verification without an in-person DMV visit; he argued it would reduce DMV lines, though a fiscal note estimated setup costs. The committee also heard HB 2029, a cleanup bill clarifying that travel trailers are not subject to safety inspections after prior legislation removed inspections for trailers and all vehicles, and HB 4804, which would remove Texas’s CDL appeals hearing process to align with federal law and avoid jeopardizing highway funds, while also authorizing DPS action related to the terrorist offender registry. All three bills were left pending after testimony, along with HB 2003, which would require annual public reporting by entities with projects in the Texas Rail Plan, especially in light of the Dallas-Houston high-speed rail project and landowner concerns; supporters said it would improve transparency, while opponents warned it would force disclosure of proprietary financial information from a private project. The committee also heard HB 2775, adding Ector County and Odessa to the I-27 Advisory Committee, and HB 791, authorizing a specialty plate for Central Catholic High School in San Antonio; both were left pending after brief discussion and no opposition testimony.
The committee then heard several local or commemorative measures. HB 1242 would designate part of U.S. Highway 281 in Brooks County as the Ernesto Solis-Cantu Memorial Highway, and HB 2061 would name a bridge on State Highway 242 in Montgomery County for Lance Corporal Armando Hernandez. Hernandez’s mother testified emotionally in support, describing his military service and the family’s wish to have the bridge mark his return home; members responded supportively. The committee also heard HB 1729, which would impose term limits on Freeport commissioners, and HB 3751, transferring a DPS commercial vehicle enforcement office building in Woodville from TxDOT to DPS. HB 3611, the “bandit sign” bill, was presented as a targeted enforcement measure against illegal commercial signs in medians and right-of-ways, with added safeguards to avoid affecting political signs and to require written notice before fines. All of these bills were left pending after testimony.
At the end of the meeting, the committee took up pending business and voted out multiple bills favorably. HB 3751, HB 261/HB 2061, HB 647, HB 791, HB 1242, HB 1729, HB 2003, HB 2029, HB 2775, HB 3611, HB 4804, and HB 2522 were each reported favorably to the full Senate, generally on unanimous or near-unanimous votes. Most were also sent to the local and uncontested calendar, though HB 2029 was ultimately not placed there after an objection. The committee then recessed.
