Summary: The meeting opened with prayers, the Pledge of Allegiance, and a series of announcements and personal remarks. Members then spent a large portion of the session honoring Representative Joanne Ferrary, who announced she will not seek re-election. Speakers from both parties praised her persistence, mentorship, and work on public safety, environmental protection, health care, women’s rights, and advocacy for workers and families. Ferrary thanked colleagues and said she hoped to continue supporting initiatives in the interim and beyond. The House also recognized Representative Matthew McQueen, who is running for commissioner of public lands and will leave the legislature after this term. Members highlighted his work on conservation, land grants, wildlife protection, legislative drafting, and his reputation for principled, detailed review of bills. McQueen thanked colleagues and said he hoped to remain involved in the building in another capacity. The House then moved to third reading and passed House Bill 371, the House Appropriations and Finance Committee substitute creating a temporary funding source for land grants and acequias from remaining sponge bond revenues. Supporters said it would provide a more stable, long-term funding mechanism for acequia and land grant infrastructure while preserving existing funding streams and requiring legislative appropriation and annual reporting. Some members raised concerns about oversight and the lack of a sunset or review clause, but the bill passed 63-2. The chamber also passed House Bill 248, authorizing $392 million in general obligation bond capacity, by a vote of 65-0. The House then debated House Bill 153, a committee substitute creating a market-based framework for carbon reduction and economic development. The bill includes an environmental product declaration act, a low-carbon materials rebate, and an industrial carbon reduction grant program. Supporters said it would reduce greenhouse gas emissions while encouraging economic development and new technology at industrial facilities. Members questioned the timing of the grants, anti-donation concerns, and whether companies would receive funding only after making investments, and sponsors explained that entities must pre-certify and then apply after beginning production or retrofits. Debate was ongoing at the end of the excerpt, with no final vote shown on HB 153.

Summary: The committee heard testimony on several Senate bills, with most measures drawing broad support and a few generating significant opposition or policy questions. SB 2908 SD1 and SB 2671 SD1 were taken up first; both appeared to have majority support, with SB 2908 receiving seven in support, one in opposition, and one comment, and SB 2671 receiving five in support and two comments. SB 3085 SD2, related to film industry operations, drew 11 supporters and no opposition. Georgia Skinner explained that the bill would streamline the approval timeline for productions by reducing delays tied to Land Board review, and she said DLNR supported the effort. Committee members asked about the need for the change and the relationship between the film studio, DLNR, and the approval process. The committee then discussed SB 2907 SD1, which would create an Office of Marine Affairs. Testimony was largely supportive, including from DLNR, HTDC, the Department of Agriculture and Biosecurity, ocean industry representatives, and others. The governor’s office supported the bill’s intent but objected to placing the office within the Office of the Governor, urging instead that it be housed at HTDC. HTDC said it was willing and excited to take on the work and described ongoing stakeholder engagement. Members asked about the rationale for the placement and the long-term structure of the office. SB 2353 SD2, concerning the Aloha Stadium district and billboard/naming-rights issues, drew strong opposition overall, with four in support, 23 in opposition, and one comment. Andrew Pereira of the Stadium Authority argued the measure could generate revenue to help maintain and operate the stadium and said the district would remain self-contained; he also emphasized that the development would respect the character of the area. The committee then heard SB 2074 SD1, which had five in support and 26 in opposition; only one support testimony from the Carpenters was heard before the discussion moved on. Finally, SB 2360 SD1, an enterprise zones measure, received 14 supportive testimonies and two comments. Testimony focused on updating the program for modern business models, especially e-commerce and direct-to-consumer sales, while committee members questioned whether the program overlaps with higher tax burdens and whether businesses receiving subsidies should be monitored for job retention after graduation from the program.

Summary: The committee heard several administration bills related largely to workers’ compensation and unemployment insurance. On HB 2323 HD1, which would modernize workers’ compensation notice and filing procedures, DLIR and other agencies testified in support of the original bill language but said HD1 removed key components and weakened the bill’s clarity and continuity. HB 2324 HD1, which would repeal state hoisting-machine certification requirements and the separate crane operator certificate, drew support from DLIR; members asked about whether the change would affect safety or local operators, and DLIR said OSHA-compliant certifications already exist and the union supported the change. HB 1509 HD1, which would require faster employer responses to treatment plans and impose penalties for nonresponse, received support from DLIR and others, while DHRD said it wanted an amendment. The committee also took up HB 2164 HD1 on compounded prescription drugs in workers’ compensation. DLIR supported the bill as a way to define compounded drugs and curb inflated pricing, but DHRD and a medical provider opposed it and asked for amendments. Testimony focused heavily on whether the definition should include 503B compounding facilities and whether physician dispensing should be limited to the first 30 days after injury. HB 2165 HD1, dealing with unemployment insurance eligibility and removing the two-year limit on recouping overpayments, was supported by DLIR but opposed by Unite Here Local 5, which argued it would make it harder for striking workers and other claimants. Members questioned the impact of changing reporting deadlines from calendar days to business days and raised concerns about future benefit offsets; DLIR said the bill was needed for federal conformity and that the committee would revisit the offset percentage and effective date. Later, the committee heard HB 2367 on pay transparency, requiring salary ranges in job postings and removing the small-employer exemption. The Hawaii Civil Rights Commission, AAUW, Hawaii Women Lawyers, and an individual testifier supported the bill, saying pay transparency promotes fairness, trust, and pay equity; one testifier described being underpaid compared with a predecessor and said posting ranges would save applicants’ time. HB 2619 HD1, concerning homemade food products and farm kitchens, received generally supportive comments from the Department of Health, which requested an amendment to preserve flexibility in future rulemaking. HB 1765 HD1, on spear-fishing safety warnings, drew support from a safety educator and comments from DLNR; supporters said warning labels would help prevent hypoxic blackout deaths and were low-cost and easy to implement. No votes or final committee actions were taken in the portion of the meeting provided.

Washington 2025-2026 Regular Session

Senate Pro Forma Floor Session Feb 9th, 2026

Washington Senate Floor Meeting

Summary: The Senate briefly convened to approve the previous day’s journal, then moved through the fifth order for introduction and first reading of bills. Senate Bill 6351 was introduced and referred to the Committee on Ways and Means. The chamber then went at ease in anticipation of fiscal cutoff committee report activity later in the day. When the Senate reconvened, it took up reports of standing committees and supplemental standing committee reports. Substitute Senate Bill 5292, concerning family and medical leave rates, and engrossed substitute House Bill/Senate Bill 5466 were both reported and referred to the Committee on Rules. The referrals were approved without objection. No substantive debate or votes on the bills occurred in this transcript beyond the referral motions. The Senate adjourned at the end of the session until 10:00 a.m. on Tuesday, February 10, 2026.

Summary: The House convened with a quorum, opened in prayer, and received official notice from the Secretary of State certifying Dana Henry and Paul Sawyer to fill vacancies in the chamber. Both members were sworn in. The House also received Senate messages on several concurrent resolutions and a large slate of Senate bills, and it adopted a number of House resolutions recognizing groups and individuals, including agriculture, athletic trainers, GoFar Louisiana, homeschooling families, veterans, and several community honorees. Committee reports and bill referrals were also announced throughout the morning hour. A substantial portion of the meeting was devoted to floor action on House bills, many of them memorial highway designations and policy measures. The House gave final passage to bills naming roadways and bridges for Officer Trevor Abney, Dr. Harry Blake Sr., Virginia Green Evans, and American Legion Post No. 14, and it also passed bills extending Tax Commission assessment fees, creating a transfer-on-death securities registration act, increasing lender origination fees, expanding assessor certification committee membership, and strengthening protections for eligible adults against financial exploitation. Other bills passed included measures on teacher certification appeals, removing Evangeline Parish from a juvenile justice district, re-creating the Department of Education, and repealing a $25 impaired-driving fine. Most of these bills passed overwhelmingly or unanimously. The most extensive debate centered on House Bill 68, which would create a new offense for disturbing worship services and impose a mandatory 30-day jail term for certain misdemeanor conduct, with higher penalties for related offenses. Supporters argued the bill was intended to deter disruptions and reduce the risk of escalation in houses of worship, citing heightened security concerns and incidents in churches nationwide. Opponents questioned the bill’s vagueness, the mandatory minimum sentence, the distinction between misdemeanor and felony treatment, and whether existing law already covered the conduct. The bill remained under discussion as members continued to raise constitutional, enforcement, and policy concerns.
