Summary: The Committee on Regulatory Affairs and Government Efficiency approved the March 11, 2026 minutes and then heard several bills. HB 2686, a patient-protection measure for outpatient surgical facilities, would require surgeons to file and update a call-coverage plan for hospital complications; the sponsor said it would improve continuity of care and reduce emergency room confusion, and the committee recommended it do pass. HB 2051 would require AHCCCS contractors, subject to CMS approval, to cover breastfeeding and lactation services in multiple settings; supporters described it as a maternal and infant health measure, AHCCCS was neutral and noted a projected state cost of about $1.8 million, and the bill received a do-pass recommendation on a 6-0 vote with one member not voting. The committee also approved HB 2837, which requires compensation disclosure for testimony or written comments in municipal zoning matters and requires certain municipal board members or hearing officers to disclose and recuse for recent conflicts involving entities they served; the sponsor framed it as a transparency and conflict-of-interest bill, and it passed 6-0 with one not voting. HB 2875, concerning commercial drone delivery systems, was amended to allow local regulation of drone facilities near medium and large hub airports within a 2.5-mile buffer and to require consultation with airports; Zipline and industry groups supported the measure as providing regulatory clarity, and the committee adopted the amendment and recommended the bill do pass. HB 2324 would let cities with their own fire codes, through an intergovernmental agreement, have city fire inspectors enforce those codes on county-owned buildings in city limits when state enforcement is burdensome; county and fire officials said it would resolve jurisdictional confusion, and the bill passed 6-0 with one not voting. HB 2439 would exempt single-user public or semi-public cold plunges from ADEQ spa rules, and an amendment removed ADEQ rulemaking authority; county health representatives said the change would reduce confusion, but one member raised public-health concerns, and the amended bill passed 4-2 with one not voting. HB 2457 would allow utilities to bypass the certificate of environmental compatibility process for new plants co-located with large electricity users after notice and a public comment session; the Sierra Club opposed it as reducing public review, while supporters said it preserved some local input and improved efficiency, and it passed 4-2 with one not voting. Finally, HB 2953 would cap certain nondisciplinary and civil penalties imposed by the Board of Pharmacy at $25,000 and allow lower penalties based on prior activity; a supporter said it matched limits used in other regulatory contexts, and the committee recommended it do pass unanimously.

Summary: The Committee on Governmental Oversight and Accountability met and first postponed SB 350 for a future meeting. The committee then considered a series of Open Government Sunset Review bills preserving or extending public records and public meeting exemptions. SB 7000, relating to emergency shelter recipients’ address and phone information, and SB 7002, relating to Department of Military Affairs records in Department of Defense systems, were both amended to set a new sunset date of October 2, 2031 and reported favorably. SB 7012, concerning Department of Highway Safety and Motor Vehicles records, was amended to conform its effective date with the House companion and also reported favorably. The committee next heard SB 7006, which preserves exemptions for certain Florida Public Service Commission hearing portions involving confidential proprietary utility information, and SB 7008, which preserves similar exemptions for the Florida Gaming Control Commission; both were reported favorably without amendment. SB 7004, concerning conviction integrity unit investigation information, was also reported favorably after testimony that state attorney conviction integrity units support keeping the exemption in place beyond its current repeal date. Later, the committee took up SB 7014, presented by Senator Arrington on behalf of Senator Leitz, and adopted a committee substitute extending to October 2, 2031 two exemptions tied to Department of Legal Affairs investigations of social media platforms. The committee also approved SB 7016, which preserves the exemption for certain financial information used by economic development agencies to administer small business loan programs. At the end of the meeting, members recorded affirmative votes on several bills and the committee adjourned.

Summary: The committee heard several probate, family law, judicial, property, and contract-related bills. Senate Bill 1335, relating to decedents’ estates, would remove outdated references to a clerk’s certificate, allow courts to remove personal representatives on their own motion with notice by qualified delivery method, and add independent administrators to provisions that referenced only independent executors; an estate-planning attorney testified in support, and the bill was left pending. Senate Bill 1760, concerning guardianship transfer fees and procedures, was described as setting a $45 filing fee for transferred guardianship cases and clarifying completion and dismissal procedures; it received no testimony and was left pending. Senate Bill 2127 would shorten the eligibility period for retired judges to serve as visiting judges from eight years to six, restrict practice in their assigned region for two years, and require conflict-related certification; it also was left pending without testimony. Senate Bill 302 would shift the cost of a traveling probate judge to the requesting estate or parties rather than the county; one witness registered in favor, no one testified, and the bill was left pending. The committee then considered a committee substitute for Senate Bill 252, which would clarify the parental presumption in conservatorship cases, require non-parents seeking relief against a parent to file an affidavit showing significant impairment to the child if relief is denied, require courts to state specific findings when overcoming the presumption, confirm the clear-and-convincing standard, and clarify that agreed prior orders do not defeat the presumption. The substitute was explained as consensus language from a work group, public testimony was reopened, and the bill was left pending. Senate Bill 1734, on deed fraud, would create a streamlined ex parte process for property owners to have fraudulent deeds declared void, modeled on the fraudulent lien statute; county clerk and title association representatives testified that it would provide a low-cost self-help remedy for a growing problem, and the bill was left pending subject to the chair. Senate Bill 1975 would prevent Texas contractors from being forced to litigate disputes in foreign jurisdictions and require disputes to be handled in the county where the project is located; it was presented as a repeat of a previously vetoed bill and was left pending. Finally, the committee took up a substitute for Senate Bill 1940, concerning transfer-on-death style beneficiary designations for manufactured homes. The substitute would allow one or more beneficiaries instead of only one, transfer the interest to surviving designated beneficiaries who survive by 120 hours, extend the application period for transfer to 365 days, void the designation if not timely filed, and require mailing by certified or registered mail with return receipt requested. The substitute was adopted without objection. The committee then recessed subject to the call of the chair.

Summary: The Assembly Budget Subcommittee 5 on State Administration held a May Revise hearing focused on state administration proposals, with the chair noting no actions would be taken and all items would remain open. The committee heard presentations on a range of budget proposals, including technical adjustments for the Governor’s Office of Service and Community Engagement and the California Workforce Development Board, security and election-related funding for the Secretary of State, modernization and loan-backfill requests for the Department of Consumer Affairs, and multiple Employment Development Department updates covering EDD Next, UI and DI/PFL benefit estimates, workforce funding, and an EMT training reappropriation. Several items drew discussion from the LAO and committee members. The LAO generally supported technical or modernization items such as PERB’s implementation requests, GoServe’s College Corps adjustment, the Secretary of State’s security and HAVA grant items, and the Board of Pharmacy modernization proposal, but raised concerns about the Bureau for Private Postsecondary Education’s proposed $10 million General Fund backfill and interest-free loan language. For EDD, the LAO flagged the size of the DI/PFL benefit adjustment and the unusual structure of the document management system proposal within EDD Next, while EDD said the changes reflected higher participation and benefit levels after SB 951 and ongoing modernization needs. The Department of Industrial Relations drew the most extensive questioning. It proposed funding for legal unit reclassifications, EAMS and Cal/OSHA data modernization, a new Cal/OSHA emerging technologies unit, a COYA reappropriation, and trailer bill changes requiring electronic payment of employer assessments and adjusting the Workers’ Compensation Appeals Board timeline. Members pressed DIR on high vacancy rates, long wage theft and workers’ compensation backlogs, low collection rates for fines, and the need for clearer workload and outcome measures. DIR said the requests were intended to improve efficiency, support audits and corrective action plans, and better address emerging workplace risks, while the LAO said the workload drivers behind delays remain unclear. The hearing also included support for CalHR’s employee assistance program consolidation and CDT’s proposal to expand “Poppy,” a statewide generative AI assistant for state employees.

Summary: The Assembly Insurance Committee met as a subcommittee and heard several bills focused on insurance transparency, wildfire mitigation, market access, and workforce issues. AB 75 would require insurers to give homeowners 30 days’ notice before collecting aerial images of their property and allow homeowners to review those images; supporters said it would improve privacy and prevent inaccurate non-renewals, while consumer and industry groups both sought amendments. AB 234 would add the Assembly Speaker and Senate President pro Tem, or designees, as non-voting members on the California FAIR Plan governing committee; the Department of Insurance supported it as an oversight measure, while Consumer Federation of California said it was only a small first step toward broader transparency reforms. AB 428 would let water corporations join joint powers authorities for pooled insurance, with supporters citing rising insurance costs for small water systems and no remaining opposition after amendments. AB 943 would streamline producer pre-licensing education by removing the 20-hour per-line requirement while keeping ethics training; industry sponsors said it would reduce barriers to entry, while consumer advocates warned it could lower professional standards. AB 1209 would create a pathway for cannabis employers to secure workers’ compensation coverage and related services through a state-coordinated network; supporters said it would help bring the industry into compliance, while one member raised concerns about creating a special carveout for a federally restricted industry. AB 1 would require periodic review of the state’s Safer from Wildfire regulations every five years, and it drew broad support from the department, insurers, local governments, and industry groups as a way to keep wildfire mitigation incentives current. The committee also took up a consent calendar including AB 69, AB 487, and AB 570, all of which were sent to Appropriations. The committee approved AB 75 to Privacy and Consumer Protection, AB 234 to the Assembly Floor, AB 428 to Local Government, AB 943 to Appropriations, AB 1209 to Business and Professions, and AB 1 to Appropriations. Most measures passed on strong or unanimous votes after members added coauthor requests and expressed support for the bills’ consumer protection, transparency, or wildfire-related goals.

Summary: The committee first took up SB 794, as amended by a late-filed strike-all, which would require a human being to make insurance claim denial decisions and prohibit artificial intelligence from being the sole basis for a denial. The sponsor said the bill was intended to preserve human oversight while allowing innovation in claims processing. Public testimony included support from the Florida Insurance Consumer Advocate and the Florida Medical Association, along with one speaker urging additional protections for homeowners. The committee adopted the strike-all and reported SB 794 favorably with committee substitutes. Members then heard SB 134, which removes the $500 threshold on the sales tax exemption for bullion, making sales of gold, silver, and platinum bullion fully exempt and eliminating certain dealer documentation requirements. Supporters argued the change would reduce a regressive tax and help consumers preserve savings; the sponsor estimated a revenue impact of about $300,000. The bill was reported favorably. The committee also adopted a strike-all on SB 888, which directs the Office of Insurance Regulation to create a more consumer-friendly homeowners insurance website with premium comparison information, market data, rate filing access, and educational resources. The sponsor and Leader Boyd said the goal was to improve transparency and help consumers navigate a stabilizing market. SB 888 was reported favorably with committee substitutes. The final bill heard was SB 1578, covering mammograms and supplemental breast cancer screenings. The sponsor said it would expand coverage requirements in ACA plans and private insurance policies, including annual mammograms for women ages 40 to 50 and supplemental screening coverage, while noting Medicaid already provides these services. The Florida Insurance Consumer Advocate waived in support, and the bill was reported favorably. After the bills, the committee held a lengthy panel discussion on gold and silver as legal tender and transactional money, with testimony from officials from Utah and Florida, industry representatives, and advocacy groups. Panelists discussed constitutional authority, consumer protections, depository oversight, taxation issues, and possible transactional platforms for precious metals. No further action was taken after the discussion, and the committee adjourned.
