Summary:
The Senate convened, a quorum was established, and Senator Yek delivered the opening prayer. The body then granted unanimous consent for an entourage to appear on the floor for a citation presentation honoring Oklahoma State Troopers Michael Patnode and Joy McLaughlin for their quick response and lifesaving assistance during a medical emergency at the Capitol on January 13, 2026. The citation praised their professionalism and noted that emergency responders arrived in less than eight minutes because of their actions.
The floor leader also recognized the Senate staff and others involved in the incident, noting that the person who had the medical emergency was recovering and had returned part-time. Senator Nice introduced an intern, Cottrell Strain, a sophomore English major at Langston University with an interest in politics. Several announcements followed, including a Farm City Festival lunch on the second floor, a Veterans and Military Affairs Committee meeting, and a Business and Insurance Committee meeting.
The Senate also adopted a motion to celebrate Senator Julie Daniels’ birthday. No legislation was debated or voted on in the transcript beyond the citation and the procedural motions, and the chamber adjourned until Monday, February 16, 2026, at 1:30 p.m.

Summary:
The Senate Judiciary Committee heard and advanced a long slate of bills covering tort claims, marriage age, probate, drug court eligibility, child welfare, juvenile facility employee protections, transfer-on-death deed paperwork, sex trafficking sentencing, DUI ignition interlocks, open carry on vessels, drone restrictions near critical infrastructure, victim notification for clemency hearings, consumer protection enforcement, OSBI reporting and records, CASA standards, county legal defense obligations, OU Health liability coverage, recordable instrument margins, and trust code updates. Several measures were described as constituent requests or technical cleanups, while others were framed as public safety or child protection bills. The committee also laid over Senate Bill 2072 and noted that future Judiciary meetings would likely be longer and more contentious.
Members asked a number of clarifying questions on several bills. Senate Bill 1638, dealing with accrual of claims under the Government Tort Claims Act for ongoing accidents or exposures, drew questions about when the statute of limitations would begin; the author said the intent was to prevent people from being priced out of justice and to allow claims after the condition ends. Senate Bill 1446 would change child sex trafficking sentencing from a maximum of 10 years to a minimum of 10 years, and the author said the goal was to ensure stronger punishment for crimes that leave lifelong harm to children. Senate Bill 1256, requiring ignition interlocks for certain DUI defendants as a bail condition, was amended to make the requirement discretionary with written findings if a judge declines to impose it.
Other bills advanced with little or no opposition, including raising the marriage age to 18 in Senate Bill 504, updating probate agent residency rules in Senate Bill 1283, restoring district attorney discretion for drug court eligibility in Senate Bill 1216, creating the Children’s Specialty Program under Sooner Select in Senate Bill 1655, and extending protections to detention contracted employees in county juvenile facilities in Senate Bill 2011. Senate Bill 1224 was amended so victim clemency notices would be sent by both email and first-class mail rather than email alone. Senate Bill 1597, which removes mandatory adherence to national standards for Oklahoma CASA, prompted discussion about federal funding and compliance; an Oklahoma CASA representative said some funding flows through national CASA, but the author said state standards would remain similar and the bill would provide more flexibility. Most bills passed the committee by unanimous or near-unanimous votes, with Senate Bill 1446 passing 7-1 and Senate Bill 1597 passing 7-1.

Summary:
The joint Senate and House disaster preparedness hearing convened in Kerrville with quorum, public testimony limited to three minutes and invited testimony to 10 minutes. Leaders from both chambers, along with the lieutenant governor and speaker, framed the hearing as an unprecedented joint effort focused on learning from the July 4 flood, honoring victims, and identifying actions to reduce future loss of life. The committee also heard opening remarks about decorum, logistics, and the intent to continue work in future sessions.
The first panel included Kerr County Judge Rob Kelly, Sheriff Larry Leitha, Emergency Management Coordinator William B. Thomas IV, Kerrville Mayor Joe Herring Jr., Kerrville City Manager Dalton Rice, Upper Guadalupe River Authority representative William Rector, Kendall County Judge Shane Stolarczyk, and Real County Judge Bella Rubio. They described the flood as sudden and catastrophic, with Kerr County reporting 108 deaths and two missing. Local officials emphasized that they received no timely warning of the scale of the event, that responders and volunteers acted heroically under extreme conditions, and that communications, cell coverage, and rural emergency resources were strained. Several witnesses said the county’s existing alert systems were limited by geography, sparse broadband, and the speed of the flood.
Testimony focused on possible improvements, including real-time flood gauges and predictive monitoring, stronger rural emergency management staffing and training, better interoperability and alerting tools such as IPAWS, CodeRED, WENS, and sirens, and expanded broadband and radio coverage. Kerrville asked for a flood warning system before next summer and state help for stormwater, floodplain, and disaster recovery funding. UGRA described its past and current flood-warning and mitigation efforts, including gauge funding, a new software-based flood prediction project, and consideration of additional retention dams. Kendall and Real counties highlighted successful or needed alerting and evacuation practices, while also stressing the difficulty of funding and maintaining such systems in small rural counties. Members asked detailed questions about the timeline of the flood response, low-water crossings, communications failures, sirens, bridges, and whether regional consolidation or additional infrastructure could improve future preparedness.

Summary:
The Florida House passed Senate Bill 2510 relating to prekindergarten through grade 12 education funding and policies. Speaker Perez delivered remarks criticizing the Senate for breaking a budget deal and outlined the House's position on reducing state spending and revenue. He emphasized that the state has a spending problem, not a revenue problem, and proposed various tax cuts including sales tax, business rent tax, and communication services tax eliminations. The House also passed a concurrent resolution extending the 2025 legislative session until June 30, 2025. Perez stressed that property tax relief and state revenue reduction are separate issues, highlighting the House's tourist development tax reform proposal.

Summary:
The House convened with a quorum, received the invocation and pledges, and heard several announcements and recognitions before moving into floor action. Members honored the University of Texas Rio Grande Valley chess team for winning a share of the 2025 President’s Cup, recognized educator Jessica Lopez, and paid memorial tribute to Jennifer Maddenly, along with recognitions for Jeanette Valdez Duran’s food pantry work, TAMACC’s 50th anniversary, and Bernardine Steptoe’s retirement from WFAA. The House also granted permission for committees to meet while the House was in session, set a local consent calendar, and suspended posting rules for a Public Health Committee hearing on SB 2721.
The chamber then considered a long series of Senate and House bills, with many passing on record votes. Measures addressed local law enforcement authority (SB 906), veterans highway designation (SB 1229), foster care medical billing (SB 855), massage therapy trafficking safeguards (SB 703), tax ballot language (SB 1025), occupational licensing for people with convictions (SB 1080), lien deadlines (SB 929), liquor sales complaints (SB 1355), higher education application fee waivers (SB 2231), utility data access (SB 1877), pediatric preceptorships (SB 1998), and several House bills on bond forfeiture notice, health workforce coordination, indigent civil commitment representation, consumer transaction cancellations, bird dispersal rules, theft venue for digital property, military grant applications, AI cancer-detection grants, cybersecurity contract language, in-state tuition for military-related programs, utility capital recovery, energy waste advisory oversight, gas utility rate recovery, psychedelic therapy study, teacher retirement funding transparency, pension changes, tax payment plans, and voter registration security. Some measures drew notable debate or amendments, including HB 5247, where a ratepayer-credit amendment failed, and HB 2298, HB 4014, HB 510, HB 561, HB 1128, HB 1904, HB 30, HB 200, HB 3045, and HB 5111, which all passed after recorded votes with varying margins.
A major point of contention was SB 2420, the app store age-verification bill, which prompted extended debate over whether the bill should also require app developers to verify users’ ages. Representative Bryant offered an amendment to preserve developer verification obligations, arguing the bill would otherwise shift responsibility away from app makers; the author opposed it, saying the bill’s approach was more workable and raised concerns about First Amendment issues. Multiple points of order were raised and withdrawn during the debate, and the amendment discussion remained unresolved in the excerpt. The House also postponed further consideration of SB 17, SB 552, and SB 2420 at different points, and recessed for lunch after completing a large block of third-reading votes.
