Summary:
The Committee on Children, Families, and Elder Affairs considered three bills and a confirmation. On SB 1600, the committee adopted a strike-all amendment and a technical amendment that shifted the bill from creating an accreditation process to requiring the Office of Insurance Regulation, DCF, and community-based care lead agencies to study liability insurance coverage and availability in the child welfare sector and report findings to the legislature by January 1, 2027; the bill also included enforcement provisions for failure to provide requested information. Support was noted from child and family advocacy groups, and the committee reported the bill favorably.
The committee also heard CS for SB 556, which would allow students with disabilities to satisfy a physical education graduation requirement through participation in Special Olympics, if included in the student’s IEP, and would clarify that two years of marching band participation can satisfy both PE and fine arts credit. Special Olympics Florida, families, and other supporters testified in favor, emphasizing flexibility, access, and recognition of rigorous activity. The bill was reported favorably. The committee then considered CS for SB 794, which requires background screening for employees of residential facilities and day training programs serving people with developmental disabilities and directs a review of waiver support coordination, including quality, consistency, access, competencies, recruitment and retention, caseloads, and geographic gaps in services. An amendment to conform to the House version was adopted, and the bill was reported favorably.
Members then questioned Secretary Taylor Hatch regarding her confirmation as Secretary of the Department of Children and Families. Senators raised concerns about child welfare system performance, parent notification and rights, CBC funding formulas, managing entities, opioid settlement spending, peer support expansion, and technology/interoperability improvements. Hatch described DCF’s recent data and initiatives, including reductions in out-of-home care entries, youth advisory efforts, missing children recovery operations, expanded behavioral health capacity, and technology upgrades for benefits processing. Public comment included support from family and provider organizations and concerns from a former foster care worker about medical misdiagnosis cases. The committee voted to recommend Hatch’s confirmation favorably, with Chair Grall voting no, and adjourned after allowing Senator Sharief to be recorded as voting in favor of SB 1600.

Summary:
The House opened with prayer, the Pledge of Allegiance, and several gallery introductions, including the Oklahoma Elks Lodge Association, Guthrie Day visitors, students from Sanger Ridge Elementary and Stillwater, and multiple honored guests and athletic teams. The chamber also heard a farewell speech from Representative Dale Kerbs reflecting on his 10 years in the House, his committee work, staff, family, and major policy changes during his tenure. A concurrent resolution recognizing the YMCA on its 175th anniversary was also adopted.
The bulk of the meeting focused on a series of Senate bills carrying joint committee reports, many of them appropriations or retirement-related measures. The House passed bills providing COLAs or related benefit changes for judicial retirees (SB 1148), firefighters (SB 1147), police retirees (SB 1146), public employees (SB 1145), and teachers (SB 1144), along with a one-time stipend for a small group of retired police and firefighters who missed prior increases (SB 1149). Members asked questions about pension solvency, tiered COLA structures, and whether any bills reduced state contributions; the sponsors generally said the systems were stable or that future legislatures would retain oversight. The House also passed limits bills for the Health Care Authority (SB 1161), State Department of Health (SB 1162), Department of Mental Health and Substance Abuse Services (SB 1164), Department of Human Services (SB 1163), Public Safety (SB 1165), Agriculture (SB 1166), and the Oklahoma Water Resources Board (SB 1175 and SB 1176).
Several other measures were approved with little or no debate, including appropriations for remediation assistance (SB 1159), a Pardon and Parole Board pay increase (SB 1156), funding for the Office of Juvenile Affairs to ensure juveniles receive prescribed medication (SB 1158), a new OSBI cybercrimes and fraud unit (SB 1157), and OMES provisions for Pay for Success and a public contract-spending database (SB 1167). The House also passed a school bill adding 20 minutes of recess for K-5 students, with members joking about recess for legislators as well. Most bills passed with strong bipartisan margins, and several emergency clauses were adopted by the required two-thirds vote. The House then recalled HB 1933 from engrossing and enrolling and adjourned until Monday, April 20, 2026.

Summary:
The Senate Judiciary Committee heard and advanced a series of bills covering criminal justice, family law, elections, insurance, and property issues. Among the measures approved were SB 2030, a clean-slate/automatic expungement bill; SB 1926, allowing victims seeking protective orders to file in another county; SB 2170, requiring supervised visits when sexual abuse allegations are substantiated by DHS; SB 2151, giving prosecutors discretion to seek a 65% sentence instead of an 85% sentence in some cases; SB 2166, setting evidentiary rules for calculating future medical damages; SB 1213, allowing certain inmates to start at a higher earned-credit level; SB 1381, creating a statewide pretrial hearing process with a pilot program approach; SB 1824, updating corporation and LLC statutes; SB 1876, modernizing service of process on foreign insurers; SB 1728, adding a domestic violence definition for coercive control; SB 1582, defining bona fide resident and lawful permanent resident for alien land ownership rules; SB 1286, requiring more political subdivisions to provide polling places at no cost; SB 1386, creating a courtroom transparency pilot program using audio-video recording; and SB 1708, creating a rebuttable presumption of joint custody and equal parenting time. Several bills were amended before passage, including title-striking motions on multiple measures and committee-substitute language changes.
Debate centered on the policy tradeoffs in several of the more controversial bills. Senators raised concerns about forum shopping and judicial bias in the protective-order bill, the fairness and practical effects of the future-damages bill on injured plaintiffs and insurers, the impact of the custody presumption bill on domestic violence cases and guardian ad litem practice, and the risks of foreign land ownership. Supporters generally framed the bills as responses to constituent concerns, efforts to improve fairness or transparency, or ways to modernize outdated statutes and procedures. Opponents or skeptics focused on unintended consequences, possible burdens on victims, and whether existing law already addressed the problems being raised.
The committee also heard that SB 1381 would likely return as a pilot program in one county because of fiscal concerns, and SB 1386 was discussed as a limited courtroom-recording pilot rather than a full statewide rollout. SB 1582 passed after discussion of the meaning of “bona fide resident” and whether certain noncitizens could buy land. SB 1708 drew especially detailed debate over whether the law should begin with a presumption of equal parenting time or leave custody decisions entirely to the judge’s best-interest analysis. Most measures advanced on bipartisan roll-call votes, with some dissent on SB 1926, SB 2166, SB 1386, and SB 1708.

Summary:
The Senate convened, established a quorum, offered the invocation and pledges, and recognized the doctor, psychologist, and nurse of the day. The chamber then hosted several honorary introductions and citations, including congratulations to the Murray State College shotgun team for winning back-to-back national championships and to the Coedah High School varsity wrestling team for a record-setting 5A season and state title. Both groups were formally presented citations and received Senate applause.
The Senate also considered Senate Resolution 30, which reaffirmed Oklahoma’s sister-state relationship with Taiwan, supported stronger economic and diplomatic ties, and celebrated the anniversaries of the Taiwan Relations Act and the Oklahoma-Taiwan relationship. The resolution was adopted by voice vote after brief remarks from Senator Peterson and a representative from Taiwan’s office in Houston, who thanked the Senate and spoke about Taiwan’s trade relationship, economic growth, and international challenges.
The meeting included introductions from several student pages, who described their schools, sponsoring senators, and future plans. Announcements were made for committee meetings, including Revenue and Taxation, Health and Human Services, and Appropriations and Budget, along with a reminder about Diabetes Awareness Day. The Senate then adjourned until Tuesday, April 14th at 9:30 a.m.
