Summary: The House met on April 27, 2026, with prayer, the Pledge of Allegiance, and a series of personal privileges recognizing Domestic Violence Prevention and Advocacy Day, Guarantee Corporation’s 100th anniversary, Delta Waterfowl, FFA and 4-H students, St. Bernard Parish Day, the Louisiana Notary Association, and New Orleans Day. The chamber also received Senate messages, committee reports, and introduced several resolutions, including measures on Gulf States renewable energy, asthma and allergy awareness, St. Bernard Parish Day, and other commemorations. The floor then took up a long series of bills and resolutions. Among the notable measures were House Bill 316 on literacy and tutoring, House Bill 578 changing statutory references from gender to sex, House Bill 748 expanding toll exemptions for school board vehicles, House Bill 101 redesignating a portion of U.S. Highway 190 as the Jesse Jackson Memorial Highway, House Bill 1032 cleaning up DWI terminology, House Bill 1081 transferring the Louisiana Ports and Waterways Investment Commission, House Bill 1108 creating a homeschool pride prestige plate, House Bill 1129 giving in-state auctioneers preference for selling surplus state property, House Bill 1157 creating a Louisiana State Infrastructure Bank, House Bill 1192 creating a dental hygienist prestige plate, House Bill 1195 revising athletic commission rules and NIL-related provisions, House Bill 1198 barring arbitration in child custody and visitation matters, House Bill 181 allowing limited tax-data sharing for Medicaid/SNAP integrity, House Bill 1118 requiring disclosure of hospital ownership by real estate investment trusts, House Bill 1082 changing venue rules in suits involving municipal police employees’ retirement systems, House Bill 225 proposing a lifetime two-term limit for governor, House Bill 864 on municipal fire limits and storage of flammables, House Bill 1189 requiring captain’s licenses for certain freshwater charter guides, and House Bill 549 creating the Bayou Growth Opportunity Workforce Program. Most measures passed, often after brief debate and technical amendments. Several bills were recommitted or returned to the calendar, including House Bill 902, House Bill 1245, and House Bill 1247, while House Bill 225 failed on final passage. The House also considered and passed multiple Senate bills dealing with tax administration, child custody testimony, Supreme Court disciplinary jurisdiction over out-of-state lawyers, civil investigation demands in Medicaid fraud cases, service of process fees and notice, and permanent homestead exemption registration. The session ended with the House in recess after completing its bill agenda for the day.

Summary: The House met with a quorum and began with prayer, the Pledge of Allegiance, and several personal privileges recognizing National Police Week, fallen law enforcement officers, a young Olympic weightlifter, a community sports agent, a deceased coach, Alpha Phi Alpha Fraternity Day, the Louisiana Cattlemen’s Association, aviation professionals, and a birthday tribute. The chamber also received Senate messages, committee reports, and a long series of resolutions and bills, many of which were adopted or concurred in without objection. Several measures were returned to the calendar, while others were advanced with technical or clarifying amendments. A major portion of the meeting focused on resolutions honoring or commemorating people and groups, including National Police Week, Barron Baker, Paul T. Derezel II, Coach Emilio Tese, Alpha Phi Alpha, Louisiana Realtors Day, Special Olympics Louisiana, and various memorial highway designations. The House also adopted or concurred in resolutions on topics such as DOTD signage, shrimp procurement, geothermal energy, opioid settlement reporting, hospital design standards, Medicaid redetermination flexibility, chronic wasting disease management, remote online notarization, and a task force on intestate succession. Testimony on these items was generally supportive and brief, with sponsors explaining that most were technical, commemorative, or requests for study. The chamber also took up several substantive bills and Senate amendments. Among the measures concurred in were bills on peace officer citizenship requirements, post-conviction bail limits, portable benefits for independent contractors, workforce development, construction debris burning, license plate coverings, insurance and captive insurers, oil field indemnification, and rural infrastructure financing. One notable bill, HB 39 on peace officer citizenship, drew questions about National Guard members and legal permanent residents before the House concurred in the Senate amendments by a 74-22 vote. HB 134 on harmful material and interactive computer services had its Senate amendments rejected, while HB 359 on nonaffiliated candidates was temporarily returned to the calendar. The most extended debate came on the conference committee report for HB 842, which addressed Louisiana election law in response to the federal Callais decision. Members questioned how the report would affect the current congressional election cycle, absentee ballots, qualifying dates, signature requirements, and whether the closed party primary for U.S. House races had been canceled in favor of an open primary in the fall. The sponsor explained that the report cancels the current closed party primary for congressional races, voids ballots cast in that canceled election, returns qualifying fees, lowers petition-signature requirements, and sets new dates for the open primary and runoff. The House suspended the rules to consider the report the same day it was received, and the discussion highlighted concerns about election administration, district maps, and the scope of the changes before the chamber moved forward.

Summary: The Senate convened, established a quorum, offered prayer, and recognized a doctor, a nurse, and a student hero who rescued a driver from a burning vehicle. The chamber also welcomed a new group of pages and adopted a motion to reject House amendments to Senate Bill 1546 and request conference. Senators then adopted Senate Resolution 44 recognizing Teacher Appreciation Week, and heard remarks honoring educators in the gallery. Senator Goodwin also announced the death of former Representative Don Ross and offered condolences to his family. The Senate then took up House Concurrent Resolution 1027, setting a target sine die date of May 14 at 5 p.m. The resolution drew opposition from Minority Leader Kurt and Senator Jett, who argued the chamber still had unfinished business, but it passed 28-17. The Senate also passed SJR 50, SJR 52, and SJR 53, all related to agency rules, including expanded provider types, removal of a physician-visit cap, and medical marijuana packaging requirements. Additional measures passed included HB 1185 on preserving military and historic firearms for honor guards and museums, HB 1937 on student-employee communications and due process, HB 2035 on funeral transportation protection agreements, HB 2137 on involuntary medication procedures for competency restoration, and HB 2166 on legal newspaper distribution without a USPS permit. Later, the Senate approved a series of bills on business, licensing, public safety, and state operations. These included HB 3148 on VIN inspections by dealers, HB 3323 on removing notarization for certain electronic Service Oklahoma documents, HB 3466 eliminating petty cash at the Corporation Commission, HB 3498 updating corporation and LLC statutes, HB 3661 extending a forestry equipment sales tax exemption, HB 3678 expanding the definition of public official for electronic harassment protections, HB 3710 revising the Rising Scholars Award Program, HB 3977 updating state veterinarian qualifications, HB 3986 expanding a tax exemption, HB 4104 strengthening penalties for repeat voyeurism-related offenses, HB 4108 adding airport operational areas to critical infrastructure, HB 4142 covering conspiracies to use bombs or explosive devices, HB 4274 allowing military children to attend non-zoned schools, HB 4275 allowing case managers and peer support specialists to work for local public agencies, HB 4322 removing dual certification for funeral directors in charge, HB 4336 updating interventional pain management rules, HB 4484 allowing certain state vehicles to be used between home and work, HB 3880 on Tourism Department compensation and Oklahoma Today publication discretion, and HB 1687 creating the Uniform Health Care Decisions Act with an amended effective date. The chamber also passed HB 2959 requiring school administrators to report abuse allegations to law enforcement within 24 hours and before school questioning, with emergency passage approved. HB 3718 was then taken up with an amendment clarifying timelines for special education evaluations tied to the Lindsay Nicole Henry Scholarship; discussion centered on the new 15-school-day meeting timeline and the 45-day evaluation period. The transcript ends during questions on that amendment, before final action on HB 3718 is shown.
