Summary: The Senate considered and passed several House bills. HB 2624, relating to consumer protections for unsolicited real estate transactions for public purposes, was amended with a striking amendment from the Business, Trade, and Economic Development Committee and then passed 30-18, with Senator Dozier voting no and saying the bill still needed work. HB 2104, which makes permanent aviation assurance funding for wildfire response by removing a sunset clause, passed 47-0 with two excused after Senator Short urged support based on its wildfire-fighting value. The Senate also adopted an amendment to Substitute HB 2334, which addresses cash transactions and rounding to eliminate the need for pennies, adding language that customers with exact change must be able to pay exact change. The bill passed 45-2, with Senator Frame describing it as permissive guidance for businesses and Senator Dozier supporting it humorously; Senator Gainer voted no. HB 2436, concerning requirements for oil tankers operating in restricted waters and clarifying tugboat horsepower standards to match current practice, passed 46-1 after support from Senator Lovelett and Senator King. Finally, Engrossed HB 2575, reducing certain reporting obligations under environmental or energy laws, passed 47-0 with two excused. Senator Schumaker said it would save administrative costs for the Department of Commerce and utilities and free up money for low-income energy assistance. The Senate then adjourned until the next day.

Summary: The Senate convened with a quorum, opened with prayer and the Pledge of Allegiance, and recognized the Doctor and Psychologist of the Day. The chamber also presented a citation to Oklahoma Task Force One’s K-9 search and rescue unit, with remarks praising its in-state and out-of-state disaster response work and professionalism. Several gallery introductions followed, including a student shadowing Senator Mann and the Crooked Oak Hispanic Student Association. The Senate then considered several bills. SB 2065, as amended, renamed the measure the Lucille Morehouse Pollinator Act and updated state insect/pollinator designations; it passed 48-0. SB 1641 required business entities to provide an email address on incorporation filings for electronic notice of annual reports; it passed 48-0. SB 1642 allowed physicians to make prescriptions in divided quantities, with discussion focused on opioid prescribing and post-surgical treatment; it passed 48-0. SB 1589 increased penalties for sweepstakes violations and expanded the law to target illegal online gambling operations; it passed 48-0. SB 1597 removed the requirement that the State CASA Association follow specific national standards while keeping local training and background-check requirements. Debate centered on whether removing national standards would reduce DEI-related training; Senator Boren opposed the bill on that basis, while the author argued it preserved Oklahoma flexibility. The bill passed 41-7. SB 1216 broadened judicial discretion for drug court eligibility for some offenders with prior domestic violence-related charges, and senators questioned whether the language was clear enough and whether it could affect eligibility rules; the author said the intent was to expand discretion, not change DV accountability. It passed 44-4. At the end of the session, the Senate voted to reject House amendments to SB 893 and request conference committee consideration. Announcements were made about committee meetings, a women’s caucus lunch, and an Irish Caucus gathering. The Senate then adjourned until the next scheduled meeting date.

Summary: The House convened with quorum, offered an invocation and pledges, and then moved through a series of memorials, recognitions, and announcements. House Memorial 49, declaring February 4, 2026 UNM Day, was taken from the Speaker’s table, explained, and debated at length. Members from both parties and several guests praised the University of New Mexico for its role in education, health care, research, public service, and workforce development, with special recognition of President Garnett Stokes, interim provost Barbara Rodriguez, and Health Sciences leaders and students. The memorial highlighted UNM’s enrollment, degrees awarded, scholarship support, patent activity, and the UNM Hospital and Health Sciences Center. It passed 70-0. House Memorial 48, declaring February 4, 2026 Valencia County Day, was also brought forward and passed unanimously. Supporters described Valencia County’s history, culture, economic growth, and traditions, including the annual matanza, Route 66 heritage, and major employers and development projects. Members from the county and local officials were recognized, and the memorial emphasized both historic communities and current business and infrastructure expansion. House Memorial 50, declaring Lincoln County Day, was introduced by title and placed on the Speaker’s table, but not taken up for final passage during this segment. The chamber also recognized the Artesia Bulldogs football team for winning another state championship, Del Norte High School’s class of 1966 on its 60th anniversary, and a number of guests tied to nursing, education, and local community service. Several members used announcements to highlight nurses, school programs, and local events, including a Legislative Sportsman’s Caucus invitation and a reminder that the day was the final day to file bills with the clerk. The session closed with continued announcements and guest introductions, reflecting a day focused heavily on community recognition and celebratory memorials rather than substantive legislation beyond the memorial votes.

Summary: The Senate met with a quorum, received a Memorial Day guest minister introduction and prayer, and then moved through journal and legislative bureau matters. The chamber adopted or advanced several Senate resolutions, including SR 149 directing DOTD to study hazards from increased Norfolk Southern rail activity at the Alabo Street Wharf, SR 153 commending a Miss St. Tammany Parish Fair Queen, SR 154 asking LDH to study the in-home skilled nursing market, and SR 145 recreating the task force on protecting Louisiana critical infrastructure from foreign adversaries. It also adopted SCR 78 designating Bonfuca Museum and Research Center Day at the Capitol, and later adopted SCR 54 and SCR 59 memorializing Congress on the Mississippi River Basin Fishery Commission and Comite River Diversion Canal flood-risk map review, respectively. The Senate also considered a large number of House bills and Senate bills on concurrence or final passage, with most passing overwhelmingly. Topics included education and school policy, health care, criminal justice, natural resources, transportation, insurance, and local government. Among the measures discussed were bills on adolescent literacy, vocational training in graduation plans, special education due process, school crisis plans, autism therapy accommodations during the school day, Medicaid dental coverage, workers’ compensation procedures, prior authorization for certain generic drugs, boiler inspection authority, money transmission licensing, and alternative power sources for nursing facilities. Several bills drew brief explanations from sponsors about technical corrections or policy clarifications, while a few were returned to the calendar or recommitted to committee. A few measures prompted more substantial debate. Senate Bill 456 on workers’ compensation generated extended discussion over whether employers should be allowed to file actions to investigate questionable claims without first cutting off benefits; supporters framed it as a transparency measure, while opponents argued it would increase litigation and disadvantage injured workers. The bill ultimately passed 20-17. Senate Bill 401 on the Prescription Drug Affordability Board had House amendments rejected, and Senate Bill 487 on charitable gaming premises rental agreements also had House amendments rejected. Other bills, including SB 393, SB 415, SB 426, SB 435, SB 488, SB 523, and SB 163, had House amendments concurred in, while HB 1095, HB 1103, HB 1129, HB 1166, HB 1195, HB 220, HB 316, HB 511, HB 799, HB 12, HB 66, HB 145, HB 167, HB 196, HB 213, HB 218, HB 222, HB 256, HB 291, HB 326, HB 352, HB 430, HB 433, HB 434, HB 448, HB 456, and HB 1039 were among the House bills finally passed, many by wide margins.

Summary: The House met on April 9, 2026, established a quorum, and opened with prayer and the pledge. Members then spent much of the morning recognizing visiting groups and honoring individuals and teams, including Louisiana Emergency Preparedness Day, social workers, Black Women’s Health Initiative and My Sister’s Keeper, the Knock Knock Children’s Museum, and several championship school teams. The House also received committee reports and introduced a number of resolutions and Senate bills before moving into House bills on second reading and final passage. A large block of bills focused on taxation, procurement, transportation, public safety, and administrative modernization. The House passed measures on prompt payment for contractors, fleet vehicle registration, electronic bidding forms, cooperative purchasing by local governments, and use of federal procurement rules for buses and paratransit vehicles. Members also approved bills related to ad valorem millage rules and a constitutional amendment proposal to change legislative session dates, though that session-date measure was sent to Appropriations. Other bills passed addressed brick manufacturing and wood pellet manufacturing as economic development priorities, boiler inspection authority, the Fire Marshal’s role in child care center inspections, and the Louisiana Wallet digitized credentials program. Several public safety and social policy bills also advanced. The House passed bills increasing penalties for repeat DWI offenders with serious prior driving-related convictions, providing medical expense assistance for injured law enforcement officers and firefighters, creating a green/blue envelope program for drivers with autism or mental illness, and establishing a workplace violence measure for retail food service establishments. Members also passed bills on domestic violence, homelessness-related court programs, non-compete restrictions for interns and preceptors, pharmacy benefit managers, and health coverage for prosthetic and orthotic devices. One bill on jury trial reassignment in criminal cases failed on reconsideration by a vote of 50-49 and returned to the calendar. Most of the bills considered on final passage were approved by wide margins, with several receiving unanimous or near-unanimous support. A few measures were temporarily returned to the calendar or recommitted, including some domestic violence, insurance, and retirement-related bills. The House also adopted multiple amendments during debate, and several members requested co-authors on measures after passage.

  • Senate Bill 2137 by Menendez relates to the allocation of low-income housing tax credits.
  • Did you know that it is accurate that it's limiting the number to sixty? That is accurate.
  • When we don't, if we limit just to teaching them the Ten Commandments, that's one thing.
  • It would not be a tax break under Texas law because we don't have a state income tax.
  • Well, are you saying that DEI ought to be limited or it ought to be?
