Marshall said satellite technology could be a useful tool, especially for outdoor or disaster-response communications, but it cannot replace terrestrial radio for public safety because responders often work indoors and need reliable penetration through buildings. He also noted that lower-frequency spectrum such as 700 MHz is better suited for that purpose.
