Transcript Highlights:
- To use the 14th Amendment, a clause that is the cornerstone of civil rights, equality, and equal protection
- The Senate added an amendment when the bill came back to us, adding a liability protection for utilities
- It does not exempt a lot; there is not an exemption for utilities from liability when they start a wildfire
- It requires compliance with mitigation plans for utilities to allow for liability protection.
- But still, the bill is good and it has some criminal and civil liabilities.

Summary:
The House met on March 26, 2026, established a quorum, opened with prayer and the Pledge of Allegiance, and then moved through a large number of introductions, resolutions, and committee reports. The chamber recognized Women of the Storm on its 20th anniversary, honored Saint-Amant FFA for winning a national coastal restoration championship, and later recognized Elevate Louisiana. The House also received Senate bills on topics including freshwater fishing limits, bridge preservation, emergency medical services, ambulance reimbursement, eye care coverage, and other matters, and introduced numerous House resolutions and bills covering education, ethics, transportation, elections, public records, criminal law, and appropriations. Several measures were referred to committees or were allowed to lie over, while some resolutions were adopted without objection.
The House then considered and passed a series of bills, many by wide margins. Criminal justice and public safety measures included HB 53, adding illegal gambling as a RICO predicate offense; HB 57, allowing courts to consider criminal histories when issuing temporary restraining orders; HB 64, authorizing magistrates to recall arrest warrants; HB 102, creating second-degree cruelty to the elderly and persons with infirmities; HB 106, requiring written parental consent before melatonin is administered to children; HB 137, strengthening penalties and school notification procedures for terroristic threats against schools; HB 152, updating controlled dangerous substances schedules; HB 155, restricting drone use near the Capitol; HB 177, allowing retired court reporters to return on contract; and HB 727, allowing burning of certain untreated construction lumber and wood mats. Members also approved HB 11, adding associate degrees to sentence-diminution eligibility, and HB 726, increasing penalties for abandoning vessels, with discussion noting the need for future funding to remove derelict boats.
Education and workforce-related bills also advanced, including HB 238, easing ethics restrictions so former school board members who are certified teachers or school psychologists can return to work sooner; HB 256, clarifying mandatory reporter training for school employees; HB 363, allowing virtual-school students to participate in extracurricular activities and athletics at their resident public school; HB 386, allowing locally authorized charter schools to operate as their own LEA under local rules; HB 434, giving superintendents more authority over probationary school bus employees; HB 557, defining long-term care pharmacies; and HB 584, ending the practice of giving foster children trash bags for belongings and providing proper luggage instead. The House also passed HB 661, expanding nepotism exceptions for certain lower-paid school positions such as paraprofessionals, custodians, cafeteria workers, and bus drivers, and HB 697, recreating the Department of Environmental Quality through 2030. Most bills passed unanimously or with strong bipartisan support, though HB 137 on school threats drew significant debate over parental liability and juvenile intervention before passing 71-26.

Summary:
The Senate convened, the clerk called the roll, and a quorum was declared present. The chamber opened with a prayer offered by Senator Peterson, followed by recognitions of the Nurse of the Day, Amanda Fisher, and the Doctor of the Day, Dr. Lee Schaffler, both introduced with brief biographical remarks and applause from members.
The Senate also recognized the week’s pages, who introduced themselves and described their schools, assignments, and future plans. Several announcements were then made about upcoming committee and caucus meetings, including Local and County Government, Economic Development, Workforce, and Tourism, Judiciary, the first meeting of the Disability Caucus, and the start of devotion time the next morning.
No legislation was debated or voted on during the session. The only formal action was adoption of a motion to adjourn, and the Senate stood adjourned until Wednesday, February 11, 2026, at 1:30 p.m.

Summary:
The Senate opened with roll call, the pledge, prayer, and approval of the previous day’s journal, then received a House message announcing passage of engrossed substitute House Bill 1604. The chamber adopted Senate Resolution 8679 recognizing Taiwan, with remarks emphasizing Washington’s trade relationship, shared democratic values, and Taiwan’s support during COVID. The Senate also confirmed three gubernatorial appointments: Mark Silva to the Lower Columbia College Board of Trustees, Shilpa Tavari to the Higher Education Facilities Authority, and Christine Johnson to the Eastern Washington University Board of Trustees.
The Senate then took up several bills on final passage. Substitute Senate Bill 5720, the Uniform Consumer Debt Default Judgments Act, passed after supporters said it strengthened consumer notice protections and reflected extensive stakeholder work. Substitute Senate Bill 5824 passed, allowing fifth-wheel travel trailers up to 46 feet and aligning length rules for legal sales and highway use. Substitute Senate Bill 5886 passed to protect personality rights by addressing name, likeness, and voice in the context of deepfakes and AI. Senate Bill 6013 passed to update ski area and winter sports terminology, and Substitute Senate Bill 6039 passed to let the Department of Labor and Industries use electronic or non-electronic notices at the recipient’s choice.
Substitute Senate Bill 6036 passed to exempt certain former foster care providers from adult family home licensure, with supporters saying it would preserve stability for youth aging out of foster care. Senate Bill 6178 passed to prohibit post-loss assignment of property insurance benefits, with the sponsor saying it would keep homeowners in control of claims after disasters. Senate Bill 5892 passed to protect voter registration database information by routing requests through the Secretary of State, despite opposition over the bill’s felony penalty and strict process. Substitute Senate Bill 5941 passed to allow limited exemptions from renewable energy system requirements for certain school districts in cold, remote areas. Senate Bill 5177 passed to expand the topics considered in educator professional development on supporting historically marginalized and underrepresented students. Finally, engrossed substitute Senate Bill 5912 passed after an amendment assigning staff support for the Indigent Defense Task Force to the Office of Public Defense; supporters said the task force is needed to address public defender shortages and caseload standards. The Senate then announced a later start time for the next day and adjourned.
