A major point of contention was SB 2420, the app store age-verification bill, which prompted extended debate over whether the bill should also require app developers to verify users’ ages. Representative Bryant offered an amendment to preserve developer verification obligations, arguing the bill would otherwise shift responsibility away from app makers; the author opposed it, saying the bill’s approach was more workable and raised concerns about First Amendment issues.
