Summary:
The Senate Local Government Committee heard several bills by Senator Bettencourt focused on property tax and local government accountability. SB 32 would provide about $700 million in business tax relief by raising the business personal property exemption from $2,500 to $25,000 and continuing a 20% franchise tax credit for inventory taxes paid. Witnesses from NFIB, the Texas Retailers Association, and Texas Realtors supported the bill, saying business personal property and inventory taxes are burdensome and especially hard on small businesses. After no opposition testimony, SB 32 was left pending.
The committee also heard SB 1453, which would change how interest and sinking tax rates are calculated by using only the minimum debt service required under bond schedules, while still allowing a higher rate with a 60% governing body vote and a public explanation. A witness from the Texas Taxpayers and Research Association supported the bill as a way to keep debt rates from rising as property values increase and to preserve tax relief. The bill was left pending after testimony.
SB 1883 would tighten rules on local impact fees by requiring 60 days of public availability for capital improvement plans and land use assumptions, raising the approval threshold for adopting impact fees from a simple majority to two-thirds, limiting how often fees can be increased, and expanding notice requirements. Builders and developers testified in support, arguing that impact fees are often poorly reviewed, lack accountability, and are passed on to homebuyers, worsening housing affordability. Committee members discussed adding audit provisions and questioned the lack of city testimony. The bill was left pending with subcommittee action. SB 1452 would require a voter election to decide whether a municipal management district continues to exist, with dissolution if voters reject it; supporters said it would add accountability, while others noted some districts provide essential services and infrastructure. The committee heard testimony from district representatives and builders, then left SB 1452 pending before recessing.

Summary:
The committee heard testimony on Senate Bill 110, as amended by the Senate, which would establish fees for alteration-of-terrain applications and direct the Department of Environmental Services to adopt rules for a permit-by-notification process for certain projects. Trisha Milo introduced the bill for Senator Lang and noted that the department had worked on the amended language. Matt Mayberry of the New Hampshire Homebuilders Association said the industry strongly supported the bill, describing it as a public-private partnership that would speed review for developers without affecting local control, with builders paying the costs rather than taxpayers.
Members focused heavily on how the bill’s fee structure and permit thresholds would work, especially for projects near shoreland, wetlands, and protected water bodies. Representative Opel raised concerns about whether the bill reduced review of habitat and shoreland impacts or shifted costs unfairly; Philip Trobridge of DES explained that the bill does not eliminate those reviews and that shoreland projects still receive greater scrutiny. He said the bill creates different tiers, with the permit-by-notification process applying to certain projects between 100,000 and 150,000 square feet that are not in protected shoreland, while larger or shoreland-affected projects remain under the standard review process. He also said the proposed fees were based on sustaining the program, covering added habitat and species review responsibilities, and keeping reviews efficient.
Trobridge said the new fee structure would generate about $1.2 million in additional revenue and help fund additional staff and related program costs. He stated that the department had worked with the regulated community and believed the fees were fair and reasonable, though he acknowledged the bill’s wording was confusing and that the threshold could be revisited later if the new process works well. Members also discussed how the state process interacts with local approvals, and Trobridge said both state and local approvals are required before a project can begin. No vote or final action was taken in the portion of the meeting provided.

Summary:
The Senate came to order, established a quorum, and approved the journal. It then took up several introductions and resolutions, including House Bill 1139 on artificial intelligence in healthcare and House Bill 1263 on requirements for conversational AI services, both referred to the Business, Labor, and Technology Committee. The chamber also moved out of order to consider resolutions and adopted Senate Joint Resolution 25, recognizing the 150th anniversary of the Colorado Mining Association and its role in Colorado’s history and economy. The resolution passed 34-0, and the current roll call was added as co-sponsors.
The Senate also adopted House Joint Resolution 1030, designating a portion of Colorado Highway 14 in Weld County as Mono and Matt Road in memory of Eduardo Mono Hernandez and Matthew Garcia. Supporters described the resolution as a tribute to the two Greeley Central High School student-athletes and to the community’s response after their 2014 deaths. The resolution passed 34-0, and the current roll call was added as co-sponsors.
Later, the Senate considered a gubernatorial appointment to the Transportation Commission: Juan Marano of Aurora, to represent the Third Transportation District. The appointment was confirmed on a 19-16 vote. The chamber then took up the third-reading consent calendar and passed House Bill 1235 on medical assistance updates, House Bill 1299 on reducing regulatory burdens on local education providers, and Senate Bill 175 on workers’ compensation experience modification factors. House Bill 1235 passed 31-4, House Bill 1299 passed 35-0, and Senate Bill 175 passed without recorded opposition.
On final passage, the Senate adopted a technical third-reading amendment to House Bill 113 on election law changes, then passed the bill 23-12 after debate over election-related vulnerabilities. It also passed House Bill 1346, allowing the Department of the Treasury to sell unsold insurance premium tax credits to non-insurance entities, by 23-12; House Bill 1252, updating state entities responsible for emergency response, by 33-2; House Bill 1010, increasing support for older adults in the workforce, by 23-12; and Senate Bill 177, concerning limited access to adjoining property for repairs, after extended debate in which Senator Kirkmeyer argued the measure infringed on private property rights and should be rejected.

Summary:
The Senate convened with a quorum present, heard an invocation, adopted the prior day’s journal, received House messages, and adopted several resolutions and recognitions, including Senate Resolution 496 honoring Leadership Garland and resolutions 503 and 504. The chamber also recognized guests, including a North Dakota senator and the Doctor of the Day, and received gubernatorial nominations for the Texas Economic Development Corporation Board and the Nueces River Authority Board.
The Senate then took up and passed a series of bills, often by suspending the regular order and the constitutional three-day rule. Measures approved included SB 614 on Texas Forensic Science Commission referrals to the Office of Capital and Forensic Writs; SB 250 on municipal annexation across railroad rights-of-way; SB 1660 on toxicological evidence retention and destruction procedures; SB 2586 requiring property owners associations to file governing documents with the Texas Real Estate Commission; SB 1588 increasing penalties for certain failures to report child sexual abuse; HB 912 on compensation for distributed renewable generation outside ERCOT; SB 1957 setting eligibility standards for civilian oversight boards; HB 2525 clarifying a charitable property tax exemption; SB 1525 limiting repeated prior authorization for neurodegenerative disease drugs; SB 865 requiring CPR/AED training and cardiac emergency response planning in schools; SB 1212 elevating human trafficking penalties; SB 2690 on solicitations for Secretary of State documents; SB 1802 on landlord repair duties for ramps, elevators, and handrails; SB 905 on licensing rules for speech-language pathologists and audiologists; SB 2929 allowing removal of disruptive spectators at school athletic events; SB 2675 creating a narrow McAllen-specific parkland conveyance exception; SB 872 increasing punishment for burglary of a vehicle involving firearm theft; and SB 1113 clarifying sales rules for certain converter-license holders.
Several bills drew extended debate. SB 2487, dealing with crisis and mental health services for homelessness, was amended to make the county model permissive rather than mandatory and to remove state funding/assistance requirements before passing 28-3. SB 2138, barring higher education funds from contracting with firms that boycott fossil fuels through ESG policies, also passed after questions about fiscal effects and First Amendment concerns. SB 2615, restricting remote work at public institutions of higher education, advanced 22-9. The Senate also began consideration of SB 3016, which would expand enforcement tools against local governments that fail to comply with state law, but the transcript cuts off before action on that bill is completed.
