Summary: The House Tax Committee met for an organizational and orientation session. Members and staff introduced themselves, with several lawmakers noting their districts, business backgrounds, and interest in tax policy. Chair Greg Davids then opened the committee’s first substantive item: a presentation from House Research and House Fiscal staff on how the committee works and on basic tax concepts. House Research staff Sean Williams and Chris Clayman explained their roles in drafting bills and amendments, writing bill summaries, answering legal and policy questions, and modeling tax proposals. They also described the committee’s key documents, including partisan and nonpartisan bill summaries, revenue estimates, fiscal notes, and supporting materials. Their presentation covered core tax concepts such as tax bases, rates, deductions, exemptions, credits, tax revenues, and tax expenditures, emphasizing that tax expenditures function like spending through the tax code and are reviewed by a legislative commission. The staff then reviewed Minnesota’s major taxes, focusing on the individual income tax and business taxation. They explained that Minnesota’s individual income tax starts with federal adjusted gross income, then applies state additions, deductions, subtractions, and credits, and that the state’s income tax brackets and rates are set separately from federal law. They also outlined the difference between corporate franchise taxes for C corporations and individual income tax treatment for pass-through entities, and discussed how the federal SALT cap led Minnesota and other states to adopt pass-through entity taxes so businesses could preserve federal deductibility of state taxes. Members asked questions about a duplicate “marriage penalty” entry on a slide, the purpose of Minnesota’s marriage penalty credit, comparisons with other states, and the timing and effect of the pass-through entity tax; staff answered that the duplicate was a mistake, the credit offsets bracket-related marriage penalties, and the pass-through entity tax was adopted in response to the federal SALT cap.

Summary: The meeting began with a quorum call, prayer, and approval of the previous minutes. Members then adopted a resolution honoring Lori McDonald of the Department of Human Services for nearly 28 years of state service, with remarks praising her legislative work, constituent services, leadership, and emergency response roles. McDonald thanked the committee, and the Senate also presented her with a citation, flag, and commemorative coin. The committee received the May 2026 revenue report, which showed gross adjusted collections of $7.76 billion year-to-date, up 4.4% from the prior year, and a projected surplus of $585.8 million. The executive subcommittee report was adopted, covering emergency rules for DHS and the Department of Education, school district waiver requests, committee fund allocations, cancellation of the July ALC meeting, and authorization for subcommittees to meet in July on urgent matters. The administrative rules report was also adopted after members noted that most rules were approved, with a few pulled by agencies or held. Members then heard a lengthy exchange on the Arkansas Education Department’s ClassWallet contract and delays in expense review for education savings account payments. Department officials said they were meeting regularly with ClassWallet, enforcing contract standards, keeping some reviews in-house, and adding staff and technology improvements to speed processing while maintaining oversight. The committee also adopted reports from Game and Fish and State Police, Hospital/Medicaid/Developmental Disabilities, Lottery Oversight, Occupational Licensing Review, Peer Review, Review, State Insurance Programs Oversight, and Personnel, including a Department of Commerce reallocation tied to a broader shared-services realignment. Under review of communications, members filed several retirement system investment items as reviewed, approved rural community grant funding, gave favorable advice for state park additions, approved special maintenance funding for state parks, and filed Office of State Technology service-rate changes as reviewed. The meeting concluded with no new business and adjournment.

Summary: The House Insurance Committee heard testimony on House Bill 2250, which would require insurers, beginning in 2027, to pay for full siding replacement when storm damage affects only part of a home and matching siding is not reasonably available. Sponsor Rep. Jaclyn Zimmermann said the bill is intended to codify existing Missouri case law and address complaints from constituents who were left with mismatched siding after hail damage, especially in older homes where the original materials are no longer made. Committee members generally expressed support for the consumer-protection goal, while also discussing possible changes such as limiting the requirement to certain elevations or adding clearer policy disclosures. Opposition testimony came from the Missouri Insurance Coalition, which argued the bill could raise premiums for all homeowners and noted that consumers can already buy more comprehensive coverage if they choose. Coalition witnesses said insurers should repair direct physical damage but warned against requiring full-house replacement for cosmetic mismatch, citing a prior St. Louis-area experience where a similar requirement reportedly increased premiums. Members and witnesses also discussed related issues such as consumer understanding of policy terms, the availability of different policy products, and whether contractor payroll or fraud concerns should be addressed separately. No vote was taken on HB 2250. After the hearing, the committee established a quorum and moved to executive session on House Bill 3328. The committee adopted a House Committee Substitute that removed the IBHS certification requirement in favor of a non-biased third-party testing lab and removed the adjuster cap, while otherwise keeping the bill’s stronger home program framework. The committee then voted the House Committee Substitute for HB 3328 do pass by a vote of 9-0, and the meeting adjourned.

Summary: The House met to read a large slate of newly filed bills and resolutions and refer them to committees. The measures covered a wide range of topics, including health care and insurance, public education, elections, criminal justice, public safety, taxes, transportation, agriculture, environmental regulation, higher education, housing, and local government. Several proposals focused on abortion and reproductive health, firearms, voter registration and ballot access, school curriculum and accountability, property tax and homestead issues, and state contracting and agency oversight. A number of constitutional amendments were also filed, including proposals on initiative and referendum, veto override authority, vaccination refusal, parental rights in education, gun rights, Medicaid expansion, and various tax exemptions. No substantive debate, testimony, or votes occurred during this portion of the meeting; the clerk simply read the bills and resolutions and announced their committee referrals. The list included both general legislation and joint resolutions, with many items sent to standing committees and several to subcommittees. The House then adjourned without objection until 2 p.m. on Tuesday.

Summary: The Senate met with a quorum, prayer, pledges, and recognition of two student pages before taking up a long agenda of House joint resolutions and bills, mostly related to administrative rules and agency approvals. The chamber advanced and passed H.J.R. 1088, 1090, 1091, 1092, 1093, 1095, 1099, and 1100, which approved permanent rules for education, energy and agriculture, business and commerce, building code, health-related agencies, general government agencies, the Oklahoma Health Care Authority, and OMES. Several senators criticized the process for moving rule resolutions quickly and without committee vetting, while supporters said the calendar delays required direct consideration. The Senate also adopted conference committee reports and passed SB 206, SB 248, and HB 3021, with HB 3021 making small changes to graduation requirements, including science/math course language, Oklahoma history flexibility for some military families, and personal financial literacy counting toward math in some cases. A major portion of the meeting focused on House Bill 1370, which was described by its author as repealing an automatic state trigger that would replace any federal gasoline tax if the federal government suspended it. Supporters argued the bill would prevent Oklahoma drivers from paying more if the federal gas tax were repealed and framed it as tax relief; opponents argued it could reduce highway and bridge funding and create a budget hole. The Senate suspended several rules to bring the bill up, but rejected a motion to suspend the fiscal-impact rule for a proposed amendment. After debate, the chamber passed the measure 41-7 and then approved it as an emergency measure. The Senate also took up Senate Bill 893, a conference report dealing with foreign ownership near critical infrastructure and agricultural land. The bill would restrict certain foreign adversary ownership or leasing within 10 miles of critical infrastructure, add training zones and other protected areas, delay implementation until July 1, 2027, and create an enforcement process involving Attorney General review and whistleblower-style reporting. Senators raised concerns about enforcement, possible misuse, and profiling, while the author said the bill was aimed at national security and infrastructure protection. The conference report was adopted and the bill passed. Later, the Senate received notice that the House was ready to convene in joint session, and the chamber briefly stood at ease before returning to continue its work.
