Senate Legislative Session Feb 9th, 2026

Oklahoma Senate Floor Meeting

Summary: The Senate convened, the roll was called, and a quorum was declared. The chamber opened with prayer and the Pledge of Allegiance, then proceeded to a series of floor introductions recognizing the Doctor of the Day, Dr. Sameed Faruqi, and psychologist of the day, Dr. Jeffrey Martindale, along with several interns and guests on the floor and in the gallery. A major ceremonial item was the introduction of the Oakdale/Oktaha Lady Tigers fast-pitch softball team, which was recognized for winning the 2025 OSSAA Class 2A state championship. Senator Fricks presented a citation honoring the team’s resilience, sportsmanship, and community pride, and the coach briefly thanked the Senate and described the long-term connection between the players and the school program. The Senate also recognized the Oklahoma Alzheimer’s Association in the gallery. No legislation was debated or voted on in the transcript; the only formal action was a motion adopted to adjourn when the clerk’s desk was clear. Committee announcements noted that HHS would meet at 1:00 and Revenue and Taxation would meet later in the afternoon, and the Senate adjourned until Tuesday, February 10th at 1:30 p.m.

Summary: The House convened with 93 members present, opened with prayer and the Pledge of Allegiance, and then spent much of the morning recognizing guests and former members, including student groups, arts educators, rodeo queens, and Congressman Troy Carter, who urged members not to let partisan divisions harm Louisiana. Representative Newell also delivered a lengthy floor statement tying current voting-rights debates to civil rights concerns and warning against weakening protections for Black communities. The chamber then received Senate messages and committee reports, and several resolutions and bills were advanced or referred in routine order. A large portion of the meeting was devoted to House resolutions, many of them memorials or study requests. The House adopted resolutions supporting a physical therapy degree designation for federal loan purposes, honoring veterans who served in Honduras, extending a behavioral health courts study, seeking bridge-removal funding for U.S. 90 in St. Tammany Parish, urging DOTD studies on local traffic projects, requesting a study of rural economic development, supporting Camp Beauregard and the National Guard Youth Challenge Program, creating a permit-study committee, and asking for studies on autism services, school nurse orientation, opioid treatment in correctional settings, floodplain map updates, and care gaps for people with intellectual and developmental disabilities. One resolution on rent stabilization failed, and another on pregnancy-related emergency medication was returned to the calendar after questions about its implications. The chamber also concurred in or rejected several Senate amendments to House bills. Concurrences included bills on arrest warrant recall procedures, disturbing the peace near places of worship, rape and sex offense provisions, bridge naming, holiday rules, victim confidentiality, and the classic black license plate. The House rejected Senate amendments to HB 258 on dual office holding and dual employment. The most contentious item was HB 102, which would create second-degree cruelty to the elderly and persons with infirmities but was amended in the Senate to add broader first-degree murder provisions tied to firearms and public shootings; members raised concerns about self-defense, overcharging, capital punishment exposure, and fiscal impact on the public defender system. Despite those objections, supporters argued the changes would deter violent crime and protect the public, and the bill was ultimately supported in floor debate as amended.

Summary: The House convened with a quorum, opened with prayer by guest minister Reginald Tate, and adopted the journal and several leave requests. The chamber received Senate messages, including concurrence in HCR 44 and Senate adoption of SCRs 19 and 26, and referred a number of Senate resolutions and bills to committee. It also reported and adopted several House resolutions honoring individuals, schools, and organizations, including H.R. 112, 113, 114, and 52, and referred HCR 51 to Appropriations for a study of assessor and clerk compensation. The House then processed many bills on second and third reading, with numerous measures reported favorably or amended and advanced without objection. Topics included criminal justice and public safety (including hit-and-run as a crime of violence, video voyeurism, intentional exposure to HIV, bail conditions for human trafficking defendants, and post-conviction custody rules), health and insurance matters (AI disclosure in health care, hearing aid coverage, anti-cancer medication parity, pharmacy benefit managers, Medicaid/SNAP integrity, and rare cancer treatments), education and governance (special education due process, school funding, campaign finance, public records, and legislative website transparency), and natural resources and transportation items. Several bills were substituted or renumbered, and many were engrossed and passed to third reading. Two floor debates drew extended discussion. HCR 15, urging Congress to pass the SAVE Act and require voter identification in federal elections, passed 65-32 after questions about voter roll purges and documentation requirements. HCR 14, supporting federal efforts to eliminate the U.S. Department of Education, prompted extensive debate over federal education funding, Title I, special education, student loans, land-grant institutions, desegregation oversight, and whether federal functions could be shifted to other agencies; it was adopted 59-28 with 23 coauthors. Later, HB 108, barring persons convicted of violent crimes or sex offenses from jury service, passed 68-32 after debate over jury pool size, second chances, and whether the bill would apply to civil and criminal trials. The House also passed HB 98 on penalties for unlawful release of victim information, HB 131 on custody pending appeal, HB 161 on bail conditions for human trafficking defendants, and HB 288 requiring “miscarriage” to appear alongside “spontaneous abortion” in medical records and billing.

Summary: The House convened, completed the roll call, heard an invocation from Chaplain Ronnie Wilson, and recited the Pledge of Allegiance led by Representative Alonzo Sandoval. The chamber also recognized the Doctor of the Day, Dr. Faulkner, and several guest groups in the galleries, including visitors from Ireland, ABATE, Darnaby Elementary student council members, and students from High Plains Technology. Members then considered several bills. HB 2979, directing the Department of Transportation to establish 45-mile-per-hour school zones on certain highways near schools, passed 85-0. HB 3790, a consumer protection measure allowing homeowners to cancel certain contracts within five business days, passed 82-0. HB 3142, an industry-request bill on liquefied petroleum gas that also drew questions about food truck permitting and inspection fees, passed 65-22. HB 3463, updating municipal audit procedures for small communities and codifying modern agreed-upon procedures, passed 89-0 and also received the required emergency vote. HB 4143, which raises the accident-reporting threshold from $300 to $3,000 before police involvement is required, passed by a large margin. The House also adopted a motion to suspend House Rule 4.4F to allow denim on the floor on specified dates in 2026, by a vote of 79-9. During announcements, members noted upcoming committee meetings, caucus events, and a devotional, and one member thanked colleagues for concern after a bus accident involving Elgin Public School students. The House then adjourned until Wednesday, March 4, 2026, at 1:30 p.m.

Summary: The Senate met with a quorum, prayer, pledges, and recognition of two student pages before taking up a long agenda of House joint resolutions and bills, mostly related to administrative rules and agency approvals. The chamber advanced and passed H.J.R. 1088, 1090, 1091, 1092, 1093, 1095, 1099, and 1100, which approved permanent rules for education, energy and agriculture, business and commerce, building code, health-related agencies, general government agencies, the Oklahoma Health Care Authority, and OMES. Several senators criticized the process for moving rule resolutions quickly and without committee vetting, while supporters said the calendar delays required direct consideration. The Senate also adopted conference committee reports and passed SB 206, SB 248, and HB 3021, with HB 3021 making small changes to graduation requirements, including science/math course language, Oklahoma history flexibility for some military families, and personal financial literacy counting toward math in some cases. A major portion of the meeting focused on House Bill 1370, which was described by its author as repealing an automatic state trigger that would replace any federal gasoline tax if the federal government suspended it. Supporters argued the bill would prevent Oklahoma drivers from paying more if the federal gas tax were repealed and framed it as tax relief; opponents argued it could reduce highway and bridge funding and create a budget hole. The Senate suspended several rules to bring the bill up, but rejected a motion to suspend the fiscal-impact rule for a proposed amendment. After debate, the chamber passed the measure 41-7 and then approved it as an emergency measure. The Senate also took up Senate Bill 893, a conference report dealing with foreign ownership near critical infrastructure and agricultural land. The bill would restrict certain foreign adversary ownership or leasing within 10 miles of critical infrastructure, add training zones and other protected areas, delay implementation until July 1, 2027, and create an enforcement process involving Attorney General review and whistleblower-style reporting. Senators raised concerns about enforcement, possible misuse, and profiling, while the author said the bill was aimed at national security and infrastructure protection. The conference report was adopted and the bill passed. Later, the Senate received notice that the House was ready to convene in joint session, and the chamber briefly stood at ease before returning to continue its work.
