Summary: The House met with a quorum and handled a mix of ceremonial recognitions, committee reports, and floor action on a large number of bills and resolutions. Members recognized several championship high school teams, including Northlake Christian, Archbishop Hannan, St. Scholastica, Lutcher, and St. Louis, and also designated or commended groups and individuals such as Ascension Parish, the Louisiana Counseling Association, LSU, Dr. Paul Correll, and others. The chamber adopted several resolutions without objection, including measures naming Counseling Day at the Capitol, LSU Day at the Capitol, and honoring Dr. Correll’s retirement, while also receiving and referring various other resolutions and Senate bills to committees or laying them over. The House then took up and passed a series of bills, many with amendments. Major measures included HB 159 creating a Caddo Parish home incarceration pilot program with court, sheriff, and district attorney coordination; HB 364 directing public safety PSAs about celebratory gunfire; HB 414 on background checks for certain health care workers; HB 74 creating a Spectrum Alert program for missing children with autism; HB 568 increasing penalties for visible marijuana use in school zones; HB 786 prohibiting extrapolation in Medicaid provider audits; HB 1033 expanding the definition of critical infrastructure; HB 1041 limiting medical-intervention-based discrimination and mandates; HB 1062 revising the Special School District board; HB 1079 giving charter-school enrollment preference to certain preschool, military, foster care, and custody-ordered students; HB 1139 on discharge planning for involuntarily admitted behavioral health patients; HB 1182 changing occupational therapy licensure credentialing; HB 1214 creating an Office of State Health Care Facilities; and HB 1241 requiring insurers to check for child-support arrears before paying certain settlements. Most of these bills passed by wide margins, often after technical or substantive amendments. Several local and administrative measures also advanced, including bills on utility district per diem, abolishing a police chief position in Edgefield, a crime prevention district fee, and New Orleans historic preservation penalties. The chamber also referred or temporarily returned a number of bills to the calendar, and one local bill on historic preservation in New Orleans was introduced at the end of the transcript. Overall, the meeting was marked by broad bipartisan support for many measures, with recorded roll-call votes on the more contested bills and no major procedural disputes beyond extended questioning on the marijuana-in-school-zones bill and the medical-intervention bill.

Committee: House Utilities
Summary: The committee first announced that House Bill 3724 would be laid over at the author’s request and not heard. House Bill 3392, by Representative Clinton, passed 7-0 after brief discussion; it directs the Oklahoma Corporation Commission to study large-load electric customers, including defining them, assessing their grid impact, and evaluating cost allocation, while not interfering with any OCC rulemaking already underway. Chairman Bowles then presented House Bill 3466, a Corporation Commission request bill to remove an obsolete petty cash fund from statute. It passed 7-0 with no debate. House Bill 4060, by Representative Alonzo, was amended to remove a section dealing with homeownership regulations; the bill then advanced after discussion focused on small plug-in solar devices, their safety features, and the intent to clarify that such devices would not be treated as improper grid interconnections or subjected to burdensome utility or OCC requirements. Members raised questions about backfeeding and line-worker safety, and the sponsor said the devices would have anti-islanding protections and would not send power back into the grid. The committee approved HB 4060 8-0. The chair noted that several additional bills were assigned and expected next week, and the meeting adjourned with no further business.

Summary: The Senate opened with ceremonial items, then moved through gubernatorial appointments and a series of floor votes. It confirmed Acacia E. Ingram to the Evergreen State College Board of Trustees, Ashland J. Tibbet and David S. Frockt to the Western Washington University Board of Trustees, and Christine Rolfes to the Olympic College Board of Trustees. Members spoke in support of the appointees’ public service and ties to higher education. The chamber also heard a personal privilege statement honoring a Colfax basketball coach who died of pancreatic cancer, followed by a caucus break. The Senate then considered several bills, passing measures on derelict vessels (SHB 2199), radiologic technologist supervision (HB 2113), nitrous oxide retail sales (ESHB 2532), ambulance transport fund alignment (HB 2531), EMT recertification (HB 2540), affordable housing on religious property (2SHB 1859), factory-built housing standards (SHB 2151), social housing public development authorities (EHB 1687), the Washington Voting Rights Act and voter suppression claims (ESSHB 1750), privacy and data protection reporting and AI use (HB 2606), military family school stability (ESHB 2534), coal-fired utility treatment (HB 2367), and school access to albuterol (SHB 2360). Most passed on strong bipartisan roll calls, though the voting-rights bill and coal-utility bill drew the most debate and partisan division. Several bills were amended on the floor. The Senate adopted changes to the nitrous oxide bill, the factory-built housing bill, the social housing bill, the albuterol bill, and the 3D-printer/firearm-manufacturing bill (ESHB 2320), while rejecting some proposed amendments on the voting-rights and 3D-printer bills. Debate centered on whether the voting-rights bill set too low a threshold for lawsuits and whether the coal-utility bill gave improper treatment to coal generation; supporters framed both as needed protections or transition measures, while opponents warned about litigation and policy overreach. The chamber also discussed tribal consultation in energy siting (SHB 2496), ultimately passing it after a close vote, and later returned to the 3D-printer bill, which advanced after amendments narrowed exemptions for gunsmiths and dealers and clarified the bill’s focus on digital files used to manufacture firearms.

Summary: The Senate opened with a quorum, an invocation by Rabbi Kelly Levy, a gubernatorial message naming appointees to the Red River and Nueces River Authority boards, and several ceremonial recognitions, including Texas Woman’s University athletes, the Doctor of the Day, Balch Springs Day, St. Mary’s University, Austin Oaks Church’s centennial, and a memorial resolution for Marie Flickinger, which was adopted after remarks from members and a moment of silence. The chamber then moved to the calendar and took up a series of bills and resolutions. Several measures dealing with water and taxes were passed: Committee Substitute for SB 1413 on procedures for amending or revoking certificates of public convenience and necessity for certain water utilities; SB 1583 on groundwater conservation district management plans, amended by Blanco; SB 23 and SJR 85 to increase the school district homestead exemption for elderly and disabled homeowners, both passing with one nay; SB 2774 to classify industrial uniform and linen rental businesses as retail trade for franchise tax purposes; and SCR 29 designating El Paso as the official boot capital of Texas for 10 years. Members also adopted SCR 49 recognizing Austin Oaks Church’s 100th anniversary and SR 424 recognizing Balch Springs Day. The Senate also advanced a package of insurance and regulatory bills. Committee Substitute for SB 1643 would require prior approval from the Texas Department of Insurance for certain property and casualty rate changes over 10%, and Committee Substitute for SB 1642 would restructure TDI from a single commissioner to a three-commissioner model; both passed after debate about rising insurance costs, inflation, labor, reinsurance, and litigation. Committee Substitute for SB 1883, on land use assumptions, capital improvement plans, and impact fees, passed after discussion of transparency and local development costs. SB 826, enhancing penalties for DWI in an active school zone, passed with strong support. Two other controversial measures were also advanced: Committee Substitute for SB 1257, requiring health plan coverage for complications, reversals, and related care tied to gender transition procedures, passed to engrossment but was held there after a 20-11 vote; and Committee Substitute for SB 2024, banning disguised vape pens and, by amendment, hemp vape pens and other intoxicating-substance vape pens, passed. The final item shown was Committee Substitute for SB 240, the Texas Women’s Privacy Act, which was laid out by Senator Middleton and described as restricting access to sex-specific private spaces in public facilities based on biological sex, with civil penalties for violations; the transcript cuts off during the presentation of that bill.
