Summary: The committee first deferred Senate Bill 49, which would remove the State Board of Elementary and Secondary Education from the list of offices subject to closed party primary elections, after the sponsor said additional amendments were being prepared. It then took up House Bill 1247, which creates a statewide sexual assault nurse examiner coordinator within the Department of Justice to improve access, evidence collection, and coordination for sexual assault survivors. Members adopted a committee amendment package that clarified the coordinating structure, geographic response considerations, reimbursement language, and related public records issues, and the bill was reported favorably as amended with support from health care and law enforcement-related groups. House Bill 1245, also dealing with public records, was amended to protect certain personal identifying information in criminal history records of criminal justice agency employees who serve as witnesses in criminal proceedings. The discussion focused on limiting release of Social Security numbers, home addresses, and dates of birth while preserving disclosure required for court proceedings and impeachment-related purposes. Supporters said it creates a civil process to address serious misconduct when criminal prosecution is unavailable or incomplete, while opponents warned it could be abused for political targeting, duplicate existing remedies, and rely on vague standards. After amendments clarifying the process and standards, the committee voted 10-5 to report the bill favorably as amended. The committee also adopted amendments and reported favorably House Bill 1057, extending absentee-by-mail eligibility for overseas service members from one year to two years, and began discussion of House Bill 709, which would create a rulemaking notification system, a 10-year sunset for certain rules, and an Office of Information and Regulatory Affairs in the governor’s office.

Summary: The House Insurance Committee met on April 29 with a quorum present and took up several insurance and health care-related bills. SB 192, a dental reimbursement bill, was amended to allow dentists to opt in electronically to credit-card payment methods and to clarify applicability and effective date; it was reported as amended. SB 84 would require prostate cancer screening coverage for men over 40 under current clinical guidelines and prohibit cost-sharing; supporters from the American Cancer Society said Louisiana has a high incidence of prostate cancer and that out-of-pocket costs deter early screening. The committee adopted amendments and reported the bill as amended. SB 275, dealing with reimbursement and network participation for certified registered nurse anesthetists, drew support from nursing and hospital groups and was reported favorably. SB 169, a cleanup bill on biomarker testing, was also amended and reported. The committee spent substantial time on SB 401, which creates a temporary prescription drug affordability board to review pricing data on selected drugs and report findings to the legislature. Supporters said the board would improve transparency and help lawmakers understand drug pricing trends; opponents raised concerns about confidentiality, market effects, and the lack of a defined policy outcome beyond reporting. Amendments narrowed the scope, added confidentiality protections, and removed opposition cards, and the bill was reported as amended. SB 387, a major PBM reform bill tied to SB 401, would change PBM compensation, rebate handling, formulary practices, audits, and appeals, while excluding ERISA plans after discussion and amendment. Supporters argued it would curb spread pricing and other practices that raise costs, while opponents from the Pelican Institute and PCMA warned it would interfere with private contracts, reduce flexibility, and could raise premiums or disrupt city, school board, and small-group plans. After extensive debate and a roll call, SB 387 was reported with amendments by a 10-4 vote. The committee also considered SB 241, which requires certain insurance adjusters and public adjusters to include license numbers in written communications. After amendments limiting the requirement to individual licenses and removing one statutory reference, the bill was reported as amended. Throughout the meeting, members and witnesses repeatedly discussed the need for transparency in drug pricing and PBM practices, the role of ERISA and non-ERISA plans, and potential impacts on public employers and consumers.

He said the office is updating the program based on a new wind loss study, with likely changes including greater recognition of roof types such as metal roofs and possible territorial risk adjustments. He also said the Legislature now requires the office to revisit the study every five years. Stephen Fielder of the Department of Financial Services reported on My Safe Florida Home, noting that the program offers inspections and grants for roof and opening protections, has completed more than 100,000 inspections, and has reimbursed hundreds of millions of dollars. He said the department has validated its discount calculations with insurers and that the program is intended to help homeowners reduce premiums through verified mitigation work. Michael Newman of the Insurance Institute for Business and Home Safety said Florida’s building code is nationally leading and that post-Ian surveys found no wind-driven structural damage in buildings built after adoption of the code. He argued that mitigation should be treated as a system, not isolated upgrades, and suggested adding Fortified designation to the state’s mitigation form to better document verified resilience improvements. Bill Truex, a county commissioner and builder, stressed the need to educate homeowners about floodproofing and roof choices, citing examples where flood panels prevented damage and noting that asphalt shingles often do not last as long in Florida as their marketing suggests. In panel discussion, senators asked about program eligibility, outreach to elderly and digitally challenged residents, contractor vetting, roof-life disclosures, and whether flood insurance should be more broadly required. Officials said outreach will include call centers and in-person assistance, and several participants urged better consumer disclosure and more data-driven guidance on roof and mitigation choices.
