Most of these bills passed by wide margins, often after technical or substantive amendments.
Several local and administrative measures also advanced, including bills on utility district per diem, abolishing a police chief position in Edgefield, a crime prevention district fee, and New Orleans historic preservation penalties. The chamber also referred or temporarily returned a number of bills to the calendar, and one local bill on historic preservation in New Orleans was introduced at the end of the transcript. Overall, the meeting was marked by broad bipartisan support for many measures, with recorded roll-call votes on the more contested bills and no major procedural disputes beyond extended questioning on the marijuana-in-school-zones bill and the medical-intervention bill.

The chamber also passed House Bill 394 extending the conditional parole programming period from nine months to 24 months, House Bill 396 making autopsy photographs admissible in criminal proceedings, House Bill 406 directing the Department of Education to study whether it should supervise interscholastic high school athletics, House Bill 622 aligning state criminal history record handling with federal requirements, and House Bill 676 creating the crime of fraudulent patient referrals, or body brokering, with amendments clarifying lawful marketing arrangements. House Bill 1030, concerning reimbursement for non-emergency medical transportation for certain mental health-related services, was taken up with amendments and then temporarily returned to the calendar.

Senate Bill 857, allowing law enforcement discretion to tow vehicles driven by unlicensed or uninsured drivers, passed after discussion of towing abuses during flooding and disaster conditions. Committee Substitute Senate Bill 1536, requiring dementia and Alzheimer’s training for certain guardians, passed with broad support, and Senate Bill 922, addressing delayed electronic disclosure of sensitive medical test results so physicians can discuss them first, was taken up and passed to engrossment as the chamber continued through its calendar.

Supporters said it would give the state more control over costly reimbursements; the measure passed 38-7, and the special-election provision also passed 38-7. The Senate then laid over two agenda items, made committee and event announcements, and adjourned until Monday, April 13 at 1:30 p.m.

Committee members asked questions about nursery modernization, staffing, island-specific needs, and whether reforestation could reduce wildfire impacts; the DLNR witness said all islands need investment, with especially large opportunities on Hawaiʻi Island, and that healthier forests improve resilience though they cannot eliminate climate-related risks.
The committee then heard HCR 136/HR 128 on wildland-urban interface safety standards for Maui plantation towns, but no one testified. It also heard HCR 185/HR 175, which urges denial of permits for ICE detention-related warehouses; Chris Coffey of Immua Alliance testified in support, saying migrant survivors of exploitation are harmed when ICE detains people and that Hawaii would not be the first place to take such action, citing examples from other states and cities. In questioning, members explored whether a local facility would keep people closer to families and services or instead increase local detention; Coffey said detention generally cuts off access to services and can intensify fear, and that a local facility could incentivize more detention and make survivors less likely to come forward.
Finally, the committee heard HCR 155/HR 147 supporting the Hawaii Water Safety Coalition’s Hawaii Water Safety Act. Testifiers included Allison Shapera, who described the statewide water safety plan, Hawaii’s high drowning rate, the economic and human costs of drownings, and her personal loss of her daughter in a preventable drowning; Kirsten Hermstead and Kalani Vierra of the Hawaiian Lifeguard Association said the plan’s recommendations need legislative recognition to help with implementation and grant funding; and Jessamine Town Horner testified by Zoom as a co-founder and bereaved family advocate.
