Summary:
The Senate opened with the usual ceremonial items, approved the previous day’s journal, received House messages, and introduced several bills. It also adopted Senate Resolution 868 honoring April as National Donate Life Month. Senators Gaynor and Dozier spoke in support, sharing personal stories about organ donation and transplant recipients, and the resolution was adopted by voice vote. The chamber also recognized guests in the gallery connected to those stories.
The Senate then confirmed several gubernatorial appointments, including Colin L. Bannister to the Workforce Education, Investment, Accountability, and Oversight Board, Amina Hussein to the Washington State University Board of Regents, and Ramatou-Libah to the Eastern Washington University Board of Trustees. Each confirmation passed with broad support after brief remarks from Senator Schoesler, and several senators were excused from voting. The Senate also acknowledged MLA Jody Tour of British Columbia and a personal privilege recognition for Senator Leis receiving Finland’s Order of the Lion.
On legislation, the Senate passed Engrossed Second Substitute Senate Bill 6026, dealing with residential development in commercial and mixed-use zones, after adopting and rejecting several amendments that narrowed or clarified exemptions and local-control provisions. Senators argued both for housing supply and for preserving local planning flexibility. The Senate also passed Senate Bill 6106 on layoff notifications and worker information protections, Senate Bill 5890 on speeding and reckless driving standards, Senate Bill 5536 on equitable distribution of real property in divorce, and Substitute Senate Bill 6097 allowing federally recognized tribes to participate in the Conservation Futures Program. Senate Bill 5988, authorizing fee authority for Department of Health accreditation services for opioid treatment programs, passed after a close vote with one nay. The meeting ended with the Senate standing at ease for caucus and lunch.

Summary:
The House convened, completed the roll call, prayer, and Pledge of Allegiance, and then moved through routine business including second-reading referrals and committee reassignments. Senate Bill 1627 and Senate Bill 625 were withdrawn from their prior committees and assigned to Rules. The chamber also recognized Dr. James David Campbell as Doctor of the Day and Courtney Copen as Nurse of the Day.
Members held several floor presentations honoring the Choctaw High School drama team for winning the 2025 OSSAA 6A-1 one-act play state championship and related speech and debate honors, and the Arapaho-Butler Lady Indians for winning the 2025 Class A fast-pitch softball state championship. A proclamation was read designating March 31, 2026, as Affordable Housing Day, highlighting Oklahoma’s housing shortage and the economic impact of the state’s affordable housing tax credit program.
The House adopted House Resolution 1041, which supports designation of a nuclear lifecycle innovation campus in Oklahoma, after Representative Archer explained the measure and requested unanimous consent. During announcements, members noted Transgender Day of Visibility, committee meeting changes, a rural caucus meeting, a public health meeting, and a Capitol devotion. The House then adjourned without objection until Wednesday, April 1, 2026, at 1:30 p.m.

Summary:
The joint committee on Ways and Means and Consumer Protection met for decision-making only on two agendas and took action on a large number of Senate bills, with no oral testimony heard. On the 1016 agenda, the committee recommended passage of measures including SB 2088, SB 2925, SB 2781, and several others, and passed a number of bills with amendments. Notable amendments included SB 3263, which adopted AG amendments related to the name, image, and likeness endowment trust fund; SB 2047 on pharmacy benefit managers, which incorporated Hawaii Pharmacist Association changes; SB 2087 on health insurance, which added Insurance Division clarifications; SB 2100 on pesticides, which added a blank appropriation; SB 2353 on outdoor signage, which removed provisions related to the Wiki special district; and SB 2902 on renewable energy, which clarified certification standards for portable solar devices and exempted them from certain disclosure requirements. Most recommendations were adopted without objection, though a few members noted reservations on selected bills. The committee also deferred one bill on the agenda, SB 3327.
The committee then moved to the 1015 agenda and acted on additional measures. SB 2003 was passed with amendments tied to Act 255, including a repeal trigger if deadlines are missed; SB 2497 on utility-related transparency drew the most discussion, with one member warning about litigation and costs while another argued it was simply about electricity-rate transparency, and it ultimately passed with PUC-related amendments and an exemption for utility cooperatives. Other measures were passed unamended or with technical or fiscal amendments, including bills affecting land planning, tax credits, conveyance tax language, shoreline maintenance, and community improvement projects. Several bills had appropriations blanked or effective dates deferred to 2050, and many were adopted with members noting reservations rather than opposition.
On the 1017 agenda, the committee continued approving measures, including SB 709 on crisis intervention officers and assisted community treatment, SB 2153 on defining bona fide farmer/agriculture activity, SB 2694 on water rate adjustments, SB 3025 on income eligibility limits, and SB 3085 on the Hawaii film studio, which included a five-year repeal provision if the studio has not relocated. The committee also passed numerous other bills unamended or with technical amendments, often deferring effective dates or blanking appropriations. Across both agendas, the committee’s actions were largely consistent: bills were advanced with amendments tailored to agency requests, technical corrections, or fiscal adjustments, and votes were generally unanimous or near-unanimous with occasional reservations recorded.

Summary:
The Senate Committee on Finance met in the second special session and considered a series of bills, mostly related to flood response, water infrastructure, taxation, school accountability, property fraud, and legislative procedure. Senator Zaffirini presented SB 18 on TCEQ permit exemptions for certain erosion, floodwater, and sediment control dams or reservoirs; Senator Perry presented SB 2 on flood relief preparedness, SB 14 on credit impact fees and water supply/conservation incentives, and SB 5 on Hill Country relief funding; Senator Bettencourt presented SB 3 on early warning flood sirens, SB 9 on replacing STAAR with three annual tests and strengthening A-F accountability, and SB 10 on lowering the rollback tax rate from 3.5% to 2.5%; Senator West presented SB 16 on property transaction ID requirements and new real property theft/fraud offenses; and Chair Huffman laid out SB 34, which changes legislative witness immunity rules from transactional immunity to testimonial immunity consistent with federal law. The committee also heard brief explanations that several bills were the same as versions previously passed by the Senate or committee, and there was limited public testimony, with no witnesses on most bills and only position cards on SB 16. Senator West raised a concern on SB 10 about a possible carve-out for police pay raises, but Senator Bettencourt said no change would be made at that time. For SB 34, Chair Huffman explained the bill would still allow compelled testimony before the legislature but would no longer provide blanket immunity, while preserving the right to counsel.
The committee voted favorably on all bills considered. SB 18, SB 2, SB 14, SB 3, SB 16, SB 5, and SB 34 were reported out unanimously or near-unanimously, while SB 9 passed 10-1 and SB 10 passed 8-3. At the end of the meeting, Senator West requested to be shown voting nay on SB 9, and the chair granted unanimous consent. The committee then recessed subject to the call of the chair.
