Substitute House Bill 2152, known as Ryan’s Law, would allow limited medical cannabis use for qualifying end-of-life patients in hospitals, nursing homes, and hospice facilities; supporters said it would improve quality of life, and it passed 46-2. Engrossed Substitute House Bill 1604, dealing with search procedures for transgender and intersex individuals confined in local jails and codifying federal Prison Rape Elimination Act-related standards, drew debate over whether amendments were needed and whether the bill would burden or protect staff and inmates; two amendments were rejected, and the bill passed 30-19. Second Substitute House Bill 1906, as amended, increased transparency and consumer protections for water system rates, especially for older or smaller systems, and passed unanimously 49-0. Engrossed Substitute House Bill 1916 tightened voter registration challenge procedures and gave county auditors more discretion in handling challenges; an amendment to broaden who could challenge voters statewide was rejected, and the bill passed 49-0. The Senate also passed Second Substitute House Bill 2429, which extends and updates the Children and Youth Behavioral Health Work Group and aligns agency planning with the Washington Thriving Strategic Plan; a committee striker was adopted despite concerns about added government structure, and the bill passed 49-0. Second Substitute House Bill 2384, increasing oversight of continuing care retirement communities through actuarial review and Office of Insurance Commissioner oversight, passed 37-12 after the chamber rejected the committee striker and adopted a revised striking amendment. The session ended with a point of personal privilege from Senator Lovick and an adjournment motion, and the Senate adjourned until March 4, 2026.

The House Judiciary Committee substitute for House Bill 70, updating the Public Regulation Commission and hearing officer structure, passed 66-0 after brief debate. House Bill 247, which modernizes capital outlay procedures and limits reauthorizations, was then taken up; the sponsor explained it would send unspent general fund capital outlay money to a Capital Development and Reserve Fund and tribal project balances to the tribal infrastructure fund. An amendment was offered to redirect the reserve fund money to the state road fund, and debate began, with members discussing road conditions and the purpose of the reserve fund.

After testimony and questions, the chairs said they appreciated the comments but wanted to move the bill forward without amendments because of a filing deadline, noting that timing and other issues could be worked out in later committees with DLNR, OHA, and stakeholders. Both committees then voted to pass SB 3173 unamended, with one member excused in each committee.

Summary: The Committee on Culture and the Arts met on February 13 and heard testimony on HB 2045, which would designate La Hoʻihoʻi Ea Sovereignty Restoration Day as a state holiday in place of Statehood Day. The committee then voted to pass HB 2045 with one amendment to defect the date; the motion passed unanimously with the chair, vice chair, and members voting aye, and one member excused. The committee also heard HB 1703 HD1, which authorizes rodeos and rodeo activities on lands zoned for agriculture or pastoral use. Testimony in support came from the Department of Land and Natural Resources, the Agribusiness Development Corporation, and the Iron Workers Stabilization Fund, with comments from the Hawaii Food and Policy group. Supporters described rodeos as cultural and social events that could boost local economies, create jobs, and provide youth and community engagement. The committee passed HB 1703 HD1 with technical amendments. Finally, the committee considered HB 2461, which would increase the ceiling for the works of art special fund and appropriate funds for preservation of the state’s public art collection and a collections manager position. After discussion, the chair said the measure would not move forward this year and recommended deferral; the committee deferred the bill and adjourned.
