  • What's the standard?
  • Most of the standard solar panels have warranties of 20 years.
  • That's the North American Electrical Reliability Corporation standards.
  • Of course, these would also need to be in compliance with NERC standards.
  • It's just setting up a standard of care, a clear standard of care for utilities.

Summary: The Joint Committee on Ways and Means held a hearing at UMass Amherst on Governor Healey’s fiscal year 2027 budget, focusing on energy/environment-related transportation issues and the Massachusetts Department of Transportation. The chairs and members opened with thanks to UMass, university leadership, court officers, and legislative staff, and Chancellor Javier Reyes highlighted UMass Amherst’s research, workforce, sustainability, and transportation contributions, including energy research, transit operations, and partnerships with MassDOT. The hearing then moved to MassDOT and MBTA testimony on the administration’s transportation funding package, including House 2, the FY26 Fair Share supplemental, and a proposed four-year Chapter 90 authorization. MassDOT officials described the budget as part of a broader multi-year transportation investment strategy, citing funding for operations, snow and ice removal, regional transit authorities, the MBTA, the Merit Rating Board, sustainable aviation fuel credits, micro-transit and last-mile grants, unpaved road improvements, bridge and pavement work, and housing-related transportation infrastructure. They emphasized workforce expansion, capital delivery capacity, safety improvements, and local aid, including the new lane-mile-based Chapter 90 formula intended to benefit rural communities. Officials also discussed major projects and programs such as Grant Central, culvert and unpaved road grants, work zone speed cameras, congestion hotspot fixes, the Sagamore and Bourne Bridge projects, and MBTA operating support and safety upgrades. Testimony from the MBTA and rail/transit staff focused on improved ridership, service frequency, accessibility, and safety, including progress on the Green Line Train Protection System, reduced delays, expanded bus and commuter rail service, and the South Coast rail extension. Regional transit authorities reported increased ridership and described new fare-free, connectivity, and community transit grants. Aeronautics testimony covered airport capital work, drone and data programs, sustainable aviation fuel efforts, and workforce development in aviation maintenance. Committee members then asked questions, especially about Western Massachusetts priorities, Chapter 90 funding, bridge repairs, snow and ice costs, Cape Cod bridges, Buzzard’s Bay rail, and Compass Rail/West-East Rail. Officials said several federal rail grants were moving forward, that Sagamore Bridge procurement would begin soon, and that the administration remained committed to pursuing federal funding and multi-year transportation investments.

Summary: The Senate convened with 27 members present, heard a guest minister’s prayer for the National Day of Prayer, and adopted the pledge. The chamber then dispensed with the journal and received a legislative bureau report on numerous House bills. It also received House messages on several Senate bills and joint resolutions, including concurrence on multiple Senate measures with amendments, and introduced Senate Concurrent Resolution 63, which would request an audit of the fiscal note process. The Senate adopted Senate Resolution 86, which would prohibit eyeglasses with video or audio recording capability on the Senate floor without approval from the President. Several Senate bills were advanced, including measures on human trafficking training in schools (SB 83), bulletproof vests for peace officers (SB 143), dental care for cancer patients (SB 155), parental leave for educators (SB 157), election board compensation days (SB 202), child welfare and the state child ombudsman (SB 237), brain injury treatment coverage (SB 295), foreign-adversary contract review and homeland security (SB 388), school safety reporting (SB 450), and prompt-pay standards for health care claims (SB 465). Most of these bills passed the Senate unanimously or near-unanimously and were moved to reconsider, while SB 513 on public works average-bid contracting was amended and returned to the calendar. The Senate also took up many House bills, passing measures on voluntary portable benefits for independent contractors (HB 301), memorial highway and terminal designations (HB 358, HB 384, HB 428, HB 657, HB 675, HB 716, HB 972), insurance and health-related changes (HB 413, HB 450, HB 631, HB 680), workforce development (HB 680), and a seafood research authorization near Grand Isle (HB 669). Several bills were amended before passage, including HB 359 on election qualifying rules and HB 675 with an added memorial corridor for crossing guard Katie Wells. Other House bills were received but not acted on or were returned to the calendar. The session ended with committee announcements, a brief recognition of mothers in the chamber, and adjournment until Monday, May 11 at 2 p.m.

Summary: The Environment and Agriculture Committee held a hearing on HB 566, which would require permit applications for new landfills to include a detailed leachate management plan. The bill sponsor said the measure was prompted by recent reporting on leachate problems at New Hampshire landfills, including alleged violations at a Bethlehem facility and deficiencies at other sites, and argued the bill is meant to improve public health protections without dictating specific treatment methods or hindering innovation. The sponsor also said the proposal was developed with input from the Department of Environmental Services (DES) and industry representatives, and that a forthcoming amendment would revise the bill’s language to better fit the permitting process. The sponsor explained that the amendment would move several requirements out of the contract section and into the planning section, change references such as “permit for construction” to “operating approval,” include landfill expansions, and remove language that could be read as requiring long-term contracts. Questions from members focused on whether the bill would create enforceable consequences if a plan is not followed, whether it would limit operators’ flexibility, and whether existing DES rules already cover the subject. The sponsor said enforcement details should be addressed by DES and emphasized that the bill would not lock operators into any particular contract or technology. The Business and Industry Association testified in opposition to the bill as introduced, saying it appeared unnecessary because DES already regulates leachate through existing rules, including Env 806.53, and has authority to update those rules as technology changes. The witness argued that putting the requirements into statute could freeze the regulatory framework, create conflicts with future rulemaking, and make it harder for DES to respond quickly to new treatment methods or operational issues. No vote or final action was taken at the hearing.

Summary: The Business and Insurance Committee first handled a series of executive nominations, including appointments or reappointments to the Oklahoma Securities Commission, Real Estate Commission, State Athletic Commission, Accountancy Board, Commission on Consumer Credit, Uniform Building Code Commission, Abstractors Board, Used Motor Vehicle Dismantler and Manufactured Housing Commission, and State Banking Board. Most nominees briefly addressed the committee, and the nominations were advanced by unanimous or near-unanimous votes. One HB 4488 was laid over at the start of the meeting. The committee then considered several bills. HB 4322, which would remove a dual-licensure requirement for funeral directors and embalmers, drew questions about consumer protection and body care procedures and passed 6-3. HB 4202, changing workers’ compensation fee schedule treatment for radiology, passed unanimously. HB 4203, directing the Uniform Building Code Commission to explore guidelines for single-exit configurations in certain buildings up to four stories, passed 7-2 after concerns were raised about fire safety. HB 4457, dealing with specialty pharmacies, pharmacy benefit managers, and access to specialty medications, passed unanimously. Members also debated HB 3983, which would move Oklahoma’s moist smokeless tobacco tax to a weight-based system; supporters argued it would improve fairness and revenue stability, while opponents said it would raise taxes on some products and lacked consumer protections. It passed 6-3. HB 3660, authorizing natural organic reduction as an additional end-of-life option, prompted a lengthy debate over dignity, religious concerns, and consumer choice; it passed 5-4. HB 3802, prohibiting auto insurers from raising premiums solely because a spouse died, passed unanimously. HB 2933, a consumer protection insurance bill, passed 9-0 after extensive discussion of claims handling and insurer accountability. Additional insurance and regulatory measures—HB 2955, HB 2956, HB 3781, HB 3521, HB 3796, HB 3794, and HB 3800—were also advanced, most with little or no opposition. The chair closed by noting all executive nominations and legislation had been cleared from the committee for the year.

Committee: Senate Judiciary
Summary: The Senate Judiciary Committee considered a large slate of executive nominations and bills. The nominations of Kevin Buchanan to the Oklahoma State Council of Interstate Adult Offender Supervision, Bobby Raines to the Polygraph Examiners Board, and Colton Richardson to the Oklahoma Indigent Defense System Board were each advanced to the full Senate without opposition. The committee then heard and advanced several measures on elections, criminal law, public safety, and civil procedure, including bills on Article V convention commissioner guardrails, precinct official terms and oaths, fraud and identity theft, treatment screening for arrested individuals, electronic monitoring eligibility, press access to certain arrest information, foreign terrorist organization-related offenses, CDL eligibility tied to the meth registry, sheriff service fees, fentanyl overdose reporting and presumptions, corporate law updates, appraiser fees in condemnation cases, child sexual abuse reporting protections, eviction mediation, garnishment response deadlines, retired municipal judges carrying firearms, critical mineral ownership restrictions, removal of a sunset on a sexual assault nurse examiner coordinator, enhanced riot and assault penalties, ability-to-pay hearings at sentencing, firearm component liability protections, hospice admission authority, government tort claims coverage for OU Health Authority, and tort claims coverage for county jails housing inmates for other entities. Several bills drew notable questioning and amendments. House Bill 2299, dealing with Article V convention commissioners, was advanced after debate over the bill’s “intimidation” language and its potential effect on political speech; Senator Jett opposed it on vagueness grounds. House Bill 3852 on precinct officials was amended to reflect Election Board recommendations, including changing a disqualification period from three to six years, before advancing. House Bill 2939, removing obsolete fax-machine references from election law, was amended to strike a repealed-law reference and then advanced. House Bill 4343, setting a $350 fee for court-appointed appraisers, prompted extended concern about fixing a market rate in statute; the title was stricken so the measure could be worked on further, but it still advanced. House Bill 4227, the child sexual abuse NDA bill, advanced after the author recognized concerns and agreed to strike the title for further work, and House Bill 3386 on same-day eviction mediation also advanced after the author struck title to revisit discrimination concerns. Other measures advanced with little or no opposition, including House Bills 3244, 3345, 3114, 4144, 3764, 3304, 3262, 2941, 3498, 4141, 4237, 3062, 3431, 3581, 3648, and 3974. Some bills generated focused policy questions, such as whether the fentanyl overdose presumption would be rebuttable, whether the meth registry is lifetime or time-limited, whether the electronic monitoring bill would be too restrictive, and whether the riot-mask felony language could affect law enforcement officers operating in an official capacity. The committee also restored title on several measures before advancing them. The meeting concluded with Chairman Howard thanking the committee and staff and noting it was his final policy committee meeting as chair before adjournment.
