Summary: The Senate Local Government Committee heard several bills by Senator Bettencourt focused on property tax and local government accountability. SB 32 would provide about $700 million in business tax relief by raising the business personal property exemption from $2,500 to $25,000 and continuing a 20% franchise tax credit for inventory taxes paid. Witnesses from NFIB, the Texas Retailers Association, and Texas Realtors supported the bill, saying business personal property and inventory taxes are burdensome and especially hard on small businesses. After no opposition testimony, SB 32 was left pending. The committee also heard SB 1453, which would change how interest and sinking tax rates are calculated by using only the minimum debt service required under bond schedules, while still allowing a higher rate with a 60% governing body vote and a public explanation. A witness from the Texas Taxpayers and Research Association supported the bill as a way to keep debt rates from rising as property values increase and to preserve tax relief. The bill was left pending after testimony. SB 1883 would tighten rules on local impact fees by requiring 60 days of public availability for capital improvement plans and land use assumptions, raising the approval threshold for adopting impact fees from a simple majority to two-thirds, limiting how often fees can be increased, and expanding notice requirements. Builders and developers testified in support, arguing that impact fees are often poorly reviewed, lack accountability, and are passed on to homebuyers, worsening housing affordability. Committee members discussed adding audit provisions and questioned the lack of city testimony. The bill was left pending with subcommittee action. SB 1452 would require a voter election to decide whether a municipal management district continues to exist, with dissolution if voters reject it; supporters said it would add accountability, while others noted some districts provide essential services and infrastructure. The committee heard testimony from district representatives and builders, then left SB 1452 pending before recessing.

Summary: The House convened with a quorum, opened with prayer, the pledge, and a national anthem performance, then moved through several personal privileges and recognitions. Members welcomed a student cancer survivor and entrepreneur, Bella of Brave Bella Bead Company, and also recognized a new legislative assistant, a page leaving for college, and a resolution honoring National Mississippi River Day. The chamber also received conference committee reports and enrollment reports, and returned some previously failed measures to the calendar, including H.R. 119 and H.B. 410. The main floor action centered on a series of Senate concurrent resolutions, most of which were adopted overwhelmingly. These included SCR 59 on re-evaluating flood maps and insurance rates tied to the Comite River Diversion Canal, SCR 61 urging higher reimbursement for behavioral health crisis centers, SCR 62 calling for review of school-zone safety and speed limits, SCR 68 creating a blockchain and digital innovation task force, SCR 69 encouraging continued research to reduce sugarcane burning, SCR 70 supporting the Major Richard Star Act for medically retired combat-wounded veterans, SCR 54 supporting the Mississippi River Basin Fishery Commission Act, SCR 55 designating the Peggy Martin Rose as the official state rose, SCR 64 creating a construction manager-at-risk task force, SCR 75 studying a Louisiana maneuvers museum and trail, and SCR 80 creating a task force on the minimum foundation program and long-term teacher pay funding. Most passed with little or no opposition, with SCR 84 on earthquake seismic activity in several parishes amended to adjust task force membership before final adoption. The House also heard a personal privilege statement honoring the late Ponder P.C. Clinton Jr., a noted Black farmer, cattleman, and community leader in Shreveport’s Cedar Grove neighborhood, and expressed condolences to his family. Later, members received a hurricane-season reminder from Rep. Jay Galle about disaster response procedures and the need to work through parish emergency offices. The transcript ends as the House moves into additional concurrent resolutions returned from the Senate with amendments.

Summary: The Senate opened with routine proceedings, including the roll call, approval of the previous day’s journal, referral of committee reports and gubernatorial appointments, and the removal of Senate Joint Memorial 8003 from the consent calendar to the regular calendar. The chamber also received and referred Engrossed Substitute House Bill 1604 to the Committee on Human Services, and later took up several gubernatorial confirmations. The Senate adopted Senate Resolution 8682 recognizing the YMCA’s 150th anniversary in Washington. Senators spoke in support, describing the YMCA’s role in child care, swim lessons, youth programs, civic engagement, camps, and community health, and guests from YMCA organizations were recognized on the floor. The Senate then confirmed Jeffrey P. Fairchild to the Whatcom Community College Board of Trustees, Randall V. Scott to the Lake Washington Institute of Technology Board of Trustees, and Anna M. Franklin to the Community Colleges of Spokane Board of Trustees, each by unanimous or near-unanimous roll call votes. The chamber also observed a moment of silence for the family of Representative Tom Dent after his wife suffered a stroke. After caucuses, the Senate returned to floor action on two major bills. Substitute Senate Bill 5185, creating a pilot pathway to physician licensure for international medical graduates, was advanced to final passage and approved 39-1. Engrossed Substitute Senate Bill 5993, lowering the interest rate on medical debt, drew extensive debate about affordability, charity care, and the impact on rural hospitals; amendments were considered, including one to make the bill prospective rather than retroactive, which was adopted, while a rural-hospital differential-rate amendment failed. The bill ultimately passed 29-19. The Senate then adjourned until Monday, February 9, 2026.

Summary: The Senate met with 23 members present, opened with prayer and the pledge, and then took up a long calendar of resolutions and House bills. Early action included adopting numerous Senate resolutions, such as studies on the Upper Pontchartrain Basin, economic development boards, remote notarization, retirement system investments in China, and several commendations. The chamber also concurred in House Concurrent Resolutions on the Louisiana Maneuvers museum/trail study, roundabout education, plumbing code review, and economic ties with Taiwan, with most of these adopted unanimously or near-unanimously. A special recognition was also held for 2025-26 Teachers of the Year from Senate District 15. On the bill calendar, the Senate advanced a wide range of measures. Several bills dealt with education, public safety, and local government, including allowing virtual school students to participate in school activities, requiring mayoral training, updating rules for justice of the peace jurisdiction, and increasing penalties or fees in certain local matters. Other measures addressed health and human services, such as suicide prevention signage and 988 hotline placement on school IDs, Medicaid and provider payment rules, medical records fees for veterans, mental health protective custody procedures, and housing support for trafficking survivors. The chamber also passed bills on insurance, insurance-related venue rules, prompt payment to contractors, hazardous waste cleanup funding, and motor vehicle insurance requirements for out-of-state vehicles. The Senate also approved several criminal justice and public safety measures, including school threat penalties, autopsy photographs as evidence, impaired driving-related provisions, and restrictions on cell-cultured food products and labeling. Additional bills covered economic development and business regulation, such as wood pellet and brick manufacturing incentives, digital asset custody, CPA licensure pathways, and licensing for motor vehicle/recreational product dealers. Most bills were passed by wide margins, though a few drew notable opposition, including the constitutional and policy measures on gender/sex terminology, child custody arbitration, and the out-of-state vehicle insurance bill. Many bills were amended on the floor before final passage, and motions to reconsider were routinely laid on the table.
