After approving the committee minutes, members received an update on college athletics and Senate Bill 3 from University of Louisville Athletic Director Josh Heird and University of Kentucky Athletic Director Mitch Barnhart. They said Kentucky’s NIL framework and reporting requirements are working reasonably well and praised the state for not trying to create a competitive advantage in the evolving college sports environment. Heird reported that 521 student-athletes have signed up for NILGO and about 240 deals have been approved through the system, while noting the need to ensure NIL agreements are legitimate marketplace deals rather than artificial payments. The discussion also touched on the House settlement, the $600 approval threshold, and broader federal changes affecting college athletics.

The Senate then moved into Committee of the Whole and considered three House bills. HB 2048, dealing with orders of protection and process service, was amended and recommended do pass. HB 2398, concerning watercraft insurance requirements and penalties, was amended after debate over a floor amendment exempting some infrequent boat rentals; the amendment was adopted over opposition from Senator Epstein, and the bill was recommended do pass as amended. HB 2611, relating to child welfare and group home safety, was amended with changes requiring DCS reporting and standards for group foster homes, and was also recommended do pass as amended.
On third reading, the Senate passed HB 2198, HB 2434, HB 2764, HB 2772, HB 2837, HB 2868, HB 2906, and HB 2996, with HB 2772 drawing a 17-9 vote after Senator Gonzales objected that it could affect emergency responders seeking driver’s licenses from patients. HB 2868 passed 25-1, HB 1668 passed 25-1, and the rest passed unanimously or near-unanimously. The Senate also concurred in House amendments to SB 1168, SB 1254, and SB 1668, then passed SB 1168 and SB 1254 on final reading and sent them to the Governor; SB 1668 also passed final reading and was sent to the Governor. The chamber then recessed.

The Senate next considered Senate Bill 59, relating to prohibited uses of tax dollars and resources. After adopting Senate Committee Substitute 1, members debated whether the bill’s enforcement provisions were needed to prevent public funds from being used to influence ballot questions; supporters cited prior school-related advocacy, while one opponent raised concerns about possible uneven treatment of schools receiving federal funds. The bill passed 28-9.
Finally, the Senate took up Senate Bill 137, relating to a provisional license to practice medicine. Supporters described Kentucky’s physician shortage, especially in rural areas, and argued the bill would help recruit foreign medical graduates by allowing a path to licensure based on prior residency and work experience. A floor amendment was offered to preserve standards by emphasizing U.S. residency pathways and cautioning against lowering the standard of care, but the amendment was withdrawn after discussion. The bill remained under consideration at the end of the transcript.
