Summary:
The committee began by introducing new member Rep. Dylan Travis, who was elected in a special election and will represent District 35. The first measures taken up focused on water policy. HB 1346, as amended, would create a revolving fund for water and wastewater infrastructure loans through the Oklahoma Water Resources Board, with the amendment removing population-based language so infrastructure needs can be considered more broadly; it passed 9-0. SB 1509 would make well-spacing standards apply uniformly across the state by aquifer rather than waiting on maximum annual yield studies, and OWRB staff explained that domestic wells are not affected and existing rules still protect landowners; it passed 6-3. SB 1928 would establish a five-year flex allocation for groundwater use, allowing producers to shift unused water from one year to another, and it passed 7-2.
The committee also considered several agriculture and food-related bills. SB 2028 would authorize the sale of raw milk products without consumer notification or container labeling beyond indicating the product is unpasteurized; it passed 8-0. SB 2071 would align Oklahoma’s Grade A milk regulations with federal standards and increase the dairy inspection fee from 1 cent to 2 cents per hundred pounds, but after concerns from members and testimony from ODAF about the fee burden, the committee adopted an amendment restoring the 1-cent rate; the bill then passed 8-1. SB 2110 would allow sale of ungraded eggs off-farm at farmers’ markets or directly to consumers, including unwashed eggs, and passed 9-0. SB 2117 would clarify that the Department of Agriculture can stop the sale of contaminated grain and direct remediation or destruction in a current contamination event involving sewer leakage into a field; it passed 9-0.
Other measures addressed livestock transport, crop protection, hemp, and a proposed reimbursement scheme. SB 2134 would create procedures for wreck services and emergency management to handle livestock involved in transportation accidents, with the Department of Agriculture setting humane handling policies; members discussed whether the bill should explicitly address state or county emergency management and rail incidents, and it passed 8-0. SB 2127 was described as a work in progress to address crop protection and nontraditional producer practices, especially amid difficult conditions for row-crop producers, and it passed 8-1. SB 722, after the committee rescinded a prior referral, was presented as a new section requiring ODAF to reimburse agricultural operations for economic losses caused by agency actions enforcing court-ordered rules from an attorney general suit; after extensive questioning about scope, valuation, and legal effects, the author laid the bill over for further work. Finally, SB 3, on a newly adopted PCS, was reframed from a biosolids bill into a hemp-definition bill intended to align state law with the new federal definition and reduce youth access to marijuana-like hemp products; it passed 8-0. The meeting then adjourned.

Summary:
The Government Oversight Committee met with a quorum and heard a series of bills, beginning with HB 3942, which tightens the state’s incentive evaluation process; it passed 11-0. HB 4203, allowing the Oklahoma Uniform Building Code Commission to explore guidelines for small multifamily housing of eight units or fewer and four stories or less, passed 10-1. The committee also advanced HB 3919, reducing county fair board size from nine to five members at county option to address quorum problems, and HB 3883, which imposes utility-system inspection, notice, and backflow-preventer-related requirements on governing bodies in exchange for reducing litigation exposure; both passed 12-0. HB 4193, as amended, would restrict state contracts and taxpayer funds from going to foreign adversaries or related entities, with exceptions and purchasing-director discretion; it passed 9-3. HB 3172, the Fair Banking Act, would limit adverse banking actions against lawful economic activity at large banks and create a complaint/reason-request process; after extensive questions about thresholds, exceptions, and constitutional issues, it passed 11-3. HB 3306, increasing transparency requirements for campaign statement-of-organization reporting with a $400 threshold and a delayed effective date, passed 14-0. The committee laid over HB 4303 and HB 4311 until the next meeting and adjourned.

Summary:
The Senate convened with 32 members present, heard a guest prayer from Pastor Dr. Michael Linton, and proceeded through routine journal approval and legislative bureau reports. The chamber received numerous House messages on passed Senate bills and House bills, introduced several resolutions and concurrent resolutions, and recognized Former Legislators’ Day with remarks honoring deceased former members and welcoming back past legislators and other officials. The Senate also adopted SCR 63, which asks the Legislative Auditor to review how fiscal notes are developed and prepared, after an amendment clarifying the study’s scope and a 33-0 vote.
The body then took up a series of Senate bills returned from the House. It concurred in House amendments to SB 106 (crime scene recordings/public records), SB 206 (blood pressure testing in schools, narrowed to athletes), SB 248 (polling place closures for very small precincts), SB 104 (highway memorial designation), SB 122 (bridge preservation), SB 180 (disabled veterans’ homestead exemption transfer language), SB 260 (youth athletics safety training/Coach Safely Act), and SB 476 (garnishment service wording). It rejected House amendments to SB 441 on pre-kindergarten programs. SB 57 on nutrition cleanup, SB 414 on medical debt protection, SB 525 on unclaimed property purchases, SB 501 on postsecondary health information postings, and SB 276 on bail bond producer affidavits all advanced or passed, with SB 57 and SB 414 ultimately passing and SB 525 and SB 501 also receiving final passage.
The Senate also adopted SCR 30, a resolution urging Congress to ensure accountability and release of Epstein-related files, and later took up SB 513, a pilot program involving average bid/design-build contracting for certain airport-related projects, which passed 25-10 after extended questioning about its purpose and safeguards. SB 484, revising higher education governance and removing LUMCON language in favor of a study commission, passed 36-1. In personal privilege remarks, senators recognized Louisiana Arts Day and introduced guest Ed Tillman. The chamber then began a long series of House bills, including HB 462 on the Capital Area Road and Bridge District board composition, HB 547 on photographing voter registration information, HB 613 on marking driver’s licenses with citizenship status, HB 691 on voter-roll verification through the federal SAVE system, and HB 712 waiving certain OMV fees for homeless individuals; several of these bills were explained and moved toward final passage as the session continued.
