San Antonio Water System testified in favor, saying brackish groundwater is a key future supply and that the substitute would help speed development of desalination and brackish projects. The Texas Alliance of Groundwater Districts testified neutrally but raised concerns about reduced district oversight, especially around injection-well exclusions and the loss of export fees, and said discussions on the bill were ongoing.
