Summary:
The committee considered two bills focused on workforce development and construction trades training. The first, Bill 338 from Chairman Bale, would create a training assistance fund for K-12 schools and community colleges, especially for construction trades programs. The proposal would divert 2.75% of the contractor tax, which members noted is already collected and would remain in education, into a grant fund that schools and colleges could apply to through the Mississippi Office of Workforce Development/Accelerate Mississippi. Members asked for clarification that the money would not go to individual schools automatically but would be awarded through grants, and the bill was approved by a do-pass motion.
The second bill would establish a state Office of Apprenticeship to comply with federal requirements and allow Mississippi to draw down federal apprenticeship funds. The sponsor said the measure was still a work in progress and asked the committee to insert a reverse repealer because the language had not been finalized after Department of Labor review. A question was raised about whether the program would work with existing trade union apprenticeship programs, and the sponsor said the legislation would include advisory committee representation from the union community. The committee adopted the reverse repealer amendment and then reported the bill out on a do-pass as amended motion.

Summary:
The committee met with a quorum and first took up Senate Bill 2417 on employment telework policies. The chair explained the bill was intended to give agencies, boards, and other groups clear authority to set telework policies, noting much of the issue arose during COVID and that the Personnel Board may already have adopted similar rules. The committee adopted a title-sufficient do pass motion and reported the bill out without opposition.
Next, the committee considered Senate Bill 2419, a child care workforce proposal from Senator Boyd. The chair described it as a companion to another finance bill and said it would create an employee child care tuition assistance partnership program to help address child care costs that can keep people out of the workforce. The bill was moved as title sufficient do pass and reported out.
The committee then advanced Senate Bill 2671, which would bring forward code sections related to state salary-setting and economic development hiring, especially for positions such as MDA and Accelerate Mississippi leadership that are not currently at market rates. Senate Bill 2672 was also advanced; it concerns code sections tied to economic development and Accelerate Mississippi’s role in recruiting, training, and speeding business investment and startup in the state. Both bills were reported out on title-sufficient do pass motions.
Finally, the committee heard Senate Bill 2678, a proposal by Senator Taylor to index unemployment benefit duration to the state or regional unemployment rate. Taylor said the bill would shorten benefits when jobs are plentiful and extend them when unemployment is high, citing other states that use similar systems. Members asked whether the measure should be based on state, region, or county data, and the chair agreed it should be made region-specific or county-specific if needed. The committee then adopted a title-sufficient do pass motion, reported the bill out, and adjourned on a motion to rise and report.

Summary:
The meeting of the committee revolved around critical discussions on enhancing the defense industrial base, focusing on small business engagement and the importance of streamlined processes in defense contracting. There was a significant emphasis on the need for more investment in the defense manufacturing sector, particularly in the face of competition from countries like China. Some members expressed frustration over the treatment of small businesses, citing barriers that prevent these innovative companies from effectively participating in defense contracts. The need for a workforce capable of meeting the common challenges posed by evolving technologies and geopolitical threats was also highlighted throughout the meeting.

Summary:
The Senate Finance and Tax Committee met and first took up House Bill 1382, the gas tax bill. Members explained an amendment to ensure that the proposed three-cent gas tax distribution would include all counties and townships in oil-producing counties, rather than excluding non-oil-producing counties as in the original draft. The committee adopted the amendment unanimously, but then held the bill for the time being because of related work on the Department of Transportation budget in the House.
The committee then turned to House Bill 1168, a large hoghouse amendment that combined the bill with the contents of House Bill 1176 and added technical corrections. The proposal would raise the primary residence property tax credit maximum from $1,250 to $1,650, keep the 75% cap with a $500 floor, and extend the credit to voter-approved levies while excluding special assessments. Other changes discussed included aligning the disabled veterans property tax credit with the $200,000 exemption level, adjusting budget and distribution dates so taxing districts are made whole sooner, exempting townships from a general-election vote requirement for levy increases, and modifying school funding formulas so schools are not shortchanged if mill levies are reduced under the cap.
Testimony from the Association of Counties and the State Supervisor of Assessments was generally supportive of the technical cleanup and implementation changes, but they raised concerns about the June 1 distribution date, application timing, and the practicality of some programming and administrative changes. Committee members also discussed the policy and messaging implications of the 75%/floor structure and the difficulty of applying the credit to certain voter-approved levies. No final action was taken on House Bill 1168; the committee agreed to continue working on amendments and recessed until later in the day.

Press Conference: High Speed Rail Apr 28th, 2025 at 09:04 am
Transcript Highlights:
- It would generate an opportunity for development, personal development, and not opportunity for development
- , personal development, and not having to spend one, two, three hours in traffic on our highways.
- What I'd like to talk about really is a concept of transit-oriented development.
- If we start looking at a transit-oriented development, we start looking at a transit-oriented development
- , and we'll be able to manage that development.

House Bill 483, high-speed rail, transportation network, Texas, public testimony, rail connectivity, economic development
Summary:
The meeting was a press event in support of House Bill 483 and its Senate companion, SB 424, which would repeal the current state ban on high-speed rail investment and direct TxDOT to partner with a private entity to develop a Dallas-Austin-San Antonio rail line along the I-35 corridor. Rep. John Bucy, County Judge Andy Brown, Rep. Rafael Anchia, Rep. Ray Lopez, and Sen. Sarah Eckhardt all argued that Texas’ population growth and highway congestion make passenger rail a necessary transportation alternative and a long-term economic development tool. They emphasized benefits such as reduced commute times, improved mobility, lower congestion and emissions, stronger workforce access, and better connections between major metro areas.
Testimony focused on the Texas Triangle as a strong candidate for high-speed rail because of its population density, flat geography, and existing growth patterns. Speakers cited examples from other places, including Florida’s Brightline and rail systems in other countries, to argue that Texas is behind and could catch up through public-private partnerships. They also discussed transit-oriented development, last-mile connections through local systems like DART and Austin’s Project Connect, and the possibility of future expansion beyond the initial corridor. In response to questions, Bucy said the bill would allow TxDOT to seek bids and keep costs flexible, that the line would likely require dedicated high-speed track, and that express service could reduce Austin-San Antonio travel time to roughly 30 minutes and Austin-Dallas to under an hour and a half, though no launch date was set.
No formal vote or committee action was taken in the transcript. The event ended with Bucy saying the bill was a positive step and could become a bipartisan effort to build a more connected Texas.
