- And so there's a companion bill in the Senate, and we're working between the two of us, working with
Summary:
The House Local Government Committee held public hearings on four bills. HB 2174 would allow counties, cities, towns, or the Department of Transportation to designate accident risk zones on roads with repeated crashes, hold a public hearing, conduct engineering and traffic studies, increase enforcement, and use half of traffic fine revenue for safety improvements. The sponsor and local officials from Pasco and Colotis described serious crashes and fatalities on U.S. 12 and U.S. 395 and said the bill could provide a temporary safety tool while long-term fixes are pursued. Testifiers generally supported the concept but raised concerns about liability, implementation, youth penalties, and possible targeted enforcement, especially for motorcyclists; several suggested amendments and the committee discussed possible alignment with safe system practices.
HB 2267 would direct the Department of Commerce to create a model urban forest management ordinance, update it every 10 years, provide guidance on tree retention and mitigation, and create a grant program for local governments that adopt or substantially adopt the model. Supporters from Washington Conservation Action, The Nature Conservancy, FutureWise, and the Puget Sound Partnership said trees are important for stormwater, heat reduction, air quality, public health, and climate resilience, and argued the bill could help balance housing growth with canopy protection. Opposition from the Building Industry Association of Washington and the Master Builders Association focused on the grant condition tied to adoption of the model ordinance, concerns that the bill would effectively mandate local policy, and worries that prioritizing tree retention could constrain housing production and increase legal risk.
HB 2183 would require counties planning under the Growth Management Act to adopt extreme heat response plans by July 1, 2027, covering immediate response, long-term mitigation, protection of high-risk populations, tribal coordination, and public education. The sponsor and physicians from Washington Physicians for Social Responsibility cited the 2021 heat dome as a deadly disaster that overwhelmed emergency services and killed many people in their homes, arguing counties need coordinated planning for future heat events. Local public health officials supported the goal but asked for amendments to reduce duplication with existing emergency and mitigation plans and to clarify leadership roles; L&I requested that the bill reference existing worker-protection rules for outdoor workers. HB 1529 would let counties perform city roadway striping and paving work without counting it against city public works limits or bidding thresholds, if the county can do the work more cheaply or no bids are received. Supporters from Pasco and the Association of Counties said it would help cities use existing county equipment and crews more efficiently, while contractors and labor groups opposed it, warning about reduced competition, quality and oversight concerns, and the loss of prevailing-wage and small-business opportunities. No votes were taken on any of the bills, and the committee adjourned after the hearings.

- from 100 miles to 50 miles for a storm's path, and if you can expound a little bit about the House companion
Summary:
The committee heard and advanced several bills. SB 624, by Senator Yarborough, would allow batterers intervention programs to offer optional supplemental faith-based activities, with no participant required to take part; supporters said it would expand provider options amid a shortage of certified programs, while opponents raised concerns about government speech and mixing religion with court-ordered programming. After debate, the bill was reported favorably 7-2. The committee also considered CS/SB 834, which repeals a 2022 restriction preventing licensed insurance agents from marketing or selling health care sharing ministries; supporters framed it as restoring choice and free speech, while opponents warned about consumer confusion, commissions, and lack of insurance protections. It was reported favorably 8-2.
The committee next approved CS/SB 502, via a strike-all amendment, to give Florida concurrent jurisdiction over certain juvenile offenses on military installations so juveniles can be handled in state juvenile court rather than federal court; the amendment and bill both passed unanimously. CS/SB 52 also passed unanimously after testimony from church leaders and security personnel supporting an exemption from Class D/G licensing for unpaid armed security volunteers at places of worship. Supporters said the bill would clarify legal gray areas and help churches afford security, while members noted the broader concern that houses of worship need armed protection at all.
Finally, the committee reported favorably SB 840, which revises last year’s emergency/local planning law by narrowing its application after storms from 100 miles to 50 miles of the storm track and exempting certain water, flood, and state/federal planning matters; local government representatives supported the clarification, and the bill passed 9-0. CS/SB 758, as amended, updated the membership of the Justice Administration Commission to better reflect the entities it oversees, and it also passed 9-0. The meeting ended with a recorded affirmative vote from Senator DeSigley on SB 624.

Summary:
The Senate Housing Committee heard public testimony on several bills. SB 5885 would expand affordable housing on property owned by religious organizations by lowering the density-bonus affordability threshold from 100% to 50% and adding a sales and use tax exemption for qualifying projects. The sponsor and supporters from Redmond, Tacoma, Spokane, faith organizations, and housing nonprofits said the current standard is too restrictive and that churches and other faith groups have underused land that could help meet the state’s housing shortage. A county planning representative raised concern about an unfunded mandate to update local development regulations, and one testifier said the bill should be paired with funding for county planning work.
The committee also heard SB 5884, which would expand a sales and use tax deferral program for redevelopment of underutilized property. The bill would broaden eligible land beyond surface parking lots to include vacant, partially used, or underutilized parcels, and would allow cities to approve projects with at least 50% affordable units, or 20% in designated residential targeted areas. Supporters from Spokane, Vancouver, Kent, Bellingham, and the Washington State Association of Counties said the current program is too narrow and should be available in more places, including counties and more cities. Construction industry groups supported redevelopment but objected to a provision tying eligibility to apprenticeship utilization, saying it could disadvantage nonunion contractors and create compliance burdens.
For SB 5937, the committee heard testimony on smart access systems in rental housing. The bill would require landlords, upon request, to offer a non-biometric, non-app-based alternative key and to provide privacy policies and limits on data collection for smart access systems. Tenant advocates supported the bill as a privacy and access protection, citing concerns about app-based locks, data tracking, lockouts, and retaliation. Landlord and multifamily housing groups said they were open to the concept but argued the bill was too broad and could impose burdens on small housing providers or simple keypad systems, and they asked for narrower definitions and clearer implementation language.
Finally, the committee took testimony on SB 5938, which would make technical changes to the foreclosure prevention fee created last year, including exempting certain reverse mortgages and chattel loans, preventing duplicate charges on some state-backed transactions, and directing Commerce to study a possible state homeowner assistance fund. Homeownership counselors, legal aid, HOA advocates, and equity organizations supported the bill, saying it would clarify fee collection, protect low- and moderate-income buyers from unnecessary costs, and help sustain foreclosure prevention services. No votes or final committee actions were taken in the transcript, and the meeting ended after public testimony.

Summary:
The meeting of the committee commenced with the establishment of a quorum, where members discussed and voted on five significant bills related to energy efficiency, insurance regulation, and public utility governance. Notably, Senate Bill 2717 was presented, incorporating feedback to foster collaboration among various state agencies for improved energy efficiency performance. This was followed by a detailed discussion on Senate Bill 1642, which proposed changes to the Texas Department of Insurance's executive structure to optimize management and consumer focus. Each bill saw active participation from senators who moved to adopt committee substitutes for clarity and responsiveness to stakeholder concerns, indicating a proactive approach to legislative issues.
