Summary: The Senate Committee on Business and Commerce heard testimony on HB 149, the Artificial Intelligence Governance Act. Senator Schwertner described the bill as an outcomes-based AI framework that would require disclosure when people interact with AI, prohibit manipulative or social-scoring systems, address biometric capture, discrimination, and deepfake child exploitation, and give the Attorney General enforcement authority. It would also create an AI Sandbox and AI Council. Witnesses from the Texas Public Policy Foundation, a Houston attorney, TechNet, and the Texas Association of Business strongly supported the bill, praising its stakeholder process and pro-innovation approach, while Texas Appleseed suggested regulators should have more examination authority over sandbox participants. The bill was left pending. The committee then heard SB 229, which would prohibit motor vehicle dealers from conditioning a sale on dealer-offered financing or charging more because a buyer uses outside financing or cash. Senator West said the bill is meant to stop forced financing and bait-and-switch pricing, and he noted the bill passed the committee and Senate in the prior session. The Texas Automobile Dealers Association opposed the bill, arguing it would force dealers to accept any third-party lender or cash transaction on terms they cannot control. The Texas Credit Union Association supported the bill, saying consumers should be able to choose outside financing without hidden fees or pressure. After questions about cash purchases and dealer practices, the bill was left pending. The committee also took up SB 2566, which would clarify legislators’ access to information from executive agencies, including confidential information, by setting response deadlines, limiting confidentiality agreements to statutory terms, requiring a standard AG form, and creating a complaint and penalty process for noncompliance. No witnesses testified, and the bill was left pending. Finally, SB 1749, as substituted, would let certain court-related employees and judicial conduct commission personnel keep personal information such as home addresses and phone numbers confidential, with work addresses used in place of home addresses for certain purposes. District clerk and judicial conduct commission witnesses described threats and harassment as the reason for the bill, and a court administration witness answered questions about how the address protections would work with voter registration and precinct records. That bill was also left pending, and the committee recessed without further business.

Summary: The Senate Judiciary and Elections Committee heard and advanced several election, judiciary, child welfare, and criminal justice measures. SB 1489 would require paid petition circulators for initiatives and referenda to disclose their name, state of residence, and paid status verbally and on a badge, add registration requirements for certain local circulators, prohibit pay by signature for local measures, and apply strict compliance and funding-disclosure rules to local initiatives. The ACLU opposed it as compelled speech and a burden on political expression, while the Arizona Chamber supported it as transparency and parity with state-level rules. The committee recommended the bill do pass on a 4-3 vote. SB 1609, an emergency measure concerning political party names, would require proposed party names to be distinguishable from existing parties and bar use of terms like “independent” or similar variations. The Arizona Independent Party opposed it as a retroactive change and “cartel protection,” while county election officials and the Arizona Association of Counties supported it as reducing voter confusion. The committee adopted an amendment and recommended the bill do pass on a 7-0 vote. SCR 1040, a voter-approved constitutional referral, would raise the mandatory retirement age for judges and justices of courts of record from 70 to 75; supporters argued it reflects longer life expectancy and preserves experienced judges, while opponents said voters previously rejected a similar proposal and that an age limit is preferable. It passed 5-2. The committee also considered SB 1234, which changes juvenile court representation rules by requiring a guardian ad litem in dependency and termination cases and allowing appointment of an attorney for the child depending on age and ability to express an opinion. Sponsor Senator Werner said the bill was part of a broader child-safety reform effort informed by cases such as Rebecca Baptiste, arguing that a guardian ad litem with attorney authority would better protect children’s best interests. Child welfare attorneys and advocates opposed the bill, saying children need a dedicated attorney-client relationship, confidentiality, and a voice separate from the court or DCS; DCS remained neutral. The committee adopted an amendment and recommended the bill do pass on a 5-2 vote. SB 1661 would allow a presumed father to be relieved of child support obligations if genetic testing shows he is not the biological father; supporters described cases where men remained liable despite exclusionary DNA results, and the bill passed 6-0. Later, the committee heard election administration and transparency bills. SB 1392 would give governing bodies canvassing elections access to locations where election materials are created, handled, processed, tabulated, or stored, so they can observe procedures and review records while protecting secrecy and security; county officials raised concerns about the term “agent,” and the bill passed 4-3. SB 1634 would require ADOT to provide county recorders with a copy of an applicant’s handwritten signature when facilitating voter registration; county officials said it would improve signature comparison, and the bill passed 5-2 after a vote correction. SB 1743 would redact an individual donor’s employer street number, employer name, or residence address from public campaign finance reports, with penalties for improper disclosure; supporters cited privacy and safety, while opponents argued employer information is important for transparency and identifying influence. It passed 5-2. SB 1099, a strike-everything amendment, set statutory criteria for defamation claims involving public or private figures and public or private concerns, including falsity, reckless disregard, and context; it passed 4-3. After a recess, the committee heard SB 1535, which increases penalties for buyers of sexual conduct, including making the conduct a class 6 felony and adding a $200 assessment to support anti-human trafficking services. The sponsor and supporters, including survivors, law enforcement, neighborhood advocates, and the Maricopa County Attorney’s Office, said the bill targets demand that fuels trafficking and neighborhood disorder. Opponents from criminal justice and anti-violence groups said the bill should include a rebuttable presumption to better protect trafficking victims. The committee adopted an amendment and recommended the bill do pass.

Summary: The committee first considered SB 536, which updates Florida’s criminal gang statutes to reflect modern recruitment and communication methods, including social media and encrypted messaging. Senator Martin and supporters said the bill does not criminalize gang membership, but helps law enforcement and prosecutors establish gang-related connections for warrants and sentencing enhancements. Senator Smith raised concerns about the lowered threshold for being observed with gang members and possible unintended impacts on business owners and others; Martin said the language was not intended to cover ordinary business interactions and that a gang tattoo must be one used by the gang. After an amendment aligning the Senate bill with the House version was adopted, the committee reported CS/SB 536 favorably. The committee also favorably reported CS/SB 762, which allows chief judges to assign capital conflict cases across regional counsel offices, with an amendment requiring judges to consider judicial economy and geographic proximity. Testimony from regional counsel emphasized projected long-term savings, estimated at about $150 million over 10 years. The committee then approved CS/SB 1742, creating a new indecent exposure offense involving sexual conduct directed at minors, and CS/SB 1750, which increases penalties for serious sex crimes and child sexual abuse material offenses; both bills were amended before passage, with law enforcement groups appearing in support. The committee next took up SB 1582, which creates statewide data sharing for secondhand dealer and pawnbroker transactions without creating a new state-run database, while preserving confidentiality protections and law enforcement access. An amendment was adopted, and pawnbroker and recycling stakeholders testified in support. The linked public records bill, SB 1792, creating an exemption for those transaction records while allowing certain information to be released to alleged owners, was also reported favorably. The committee then approved CS/SB 500, which provides FDLE protective security details to major party nominees for governor, lieutenant governor, and cabinet offices after primary certification and until the general election is resolved; a technical amendment was adopted, and the bill was described as mirroring federal candidate protection practices. The longest and most contentious discussion was on CS/SB 1632, which would bar Florida courts from enforcing foreign or religious law in a way that overrides the U.S. or Florida constitutions and would create a process for designating foreign or domestic terrorist organizations, with related consequences for schools, funding, and student conduct. Senator Grall said the bill is intended to protect constitutional principles and target violent, criminal conduct rather than protected speech or religious practice, and she explained that designations would follow a public process with judicial review. Senators Smith and Polsky pressed repeatedly on First Amendment, due process, vagueness, and academic-speech concerns, asking how “promotion” would be defined and whether students, attorneys, or advocacy groups could be swept in; Grall said she was open to clarifying language but maintained the bill is aimed at furthering illegal acts, not mere opinion. Numerous speakers opposed the bill, warning it could be used to target Muslim students, religious communities, advocacy groups, and political dissent, while a few supporters argued it was needed for public safety. The transcript ends during public testimony on SB 1632, with no final committee vote shown in the excerpt.
