Summary: The House convened with a quorum, offered an invocation, led the pledges, and approved a series of routine motions, including excusing absent members and granting permission for several committees to meet while the House was in session. Members also adopted several memorial and recognition resolutions, including H.R. 1023 honoring Christian Beerbill, H.R. 1033 recognizing International Bereaved Mother’s Day, and H.R. 877 recognizing Urban League Advocates Day. The House also recommitted SB 17 and HB 4211 to committee and postponed SCR 27 and HB 2145 for later consideration. The chamber then took up a long third-reading calendar of bills covering a wide range of topics, including Sunset review measures, health care workforce and pricing, child custody and family law, Medicaid, rural ambulance grants, energy reporting, public information requests, trail development, virtual meeting disruptions, occupational licensing, protective orders, county leave pools, animal cruelty, infrastructure, and higher education. Most bills were explained briefly by their authors and passed with broad support, though several drew notable opposition, including HB 5265, HB 2402, HB 3000, HB 3237, HB 3326, HB 1056, HB 281, HB 3308, HB 1043, HB 1234, HB 1193, HB 294, HB 809, HB 334, HB 2037, HB 285, HB 1353, HB 3960, HB 4044, HB 4264, HB 2807, HB 3349, HB 4406, HB 1593, HB 1899, HB 1201, and others. Several bills prompted extended debate or amendments. HB 3237, extending public energy-use reporting for state and higher-education buildings, passed after questions about its public-sector-only scope and energy savings. HB 3326, addressing public service loan forgiveness credit for adjunct professors, initially failed on a 69-70 vote but later passed after verification and machine corrections. HB 3211, concerning optometrists in managed care plans, adopted a Buckley amendment before passing. HB 2213 on Texas Windstorm Insurance Association board composition adopted a Metcalf amendment requiring certain board members to be Texas residents. HB 412, dealing with harmful materials and sexual performance of a child, generated extensive questioning about its scope, existing legal standards, and effects on educators and medical professionals; the excerpt ends during that debate.

Summary: The Senate Committee on Banking and Insurance met with a quorum present and took up a series of bills, beginning with SB 1286, which expands Florida’s first responder recruitment bonus program to include newly employed firefighters, creates a DFS grant review panel, and establishes a PTSD institute within DFS. Supporters from the fire service and local government spoke in favor, and the bill was reported favorably. The committee then considered SB 198 on virtual currency kiosks. After adopting a substitute amendment, members heard testimony from consumer advocates, industry representatives, and credit unions about scam prevention, elder financial exploitation, and the need for regulatory certainty. The bill was reported favorably as a committee substitute. Members also approved SB 772, which allows limited licenses for portable electronics and eyewear insurance, and SB 1504, which creates a pathway for high school students to qualify for insurance customer representative licensure through insurance and personal finance coursework. Later, the committee approved SB 1038 and SB 1040, which together create a Florida Strategic Cryptocurrency Reserve and the related trust fund, both with technical amendments. SB 1440, dealing with public records exemptions tied to cybersecurity events and financial regulation, was also reported favorably after amendment. The committee then heard SB 1668 on the NICA program, with testimony both supporting solvency reforms and raising concerns about benefits and retroactivity; the bill was reported favorably. Finally, SB 570 created a task force on payment scams under DFS, was amended to reduce FDLE staffing requirements, and was reported favorably. The meeting ended after senators requested to be recorded as voting in the affirmative on certain bills and the committee adjourned.

Summary: The Senate opened with a quorum, an invocation by Rabbi Kelly Levy, a gubernatorial message naming appointees to the Red River and Nueces River Authority boards, and several ceremonial recognitions, including Texas Woman’s University athletes, the Doctor of the Day, Balch Springs Day, St. Mary’s University, Austin Oaks Church’s centennial, and a memorial resolution for Marie Flickinger, which was adopted after remarks from members and a moment of silence. The chamber then moved to the calendar and took up a series of bills and resolutions. Several measures dealing with water and taxes were passed: Committee Substitute for SB 1413 on procedures for amending or revoking certificates of public convenience and necessity for certain water utilities; SB 1583 on groundwater conservation district management plans, amended by Blanco; SB 23 and SJR 85 to increase the school district homestead exemption for elderly and disabled homeowners, both passing with one nay; SB 2774 to classify industrial uniform and linen rental businesses as retail trade for franchise tax purposes; and SCR 29 designating El Paso as the official boot capital of Texas for 10 years. Members also adopted SCR 49 recognizing Austin Oaks Church’s 100th anniversary and SR 424 recognizing Balch Springs Day. The Senate also advanced a package of insurance and regulatory bills. Committee Substitute for SB 1643 would require prior approval from the Texas Department of Insurance for certain property and casualty rate changes over 10%, and Committee Substitute for SB 1642 would restructure TDI from a single commissioner to a three-commissioner model; both passed after debate about rising insurance costs, inflation, labor, reinsurance, and litigation. Committee Substitute for SB 1883, on land use assumptions, capital improvement plans, and impact fees, passed after discussion of transparency and local development costs. SB 826, enhancing penalties for DWI in an active school zone, passed with strong support. Two other controversial measures were also advanced: Committee Substitute for SB 1257, requiring health plan coverage for complications, reversals, and related care tied to gender transition procedures, passed to engrossment but was held there after a 20-11 vote; and Committee Substitute for SB 2024, banning disguised vape pens and, by amendment, hemp vape pens and other intoxicating-substance vape pens, passed. The final item shown was Committee Substitute for SB 240, the Texas Women’s Privacy Act, which was laid out by Senator Middleton and described as restricting access to sex-specific private spaces in public facilities based on biological sex, with civil penalties for violations; the transcript cuts off during the presentation of that bill.
