Bills: SB2108 , SB2121 , SB2171 , SB2061 , SB2112 , SB2138
Summary: The committee laid over several bills at the start of the meeting, including SB 1550, SB 2173, and SB 2114, and announced a new rule prohibiting video recording on phones in the committee room. The committee then took up a series of agriculture-related measures, with most of the discussion focused on feral hog control, lab-grown meat, hunting regulations, local food policy, open-range cleanup, and prescribed burn liability coverage. SB 2108, as amended, was presented as a feral swine control bill. Supporters said it would reduce property damage, disease spread, and regulatory barriers for landowners and hunters, while opponents raised concerns about people who capture hogs for food and the impact on self-provisioning. The committee adopted the amendment and passed the bill 10-2. SB 2121, which would ban the sale of cell-cultured, lab-grown meat, drew debate over free-market choice versus protecting Oklahoma agriculture and food safety; it passed 9-3. SB 2171, which would extend the residency requirement for a lifetime fishing license from six months to one year and create a velvet buck season under controlled hunts, passed 12-1 after debate about trophy hunting, commercialization, and deer management. SB 2061 would create an Oklahoma Food Policy Council within the Department of Agriculture, Food and Forestry to coordinate local food networks and producer-to-consumer access. Testimony from the agency said some related work is already being done through its Market Development Division, but the council would formalize broader representation; the bill passed 12-1. SB 2112, as amended, cleaned up prior open-range language to include leased land and passed unanimously. SB 2138 would establish a prescribed burn indemnity fund to help cover damages from escaped prescribed burns; members discussed coverage levels, funding, and whether it primarily protects the burner or neighboring landowners. It also passed unanimously. The meeting ended with an announcement about a Marshallese group performing in the rotunda and then adjournment.

Summary: The House convened with a strict roll-call enforcement request, but only 95 members were present, so a quorum was not present. The chamber heard an invocation from Furman Carpenter, DPS chaplain, followed by the pledges to the U.S. and Texas flags. A member raised a parliamentary inquiry asking whether members must be present to make a motion and whether all members who requested strict enforcement were present; the Speaker said he would need to check the journal. The Speaker then announced that the House was about to receive a motion to adjourn sine die and noted that the governor might call another special session soon. Representative Garin moved that the House of Representatives of the First Called Session of the Eighty-Ninth Legislature adjourn sine die. There was no objection, and the motion carried, ending the session.

Summary: The House convened with prayer, the Pledge of Allegiance, and several recognitions, including Veteran of the Week Aaron Hudkins, Psychologist of the Day Dr. Emily Corley, Doctor of the Day Dr. Jason Reagan, and a proclamation recognizing Brain Injury Awareness Month. Members also honored the Edmond Santa Fe Palm Squad and Ava Garrett for assembling and funding 100 overnight bags for children entering foster care in memory of fallen Oklahoma service member Serena Butcher. On legislation, the House considered and passed House Bill 3522, a transparency measure requiring alcoholic beverage licensees to report disciplinary actions annually, and House Bill 4300, a Department of Human Services request bill aligning child-care worker assessment language with federal requirements. Both bills advanced without debate; HB 3522 passed by recorded vote and HB 4300 passed 94-0. The chamber also recognized 17 Pages of the Week and heard multiple announcements, including caucus and birthday notices, a planned Jeans Day request tied to Bob Wills Day, and the introduction of Oklahoma Task Force One members and a search dog. The House then adjourned until Tuesday, March 3, 2026, at 9:30 a.m.

Summary: The committee heard several bills and confirmations, with most measures reported favorably. Senate Bill 330 clarified the heart disease presumption for firefighters, law enforcement, and correctional officers, codifying the medical definition of heart disease and allowing transferring law enforcement officers to rely on a prior physical if a new agency does not provide one. Support was waived in by the Florida Smart Justice Alliance and the Fraternal Order of Police, and the bill passed unanimously. Senate Bill 526, as amended by a delete-all amendment, addressed commercial construction contracts, permit standards, fee reductions when private providers are used, floodproofing, product approval categories, and adoption of certain electrical code standards; it drew support from several construction and business groups and one opposing appearance, then was reported favorably. Senate Bill 1192 created a pilot program for callback queues at the Department of Commerce and Department of Children and Families to reduce hold times for callers seeking re-employment assistance and public benefits, and it also passed favorably. Senate Bill 1078 established transition procedures for a governor-elect, including agency liaisons, briefing materials, office space, and access to records; an amendment shifted IT support to the Department of Management Services, narrowed access to confidential records, and increased penalties for unauthorized disclosure, after which the bill was approved. Senate Bill 7022 extended a public records exemption for classroom examinations and assessment instruments through 2031 and expanded coverage to school district boards and public schools; it was also reported favorably. Senate Bill 862, as amended, set a $60,000 salary goal by 2030 for state correctional officers, probation officers, and institutional security specialists, with annual raises subject to appropriations; members and witnesses emphasized recruitment, retention, and safety, and the bill passed. Senate Bill 1250 removed the requirement that the Commission on Human Relations use registered mail for certain notices under the Florida Civil Rights Act, allowing less expensive notice methods, and it was reported favorably. Senate Bill 1698 allowed certain employers to post required workplace notices electronically instead of physically, and it passed without opposition. The committee also recommended confirmation of 10 appointees to the Florida Commission on Human Relations and the State Retirement Commission. The most extensive debate centered on Senate Bill 1072, which created an anti-Semitism task force within the Department of Legal Affairs to review anti-Semitism in Florida, improve community relations, advise on law enforcement training, assess digital media literacy efforts, evaluate hate crime statutes, and recommend policy changes. The sponsor said the bill was intended to address a growing problem and noted that Florida already uses the Holocaust Remembrance definition of anti-Semitism in statute. Numerous speakers opposed the bill, arguing it could chill protected speech, especially criticism of Israel, and could be used selectively against students, activists, Muslims, Arabs, and Jewish anti-Zionists; several also said existing hate-crime and civil-rights laws were sufficient and that the task force should include protections against Islamophobia and anti-Arab hate. One member raised concerns about the constitutionality of creating such task forces in light of prior actions by the Attorney General. Despite the opposition, the bill was reported favorably on a party-line style vote with Senator Bracey Davis voting yes along with the majority. Senate Bill 1642, the Freedom in the Workplace Act, was also heard and drew significant questioning. The bill would bar public employers and contractors from requiring pronoun use, certain gender-identity-related training, or non-binary sex options on forms, and would protect employees and contractors from adverse action based on religious, moral, conscience-based, or biology-based beliefs. Senator Polsky questioned whether the bill could interfere with anti-harassment training and workplace discipline, while the sponsor said the measure was meant to prevent government coercion and extend protections similar to those in school settings. The transcript cuts off before the final disposition of this bill.

Summary: The Senate convened, established a quorum, offered prayer, and recognized a doctor, a nurse, and a student hero who rescued a driver from a burning vehicle. The chamber also welcomed a new group of pages and adopted a motion to reject House amendments to Senate Bill 1546 and request conference. Senators then adopted Senate Resolution 44 recognizing Teacher Appreciation Week, and heard remarks honoring educators in the gallery. Senator Goodwin also announced the death of former Representative Don Ross and offered condolences to his family. The Senate then took up House Concurrent Resolution 1027, setting a target sine die date of May 14 at 5 p.m. The resolution drew opposition from Minority Leader Kurt and Senator Jett, who argued the chamber still had unfinished business, but it passed 28-17. The Senate also passed SJR 50, SJR 52, and SJR 53, all related to agency rules, including expanded provider types, removal of a physician-visit cap, and medical marijuana packaging requirements. Additional measures passed included HB 1185 on preserving military and historic firearms for honor guards and museums, HB 1937 on student-employee communications and due process, HB 2035 on funeral transportation protection agreements, HB 2137 on involuntary medication procedures for competency restoration, and HB 2166 on legal newspaper distribution without a USPS permit. The chamber also passed HB 2959 requiring school administrators to report abuse allegations to law enforcement within 24 hours and before school questioning, with emergency passage approved. HB 3718 was then taken up with an amendment clarifying timelines for special education evaluations tied to the Lindsay Nicole Henry Scholarship; discussion centered on the new 15-school-day meeting timeline and the 45-day evaluation period. The transcript ends during questions on that amendment, before final action on HB 3718 is shown.
