Summary:
The Senate Committee on Natural Resources met with a quorum present and took up several bills, mostly as pending business. HB 1089, creating the Gulf Coast Protection Account to be administered by the General Land Office, was laid out as the House companion to SB 795; Senator Alvarado moved it be reported favorably, and it passed the committee 8-0. The committee also adopted a committee substitute for HB 2970 and then reported it favorably 9-0, despite the motion wording recommending the substitute in lieu of the original bill. HB 2890, HB 1238, and HB 206 were each laid out and reported favorably to the full Senate by 9-0 votes.
For each bill reported favorably, members also approved motions to place the bill on the local and uncontested calendar, with no objections. The transcript reflects brief procedural repetition and some garbled audio, but the actions are clear: the committee advanced all measures considered during the meeting without recorded opposition. The chair then announced there was no further business and the committee stood in recess subject to the call of the chair.

Summary:
The Senate Committee on Natural Resources met with a quorum initially lacking, then took up several bills and heard brief testimony. HB 206, by Rep. Craddick, would prohibit counties from requiring cash bonds as a condition for pipeline construction approvals, while still allowing other forms of financial assurance; the sponsor and a Target Pipeline witness said cash-bond mandates create unnecessary costs and uncertainty, and the bill was left pending. HB 2890, by Rep. Patterson, would create an interstate compact among Gulf Coast states to coordinate and support the liquefied natural gas industry; the sponsor emphasized LNG’s economic importance and said the bill mirrors prior compact language that does not require congressional approval, and it was left pending after no public testimony. HB 1238, by Rep. Geren, would let TCEQ use third-party inspection reports and remote technology when reviewing proposed Class I injection wells; the sponsor and a uranium industry witness said it would streamline regulation and support industry, and it was left pending. HB 2970, by Rep. Paul, the House version of SB 410, would require the Gulf Coast Protection District’s final gate design to accommodate two-way vessel traffic and allow the governor to appoint the district’s presiding officer; the committee substitute was explained and the bill was left pending. With members scattered in other committees, the chair said the committee would recess and later reconvene to vote and complete its work.

Summary:
The Senate convened with a quorum, opened with prayer, and recognized the Doctor of the Day, Dr. Rachel Franklin, along with several student pages and visiting groups in the galleries, including Catholic home educators, Leadership Moore, and ALS advocates. The ALS introduction highlighted the disease’s effects and the need for awareness and support.
The chamber then took up several bills. Senate Bill 392 reestablished the Oklahoma Strategic Military Planning Commission through 2030 to support military installations and related planning, and it passed 47-0 with emergency status. Senate Bill 985 codified the local food for schools program and gave the Department of Agriculture, Food, and Forestry more flexibility to administer it; members discussed its benefits for school nutrition and local producers, and it also passed 47-0. Senate Bill 1265 extended the deadline for municipalities to publish ordinances from 15 to 30 days due to the decline of daily and weekly newspapers, and it passed 47-0.
Senate Bill 1283 updated probate law so out-of-state executors, administrators, or guardians must appoint an agent in Oklahoma rather than in the county where the case is heard, and it passed 47-0. Senate Bill 1441 made it unlawful to knowingly fly a drone over critical infrastructure below 400 feet or into the structure, with penalties aligned to physical trespass, and it also passed 47-0. The Senate then made several committee and devotional announcements before adjourning until Wednesday, February 18, 2026, at 1:30 p.m.

Summary:
The committee first adopted a three-minute rule for the rest of the meeting by a 9-3 vote. It then took up SB 217, which would reorganize Orleans Parish courts by reducing judgeships in criminal, juvenile, traffic, and municipal courts and, through an adopted amendment, creating one civil district court with 13 judges and allowing hearing officers. Senator Morris argued the changes were based on caseload comparisons and population data; opponents from the Urban League and ACLU said the bill was driven by power rather than efficiency, relied on incomplete or inconsistent data, would strain the courts, and would reduce minority representation on the bench. The committee reported the bill favorably as amended by an 11-4 vote.
The committee next considered SB 197, which would reduce the number of judges on the Fourth Circuit Court of Appeal by two. Senator Morris again cited filings and caseload comparisons, while opponents argued the bill ignored the intensity and complexity of appellate work, could increase backlog and costs, and would disproportionately affect Black women judges. The bill was reported favorably by an 11-4 vote. The committee also adopted HCR 11, expressing support for the Louisiana National Guard at Camp Beauregard and the Youth Challenge Program, and reported favorably SB 85, creating an insurance fund for retired St. Charles Parish sheriff’s employees.
Several other measures were advanced with little or no opposition. HB 833 created the Sexual Assault Survivor Empowerment Task Force and was amended to add representatives from the coroners’ association, a survivor appointed by STAR, and a licensed clinical social worker; it was reported favorably. HB 816, with a technical correction, prohibited foreign adversaries from acquiring property near military installations and was reported favorably. HB 1053, dealing with definitions for dealers and retail dealers and allowing certain businesses to serve complimentary alcoholic beverages under agreed-upon floor amendments, was reported favorably. HB 153, as amended, removed the Office of Debt Recovery from the bill and limited it to prohibiting reporting certain criminal fines and fees to credit bureaus; it was reported favorably. SB 75, on cybersecurity reimbursement and baseline standards for local governments after cyber incidents, was reported favorably after testimony from GOSEP and others. SB 200, allowing expropriation of land near military bases owned by foreign adversaries when a court finds a threat to public health and safety, was also reported favorably after extensive testimony and discussion. Finally, HB 454, the Gracie Claire Rushing Act on chain of custody for human remains and internal organs, was converted into a substitute bill, adopted, and then introduced for further discussion, with the sponsor describing it as a transparency and accountability measure for grieving families.

Summary:
The Senate opened with ceremonial items, then moved through gubernatorial appointments and a series of floor votes. It confirmed Acacia E. Ingram to the Evergreen State College Board of Trustees, Ashland J. Tibbet and David S. Frockt to the Western Washington University Board of Trustees, and Christine Rolfes to the Olympic College Board of Trustees. Members spoke in support of the appointees’ public service and ties to higher education. The chamber also heard a personal privilege statement honoring a Colfax basketball coach who died of pancreatic cancer, followed by a caucus break.
The Senate then considered several bills, passing measures on derelict vessels (SHB 2199), radiologic technologist supervision (HB 2113), nitrous oxide retail sales (ESHB 2532), ambulance transport fund alignment (HB 2531), EMT recertification (HB 2540), affordable housing on religious property (2SHB 1859), factory-built housing standards (SHB 2151), social housing public development authorities (EHB 1687), the Washington Voting Rights Act and voter suppression claims (ESSHB 1750), privacy and data protection reporting and AI use (HB 2606), military family school stability (ESHB 2534), coal-fired utility treatment (HB 2367), and school access to albuterol (SHB 2360). Most passed on strong bipartisan roll calls, though the voting-rights bill and coal-utility bill drew the most debate and partisan division.
Several bills were amended on the floor. The Senate adopted changes to the nitrous oxide bill, the factory-built housing bill, the social housing bill, the albuterol bill, and the 3D-printer/firearm-manufacturing bill (ESHB 2320), while rejecting some proposed amendments on the voting-rights and 3D-printer bills. Debate centered on whether the voting-rights bill set too low a threshold for lawsuits and whether the coal-utility bill gave improper treatment to coal generation; supporters framed both as needed protections or transition measures, while opponents warned about litigation and policy overreach. The chamber also discussed tribal consultation in energy siting (SHB 2496), ultimately passing it after a close vote, and later returned to the 3D-printer bill, which advanced after amendments narrowed exemptions for gunsmiths and dealers and clarified the bill’s focus on digital files used to manufacture firearms.
