The stablecoin bill was amended to add guardrails, including fee limits, website notice requirements, and restrictions if no approved issuers are available. The committee also received a brief budget overview highlighting major funding items such as Florida Forever, Everglades restoration, water quality, Farmers Feeding Florida, citrus recovery, school lunches, state parks, and law enforcement and staffing items, and members later recorded additional votes before the committee adjourned.

Summary: The committee opened testimony on House Bill 1838, relating to visas. Testifiers from the State Health Planning and Development Agency, the legal clinic, the Hawaii State Coalition Against Domestic Violence, the ACLU, CARES, and immigrant-rights groups strongly supported the bill, saying it would bring Hawaii into compliance with federal law, standardize and speed up certification for U and T visa applicants, and better protect survivors of crime and trafficking. Supporters emphasized that delays in certification can leave eligible survivors waiting years for federal visa access and can undermine public safety by discouraging victims from reporting crimes. The chair announced there were 103 testimonies in support and one in opposition, and the committee then moved on without taking a vote on the bill in the hearing. The committee next heard House Bill 1870, concerning protected locations and immigration enforcement. Testimony from the Hawaii Coalition for Immigrant Rights, ACLU of Hawaii, educators, students, and community advocates supported limiting immigration enforcement at schools and other essential-service sites, arguing that families should be able to access education, health care, shelters, libraries, and social services without fear. The Department of Education said it had already issued guidance in March 2025 for how staff should respond when law enforcement comes onto campus, and the Public Charter School Commission noted implementation would need to occur at the school level. Testifiers said the bill would create standardized protocols and protect students and families from fear and disruption; the chair reported 142 testimonies in support, one in opposition, and five comments. The committee then took up House Bill 2445, relating to student safety and law enforcement on campus. The Department of Education again said it had already rolled out statewide guidance and described its process for staff to notify administration, verify law enforcement identification and purpose, and route matters through the complex area superintendent and attorney general, while noting emergencies would be handled differently. A committee member questioned whether the procedures were sufficiently standardized and whether staff were trained for unusual situations. Student and community testifiers supported the bill, saying schools should remain safe havens and that clear procedures are needed if federal immigration enforcement appears on campus. The Department of Law Enforcement testified in opposition to parts of the measure, raising concerns about masking requirements, vehicle markings, officer safety, doxxing, retaliation, costs, and possible supremacy-clause conflicts, and suggested more exemptions and a compromise approach. The chair reported 106 testimonies in support, two comments, and no opposition for the bill before moving on to the next measure.

Summary: The Public Safety and Judiciary Committee met without a quorum, so approval of the January 3, January 20, and February 3 minutes was postponed. The committee then heard an update from the Department of Corrections on halfway house and Recovery Kentucky funding and operations. Deputy Commissioner Hillary Daily said DOC contracts for up to 1,752 halfway house beds and 780 Recovery Kentucky beds, with 16 halfway houses and 13 Recovery Kentucky centers statewide. She reported 6,329 admissions in fiscal year 2025, average daily populations of 1,041 in halfway houses and 494 in Recovery Kentucky, and explained that Recovery Kentucky placements are more restrictive, generally excluding violent and sex offenders, while halfway houses serve probationers, parolees, and sex offenders who need treatment. She also described programming such as MRT, parenting, adult basic education, and trauma-focused services, and said some facilities offer supervised visitation. Daily said no new funding request was included in the current budget, though DOC has sought rate increases in prior cycles. Community Transitional Services director Barbara Stum also testified in support of halfway houses as re-entry and substance abuse treatment centers. She said CTS primarily serves men coming out of prison or returning to prison who need treatment, and that halfway houses provide security, accountability, treatment, employment support, and help with home placement. Stum said the state moved substance abuse treatment into the community in 2010 to avoid sending people back to prison for treatment, and argued halfway houses are the least expensive form of incarceration. She cited daily rates of $33.61 for CTS beds and DOC figures of $37.33 to $44.33 per day, compared with higher prison and jail costs, and said reimbursement has not kept pace with inflation since the last increase in 2019. She said staffing and supplies are the main pressure points, with counselor pay below market rates, and noted two counselor vacancies. A former resident, Michael Bird, testified that CTS helped him recover and re-enter the community successfully. The committee also received an update from the Administrative Office of the Courts on implementation of the video arraignment/video conferencing system. AOC officials Zach Ramsey and Charles Buyers said the system is now fully implemented in all courtrooms and is used for video arraignments and other Zoom-based court proceedings. Buyers described the pandemic-era transition from older, inconsistent equipment to improvised laptop/webcam setups, then to a more integrated vendor-supported system with touchscreen controls and a judicial support specialist position for training and operation. He said 324 courtrooms are already up to the current standard, with 128 remaining on an older bundle, and that there are no technical barriers to continued use. AOC said it is seeking $3.8 million in recurring annual funding to keep the systems upgraded and current, and plans to upgrade 46 systems in fiscal year 2026 across 15 counties.

The House then took up numerous resolutions and bills, often adopting them without objection. The chamber also adopted or concurred in several Senate amendments on bills dealing with financial disclosure, video voyeurism, personal information protections, online child safety, STEM advisory council changes, dual enrollment tuition, fleet vehicle registration, menhaden fishing rules, recording fees, amusement ride insurance, drone footage authentication, garbage and trash contracts, insurance prescription periods, retirement system changes, juror qualifications, fireworks, inspection stickers, employment discrimination, and inactive boards and commissions. Several measures drew discussion or division. H.B. 1199, requiring coverage for genetic testing and treatment for SCN2A-associated disorders, passed 94-0 after being discharged from Appropriations. H.B. 302, which would prohibit vape sales within 300 feet of schools, passed 86-4. H.B. 84, encouraging an interest-free loan program for TSA workers at Shreveport Regional Airport, passed 64-27. H.B. 1054 on self-authentication of law enforcement drone footage passed 78-12, and H.B. 1137 limiting employment discrimination protections to state employees passed 71-23. The House rejected Senate amendments on H.B. 468 (residential real property wholesaling), H.B. 1117 (insurance contractual payments and prescriptive periods), H.B. 956 (fireworks dates), and H.B. 74 (Spectrum Alert for missing children with autism), while concurring in or adopting amendments on many other bills. The session ended amid continued consideration of Senate Bill 56 on the West Bank/Lafitte levee governance structure, including an adopted amendment to ensure Lafitte-area representation on the board, with extended remarks about the history and accomplishments of the existing levee authority.

Several measures drew brief debate over fairness, administrative burden, or humanitarian concerns, such as a bill requiring a Rule 10.1 conference before requests for admissions are deemed admitted, and a bill allowing OMV fee waivers in emergency or humanitarian situations. Most of the bills taken up on the floor passed, often by wide margins, with a few receiving a small number of dissenting votes.
