Summary:
The Senate convened with a quorum, opened with prayer, and recognized the nurse of the day, Michelle Bradshaw, along with several gallery guests and pages. The chamber then took up Senate Concurrent Resolution 15, recognizing February 24 as World Spay Day to highlight pet overpopulation and the importance of spay and neuter programs; the resolution was adopted without debate.
The main floor debate centered on House Bill 2786, a supplemental appropriation of $19,660,770 for the Department of Mental Health and Substance Abuse Services to close out FY25 and cover statutory and contractual obligations, including Medicaid/Title 19-related payments. Senator Kurt raised repeated concerns that the supplemental did not restore funding for substance use providers, uncompensated care, or crisis services that had been cut or left unpaid, while Senator Rosino argued the bill only covered amounts the state was legally required to pay and reflected the department’s verified needs. The Joint Committee report was adopted, and HB 2786 passed 38-10 and was then passed as an emergency measure.
The Senate also passed House Bill 2787, a supplemental for the State Department of Health tied to legacy contracts associated with “Choosing Childbirth,” despite criticism from Senator Kurt that the money could have gone to direct mental health services. The chamber then advanced and passed Senate Bill 1525, raising the threshold for the Tourism and Recreation Department to contract with private entities for a tourism conference from $25,000 to $75,000, and Senate Bill 2011, adding contracted employees of county detention facilities to a protected class list. Senate Bill 2159, designating wheat as the official state crop, also passed. The Senate adjourned until Wednesday, February 25 at 1:30 p.m.

Summary:
The Senate convened with a quorum, opened with prayer and pledges, and recognized several visiting groups and honorees, including students from Wesleyan Christian School, Claremore Day participants, and a tribute to Dr. J. Craig for his Marine Corps service, chiropractic career, and aid to first responders after the Oklahoma City bombing. The chamber also welcomed a Cricket Oak High School AFJROTC unit and the Lincoln Christian wrestling team, both recognized for recent achievements. The Senate then adopted Senate Resolution 43 commemorating the 31st anniversary of the Oklahoma City bombing and honoring victims, survivors, and first responders.
The Senate took up House Bill 1933, first rescinding prior action and then adopting a floor amendment to correct a drafting error and shift a penalty provision; the bill then passed 47-0. House Bill 4248, which would require purchasers of hemp beverages to be 21 and treat them similarly to beer for age purposes, passed 45-0 after brief discussion about whether it had medical implications. The Senate also adopted House amendments to Senate Bill 1847, described as a compassion bill that would have saved the state money, and passed it 35-11 before later approving it as an emergency measure with 43 ayes.
The chamber next adopted House amendments to Senate Bill 1778, a major literacy bill adding early intervention, teacher training, and optional early ELA testing for second graders, along with good-cause exemptions; it passed 43-2 and then as an emergency measure. The Senate also passed House Joint Resolution 1086, approving rules from several agencies, by 42-4. Finally, the Senate advanced and passed a series of sunset-extension bills for boards and councils, including the Child Death Review Board, county government training commission, Board of Chiropractic Examiners, Board of Examiners in Optometry, Oklahoma Climatological Survey, several environmental advisory councils, and the Board of Tests for Alcohol and Drug Influence, with most later receiving emergency passage. The Senate concluded with announcements of upcoming committee meetings and adjourned until April 25, 2026 at 1:30 p.m.

Summary:
The committee heard several housing, local government, utility, and transparency bills. SB 1342 on transportation infrastructure and land development regulations, by Sen. Rouson, was presented as a housing-affordability measure modeled on the Live Local Act for transit corridors. After adopting an amendment that removed the bill’s compelling-governmental-interest language in enforcement provisions, the committee heard testimony from local-government and housing interests both supporting and opposing the bill’s zoning preemption approach. The bill was reported favorably. The committee also reported favorably CS/SB 1614, by Sen. Leek, which was amended to remove stormwater and code-enforcement spending provisions and to tighten restrictions on local governments seeking state appropriations after audits or without required affirmations. SB 1548, the next Live Local Act iteration by Sen. Claddie Ude, was also reported favorably; it expands where Live Local projects may be located and adds fair-housing protections. SB 968 on home backup power systems, by Sen. McLean, was reported favorably after testimony from builders and energy-related stakeholders, with the sponsor noting he was still working on amendments to refine permit provisions.
The committee then approved CS/SB 698, by Sen. Martin, which allows building permits for single-family homes to be issued before septic permits are finalized if application has been made, while still requiring septic approval before occupancy. Builders testified that septic permit delays were causing lengthy project delays and contract cancellations. The committee also reported favorably SB 1320, by Sen. Martin, requiring county tax-increase referenda to include a Department of Financial Services spending analysis if available; the sponsor said the goal was to give voters more standardized fiscal information, while opponents argued existing law already provides similar transparency. SB 484, by Sen. Avila, on data centers, was reported favorably after an amendment adding a knowledge requirement to the foreign-country-of-concern service prohibition; the bill addresses local planning authority, nondisclosure agreements, utility tariff requirements, and water-use limits for large data centers. The committee also reported favorably SB 1118, by Sen. Avila, creating a one-year public-records exemption for data-center location and proprietary information, with testimony split between economic-development supporters and transparency concerns.
Finally, the committee took up SB 706, by Sen. Mayfield, preempting naming of major commercial service airports to the state and designating Palm Beach International Airport as Donald J. Trump International Airport subject to federal and trademark conditions; it was reported favorably after questions about local input and airport naming. The committee then heard extensive public testimony on SB 1134, by Sen. Yarbrough, which would prohibit counties and municipalities from funding, promoting, or taking official actions related to DEI and would create penalties and a private right of action for residents. The sponsor argued the bill was aimed at preventing taxpayer-funded DEI programs and cited examples from Jacksonville and other jurisdictions; opponents said the bill was vague, overbroad, and would chill local programs, public education, and civil-rights-related activities. The transcript ends during continued public testimony on SB 1134, with no final committee action shown in the excerpt.

Summary:
The House convened with a quorum, opened in prayer, and led the pledge. The bulk of the early portion of the meeting consisted of personal privileges and recognitions, including ARC Appreciation Day, Teach for America, Film Louisiana, the Child Care Association of Louisiana, Textron Systems, Iberville Parish Day, AARP Louisiana Family Caregiver Day, and several visiting groups and honorees. The chamber also received Senate messages, enrolled and introduced resolutions, and referred a number of Senate bills to committee.
The House then took up a long series of bills, many of them local or technical measures, with most passing by wide margins. Among the bills adopted were measures on municipal and teachers’ retirement systems, retired clerk insurance funds, fire and police civil service, a local Cameron Parish insurance program, specialty courts, jury bond filing by paper check, non-compete limits for interns and apprentices, a memorial bridge naming for Lance Cpl. Justin D. McLeese, veteran points in civil service exams, provisional fire/police appointments, special masters in complex litigation, judicial and court-cost funding measures, aerial applicator safety rules, cell-cultured food labeling, wine and spirits container standards, nonprofit eligibility to appoint economic development commissioners, a homeless diversion pilot program in Orleans, animal shelter standards, a Fort Oge police chief appointment change, retirement benefit calculations for divorced firefighters, an alcohol-permit moratorium in Shreveport, waste-collection contract renewal authority, and a backdrop retirement option for certain judges.
There was one notable defeat: House Bill 444, which would have added legislative seats to the East Baton Rouge Recreation and Park Commission, failed on a 37-49 vote after debate over whether legislators should appoint themselves to the board and whether the proposal had adequate stakeholder support. House Bill 284 on expropriation also failed earlier by a 48-47 vote and was returned to the calendar. Several other measures were temporarily returned to the calendar or held over, and some bills were referred or received amendments before final passage. Most final votes were unanimous or near-unanimous, and the House repeatedly adopted titles and motions to table after passage.

Summary:
The Senate convened, the clerk called the roll, and a quorum was declared present. The chamber opened with a prayer offered by Senator Peterson, followed by recognitions of the Nurse of the Day, Amanda Fisher, and the Doctor of the Day, Dr. Lee Schaffler, both introduced with brief biographical remarks and applause from members.
The Senate also recognized the week’s pages, who introduced themselves and described their schools, assignments, and future plans. Several announcements were then made about upcoming committee and caucus meetings, including Local and County Government, Economic Development, Workforce, and Tourism, Judiciary, the first meeting of the Disability Caucus, and the start of devotion time the next morning.
No legislation was debated or voted on during the session. The only formal action was adoption of a motion to adjourn, and the Senate stood adjourned until Wednesday, February 11, 2026, at 1:30 p.m.
